City declares 1km limit for Asola

NEW DELHI: The only wild patch in the concrete jungles of Delhi and Faridabad may not get enough protection after all. This is because the Delhi government has declared only a 1km eco-sensitive zone (ESZ) around Asola wildlife sanctuary on the Delhi side. Haryana hasn't made a proposal yet.

The Delhi forest department claims to have written several times to the Haryana government, asking it to propose an ESZ or to at least meet officials to discuss the issue. There has allegedly been no response.

The issue is critical because the potential ESZ on the Haryana side will include parts of Mangar and Mangar Bani which are densely forested, acting as a wildlife corridor with Asola and a groundwater recharge zone for Delhi and Faridabad. "We have written to them. The matter has also been pursued at the bureaucratic level. But we haven't received any response. They may differ on the extent of ESZ on the Haryana side but we should at least talk. The zone can protect areas like Mangar from real estate pressures," said A K Shukla, chief wildlife warden. Asola sanctuary and Mangar are part of Aravalis, one of the oldest mountain systems of the world.

ESZs are ecologically important areas around wildlife sanctuaries and protected areas that need to be secured from heavy construction or polluting industries. The environment ministry called it a "shock absorber" around wildlife sanctuaries. In 2002, the wildlife conservation strategy envisaged an area of 10km from the boundaries of protected areas as ESZs. But, many states protested as this may stall development in these areas. In 2005, the ministry decided that states will declare ESZs on a site-specific basis.

Environmentalists feel the ESZ should be much more than 1km as is the case in the Delhi side of Asola. "I think the Aravalis on the Haryana side have more conservation and wildlife value being densely forested. Mangar is within 100km from Sariska Tiger reserve. In 2002, the Supreme Court ordered a ban on mining and pumping of groundwater within 5km of the Delhi-Haryana border. That order should be extended to all of the Haryana Aravalis and no construction should be allowed there," said Chetan Agarwal, environment analyst.

The head of Haryana forest department, however, denied receiving any letter about declaring an ESZ. %Haryana and Delhi have fared poorly in keeping their natural conservation zones like the Aravalis intact over the years. Recently in a written reply in Lok Sabha, Urban Development minister, M Venkaiah Naidu had informed that as per the analysis done in 2012 by NCRPB in conjunction with National Remote Sensing Centre, using satellite images, there has been a decline in NCZs after 2005. In Delhi there was a 15.43% decline and a 26% decline in case of Haryana.
