East Corporation unearths transport scam of Rs 25cr, lens on 2 officials

NEW DELHI: A scam to the tune of Rs 25 crore has come to light at East Delhi Municipal Corporation. For the past 19 months, the corporation has been buying diesel for its trucks and loaders at the rate of Rs 63.10 per litre, which is Rs 10.04 more than the market price. Records show that about 50 litres of diesel was used by the trucks daily when many of them didn't even go for the rounds.

So far, the corporation has initiated action against two officials for their involvement in the case.

Compared to North and South Corporations, East Corporation has spent Rs 2.06 crore more on fuel purchase. "The document shows that the officials were buying the fuel directly from the company, while it was Rs 10 less in the market.

Even the hiring rate of vehicles was Rs 212 more. It is scam right under our nose and the officials are doing nothing about it," alleged Mehek Singh, standing committee member , East Corporation.

These trucks and loaders are used to collect garbage and dump it at the Ghazipur landfill site. "As per the norms, kilometer readings are written and the fuel is filled accordingly . But the documents show that all the vehicles used 50 litres of fuel every day. Moreover, only the engineer-in chief has the power to procure or hire these vehicles. But in this case, even junior and superintendent engineer have sanctioned the file, which is a violation of the corporation rules," added Singh.

Even the spare parts in these vehicles , Singh added, were of poor quality. Bills have been produced even when no spares were fixed. "The vehicles were often defective, but a total of Rs 30 crore was spent on procuring them," he said. Sources said that a heavy penalty will be imposed on the erring officials . S Kumaraswamy, the commissioner , accepted the discrepancy in the papers. "If our counterparts are buying fuel at a lower price, then there is something wrong in our functioning. Also, the area of East Corporation's jurisdiction is smaller than other two corporations so the consumption should be less," he said.
