Amidst complaints by BJP MLAs that they have become redundant in Delhi's governance, the Centre has decided to set the agenda and give direction to the city government on issues that have been raised by the MLAs and councillors. The focus on illegal colonies is with an eye on dividends in the assembly elections.
For this, a concept paper will be prepared within 15 days so that Delhi government can start consultations with the ministry for preparing an action plan on these colonies. The decision was taken at a meeting chaired by urban development minister Venkaiah Naidu on Tuesday that was attended by all Delhi MPs, barring Manoj Tiwari, three mayors and top officials of the government departments.
According to sources, Delhi government officials said at the meeting that orders have been issued only for 895 colonies out of a total of 1,639. Another 60-70 are eligible for regularization while 200 more can be considered for the same. "For the rest, the norms have to be changed. All the MPs and leaders in municipal bodies demanded that the necessary changes be made. Technically, no colony has been regularized yet," said a government %official.
Delhi BJP leaders have demanded that the cut-off date for colonies that qualify for regularization should be extended to 2012 from 2007. They also sought other relaxations in norms, like the one related to road width, and government help to RWAs for constructing boundary walls.
Naidu asked DDA, the three municipal bodies and other agencies to map their land using GIS and put out the details in public domain. MPs, MLAs and councillors and the public can provide information to agencies so that the problem of encroachment can be addressed.
The ministry and all government agencies also decided to undertake a 'Swachha Bharat Abhiyan' from September 25, birthday of late Deen Dayal Upadhyaya, till October 2, Mahatma Gandhi's birthday. An official said setting up of a separate agency for maintenance of public toilets in PPP mode will be considered by the UD ministry in consultation with Delhi government and the required institutional framework put% in place.
Moreover, within two months, DDA and municipal bodies will complete handing over and taking over of public utilities, including toilets, for their better maintenance.
A UD ministry release said that Delhi Jal Board has agreed to take over DDA's infrastructure for water supply in Dwarka and other areas before next summer and the cost of necessary works will be reimbursed by the authority. The ministry will also take up the issue of enabling water supply through the Munak canal with Haryana to augment the supply in %Dwarka.
"There will be another round of meetings soon. DDA has said that after the last meeting with MPs, eight sites have been identified for solid waste dumping and burial of dead animals and setting up of a veterinary hospital and slaughterhouse," said an official.
