This will help the state government improve the public transport infrastructure in the city. The cess is likely to be imposed soon.
In line with the committee's directions, the traffic police will make it mandatory for all vehicles to display a valid PUC sticker. From January 1 to September 5, twenty four thousand and twenty five violators have been challaned for not carrying a valid PUC certificate. Now monitoring is likely to more stringent.
The traffic police will also take strict action against unauthorized parking and enforce a 'no tolerance' zone. The committee is, meanwhile, exploring differential parking rates to discourage people from parking on congested roads. A concept of 'premium parking' at a comparatively higher cost may be worked out for congested areas.
It was also decided at the meeting that the PWD and Unified Traffic and Transportation Infrastructure (Planning and Engineering) Centre (UTTIPEC) shall make provisions of U-turns or underpasses at specific border locations so that entry of non-destined vehicles to Delhi may be prohibited. These provisions will be put in place within the next two months.
The transport department will prepare a plan to install weigh-in-motion systems at all entry points to Delhi within two months to address the problem of overloading on roads. It has also decided to introduce battery-operated vehicles for last-mile connectivity to Metro and public transport. Delhi Metro Rail Corporation has selected three Metro stations to provide battery-charging infrastructure for a pilot fleet of such electric vehicles. DMRC has also started 34 CNG mini buses to support a feeder service.
The transport department will, meanwhile, launch a public awareness campaign to address air pollution and encourage public transport usage.
Experts feel the government needs to focus on multiple sources of funding for the urban transport fund. "It's a good start but the central government has suggested many other funding sources for public transport like vehicle taxation, parking charges, advertisement revenue and property taxes," said Anumita Roychowdhury, head of Centre for Science and Environment's (CSE) Clean Air Programme. "These need to be tapped. The polluter pays principle is very important. There need to be fiscal measures to discourage use of personal vehicles. But at least they have started implementation of some early measures. Let's hope there is stringent enforcement."
The committee is chaired by the chief secretary and has special CP (traffic), secretary (environment), commissioner (transport) and member-secretary of Delhi Pollution Control Committee (DPCC) as members. It has also co-opted members from the private sector like some fuel companies and environmental NGOs.
The LG had formed the committee after a World Health Organisation (WHO) report, released on May 7, stated that the PM 2.5 (fine, respirable particles) level in Delhi was at 153 micrograms per cubic metre, the highest in 1,600 cities. Jung had met the chief secretary and all senior officials of the Delhi government on May 9 and expressed concern about the growing levels of pollution in the capital which later led to constitution of the committee.
