This year's admissions have been exceptionally tumultuous with four groups of parents going to court over various aspects of the December 18 guideline since admissions began on January 15, 2014. Thursday's decision-and whatever notification and guideline that elicits from the Directorate of Education-is likely to invite further litigation. No one believes this is over.
"I am so unhappy," says a Vasant Kunj mother, a 70-pointer. "By sheer luck I had got a seat and now I'm back to square one." "The seats we currently hold will be lost and we'll have to contest again. There's no guarantee we'll get one again," says Rikhi Jhurana. "I haven't been at work in a month-I stay for an hour before I get called to some school for verification."
Interestingly, those who'd filed the petition challenging the partial redraw, say they were never against the withdrawal of transfer points. "I spoke to so many transfer applicants at the court," says Kumar Saurabh who'd filed the case. "None of them had a problem with their points being taken away but the injustice. There is no injustice now but this doesn't improve anything for 70-pointers. Freed seats will potentially go to alumni and siblings, the number available for 70-pointers will be miniscule. The bigger problem went unaddressed. Transfer points weren't the problem and they'll see that now."
In the ongoing chaos, many parents are turning their ire on alumni and sibling categories. Sudhanshu Jain, a parent, had made a representation to the lieutenant governor saying, "We suggest the following modifications to the current year policy: remove all additional points to alumni and sibling and make single criteria as neighborhood and draw [and] at least define quota for alumni and sibling criteria (max 5% of general category seats)."
The frequent changes and the on-going board exams have left schools hamstrung though many have been in wait-and-watch mode for a while. "This is a huge hassle. We have already confirmed to parents who'd got seats that there won't be any redraw for them. We'll have to draw up lists again as the previous one was as per the last guideline. And I have students from four schools writing exams here," says Jyoti Arora, principal, Mount Abu Public School
