Driving licence test gets tough, 24% fail exam

NEW DELHI: Driving on the roads of Delhi could soon get safer. In a bid to ensure stricter processing of licences and thus curb accidents, the transport department has started rigorously testing applicants of permanent and learner's licences.

As a result, nearly 24% of the applicants couldn't clear the test for a permanent driver's licence this year, while 31.3% failed the learner's licence test which examines a candidate's knowledge of traffic rules and signage. Between January and July 2013, 3.94 lakh people applied for the permanent driver's licence and more than 95% managed to get the licence.

In 2013, 5.73 lakh people had applied for learner's licence at 13 zonal offices of Delhi government's transport department and more than 85% managed to clear the computerised test.

"We ensured that every single applicant is tested on the vehicle for which he has applied the permanent driver's licence. The driving test is recorded in the video camera for further reference," a senior transport department official said.

"The computerised test for the learner's licence too is conducted under the vigilant eye of a video camera. We have also revised the question bank to ensure that the applicants have a good knowledge of traffic rules and regulations and road signs before he starts taking driving lessons," the official added.

"The process of issuing driver's licence in Delhi is quite strict and streamlined in comparison to some other states in the country. We have ensured that there are no touts in the premises of our offices. We have outsourced training and tests for commercial driver's licence to the IDTR, which gives pass certificate only after stringent check of the driving abilities of the applicant," the official said.

"We are going to introduce more systematic changes in the system to make it foolproof," he added.
