NEW DELHI: Delhi Police on Thursday filed two chargesheets in the September 13, 2008 Delhi serial blasts case naming Pakistan-based Indian Mujahideen co-founders—Amir Reza Khan, Riyaz Bhatkal, Iqbal Bhatkal, the recently arrested Yasin Bhatkal and Assadullah Akhtar alias Haddi—apart from 24 other terrorists.

The chargesheets also name top Lashkar-e-Taiba commander Abu al-Qama on the list of 29 calling him "mastermind behind creating of IM and responsible for the September 13, 2008 blasts of Delhi".

Qama was also the main planner of the October 29, 2005, pre-Diwali serial blasts in the national capital, carried out solely by LeT members. Riyaz Bhatkal, the operational chief of IM in Pakistan, works under Abu al-Qama's command from Pakistan, says the Delhi Police chargesheet.

Yasin Bhatkal and Akhtar aka Haddi, recently arrested by NIA, had provided explosives and ball bearings to the Atif Ameen-led module for the serial blasts.

Providing details on the roles of Yasin Bhatkal and Haddi, the chargesheet says that Yasin Bhatkal, whose name was Shahrukh for the operation, was asked by Riyaz in the last week of August 2008 to make 10 Claymore mines—a boat-shaped explosive—for the blasts. "Yasin collected pieces of wood from a shop at Shimoga near his farmhouse at Koppa in Karnataka's Chikkamagaluru district for Rs 100. He purchased aluminium sheets and nails from a hardware shop near a bus stand in Udupi for another Rs 100. Thereafter, he prepared 10 Claymore mines in his farmhouse with hammer and saw. The gelatine rods were given to him by Riyaz Bhatkal. He inserted gelatine in all 10 Claymore mines and informed Riyaz that they were ready," says the chargesheet.

Riyaz had told him that two associates of Atif Ameen—Mohammad Saif and Mohammad Khalid—would come to Udupi railway station to receive the explosives. The 29 terrorists of Lashkar and IM were chargesheeted for offences punishable under IPC, Explosives Act, Unlawful Activities (Prevention) Act and IT Act. IM's absconding and estranged members, Dr Shahnawaz and Mirza Shadab Baig, who are reportedly unhappy with the present IM leadership and are fighting in Waziristan, have also been named.

The chargesheets were filed in the court of additional sessions judge Daya Prakash, who fixed them for consideration on April 19. Of the 29, 16 have been arrested. Two of the chargesheeted accused—Atif Ameen and Sajid—were killed in the Batla House encounter.
