As per the approved plan, the civic agency will construct a walkway on the second floor by interconnecting all the 74 flats, which now have restaurants. A nine-foot wide walkway will connect the two main blocks of the market. "As against the earlier plan to have emergency exits in the middle lane with collapsible ladders, we have now decided to open the passage on the second floor. First floor owners have agreed to break the existing wall which divides the restaurants on the second floor and make space for walkway,'' said Jalaj Srivastava, chairman, NDMC.
Fire safety has been a serious concern in the market. Earlier, the issue was raised by a Supreme Court-appointed monitoring committee - headed by Bhure Lal - in 2011. Though NDMC had proposed creation of fire exits, it wasn't accepted by the Khan Market Traders' Association (KMTA) and the Khan Market Welfare Association (association of first-floor owners).
The walkway will have nine exit points (landings) - five in the front and four behind the market. These landings will be strategically located around the market and will be connected to the walkway through bridges. "The exits will open in the existing parking lots on both sides of the market. We are planning to have staircases and lifts on eight of the landings. As the entire second floor will be interconnected, people will not have any problems in moving around,'' said Srivastava.
The civic agency also plans to convert the existing parking lots into green areas for pedestrians. It plans to construct a parking under the main market. The NDMC wants DMRC to be the consultant for the redevelopment project, especially for the multilevel underground parking. A proposal in this regard has been sent to DMRC. "We have spoken to DRMC and have got in-principle approval. We want to connect the parking lot with the nearby metro station. A feasibility study has to be done for the parking project,'' said a senior official.
The civic agency is also looking for measures to bring down the load on the six decade-old structure which has undergone massive changes. After two floors of a flat collapsed in the market in September 2013, the civic agency had undertaken a study to assess the structural stability of the buildings. It was found that owners have carried out massive violation of the building bye-laws, said a source. In some cases, the width of the walls was reduced and the supporting beams were taken off to create additional space.
Also, with restaurants opening up on the first floor, additional generator sets and water tanks have been installed to meet the demand. "The water tanks and generator sets are putting extra load on the old structure. The civic agency has decided to carry out a study to see if 24 hours supply of water and electricity can be provided to the market. If this happens, then the tanks and generators will be removed,'' said Sanjiv Mehra, president of KMTA.
NDMC officials are happy that there is consensus between the two market associations on the redevelopment issue. "Fire safety is a serious concern. Now, we want NDMC to take immediate step to ensure safety of the market. First floor traders have agreed to leave 9-foot wide space on the second floor and also widen the staircase between the first and second floors,'' said Arjun Kapur, president of KMWA.
Officials say, the work on constructing emergency exits will start soon. "The plan has been approved by fire department and the traders so we plan to start work soon. As for the parking, we need to get the feasibility study done. We are also planning to set up common effluent treatment plant for restaurants and air-conditioning plant for the entire market. This will help us get rid of the AC compressors installed in the middle lane,'' said Srivastava.
