Delhi Tree committee hasn’t met for over a year

NEW DELHI: Delhi Tree Authority, a committee of forest and civic agencies formed to preserve trees in the city, hasn't met for over a year now. It is supposed to hold a meeting every three months to review the progress of various conservation initiatives and address concerns such as compensatory plantation against trees cut for infrastructure projects.

The last time it met was in July 2013. Most decisions taken in that meeting have not been implemented yet.

Delhi Tree Authority was formed in 2007 after an outcry from citizens' groups over rampant felling of trees and damage to trees due to civic works. It was created according to the Delhi Tree Preservation Act 1994, which specifies that it is responsible for carrying out a census of trees, maintenance of nurseries, planting of trees against trees damaged for construction projects, transplantation of trees and undertaking a study on how certain infrastructure projects are likely to affect tree cover. The committee is headed by the environment secretary, Sanjiv Kumar. He, however, was not sure why the committee had not met or progressed on the decisions taken in their previous meeting. "We will convene a meeting soon," he said.

Experts are concerned that compensatory plantations may not be done properly. "A lot of people are asking us where trees are being planted. For instance, work on Metro Phase III has begun for which trees have been cut. People want to know where they will be planted. Same is the case with the Andheria Mod-Mahipalpur road. We have heard that there is no land left within the city to do compensatory plantations," said Prabhakar Rao of Kalpavriksh, one of the two non-government members in the authority.

In the July meeting of the 17-member authority, it was decided that there will be third party verification of compensatory plantation projects and National Green Tribunal's order to deconcretize trees will be implemented. They also discussed species of avenue trees.

The committee had decided to proceed with a project on identifying heritage trees based on their age and species which is also stuck.
