Urban development secretary puts 'better Delhi' plans on fast track

NEW DELHI: If the plans discussed at an unprecedented meeting between the Union urban development secretary and heads of government and civic agencies in the capital come to fruition, Delhi would be a city transformed within a few years.

The meeting set the ball rolling on a long list of much-needed projects such as construction of 370 new toilets for women, desilting of drains before monsoon's onset, various beautification and decongestion projects, a more effective garbage collection and segregation system and much more.

According to ministry officials, this was first ever meeting where heads of government agencies in Delhi - DDA, municipal corporations, DMRC, CPWD and other agencies - sat together and decided to put a coordinated effort to make the capital city look beautiful.

UD secretary Sudhir Krishna said that the plan had been launched from Monday itself. "While a few things can happen from today, others may take little more time. We hope things will improve in the next six months and there will be monthly meeting to monitor the progress," he added.

Though many of the plans are routine in nature and have been on the agenda of government agencies, this is for the first time that all departments committed to work together. Delhi government also officials undertook complete "road maintenance and desiltation of drains before monsoon".

The plans include construction of bio-digester public toilets, conversion of Barapullah drain into a green zone with cycle tracks, automatic washing machines at dhobi ghats, cleaning and lighting of public and heritage buildings, regular washing of statues and increasing the capacity of parking lots.

"We have finalized a detailed action plan to beautify the city and all agencies concerned have been given responsibilities to do it in a coordinated way," Krishna said.

According to the plan, cleaning of market places will be carried out regularly and all unauthorized roadside kiosks will be removed. Even illegal constructions in government colonies won't be spared. However, no agency elaborated on the launch of a demolition drive.

Krishna said municipal bodies, including NDMC, would construct porta cabins for security posts as part of the drive. Currently, sand bags are being used to provide security cover at roadside.

The UD secretary said that Delhi Metro would start decongesting and beautifying the entry and exit points of its stations. It would also take steps to paint viaducts inside the station to improve aesthetics.

Krishna said all municipal bodies, DDA, CPWD and other agencies have undertaken to launch a drive to clear garbage and construction wastes across the city. "We are looking at having more waste treatment centres in different localities rather than transporting them across the city to 3-4 points," Krishna said.

While all these plans sounds perfect, the ground reality is that the municipal bodies and state PWD have been for years claiming to be taking many of these steps. For instance, construction of toilets for women has been featuring in the budgets of MCD - both before and after trifurcation - but precious little has been done.

"If this initiative can push works, it's a positive development. We must wait and watch, considering the track record of different agencies," said a UD ministry official.
