NEW DELHI: The announcement that he is to be the official advisor for Delhi Government's anti-bribery helpline came as a surprise to N Dilip Kumar. Kumar was chief of the Anti Corruption Bureau between 2007 and 2009 and netted the ACB over 200 corrupt officials, through about 50 sting-operations.

"Earlier government support was not there for anti-corruption measures. This is the first time that the state government itself wants corruption gone," he says. The helpline is meant deal with corruption on a mass scale but Kumar says that "you can't catch everybody." "Catching a few will deter the rest," he says, "Ultimately, you'll have to vet the complaints as a public system like this will also see many false complaints." "But," he continues, "The advantage of the sting-operation is that you can collect evidence and verify the complaint at the same time." Kumar believes the helpline will be especially useful in those involved in "retail corruption".
