Walled City paradise for street shops, nightmare for walkers

NEW DELHI: One of the few wide roads in the congested Walled City, Netaji Subhash Marg was redeveloped by civic agencies during Commonwealth Games in 2010 with dedicated cycle tracks, wide pavements and double-lane carriageways. But today, hawkers and illegal parking lots have left little space for pedestrians and cycle-rickshaws. Though a multilevel parking lot exists at Parade Ground, vehicles are haphazardly parked on the cycle tracks. Due to this, cycle-rickshaws ply on the main road. And enforcement agencies are doing nothing to remove encroachment from this kilometer-long stretch.

With two of Delhi's most visited heritage sites -Jama Masjid and Red Fort -on both sides of this road, the civic agency and traffic police declared this stretch a no-hawking zone. But both enforcement agencies don't take any action. Even Delhi government's Jan Ahaar van, which provides food at subsidized rates, is parked on the pavement.

Towards Red Fort on this stretch, one can see permanent structures on both sides. From a telephone booth to a juice shop, many permanent and semi-permanent structures have been built. "It is a proper roadside market and pavements don't exist making it difficult to walk this stretch during evening hours. People are forced to walk on the main road," said Sajid Alam, a resident of Jama Masjid area.

Locals say despite re peated complaints civic agencies, area police and traffic police do not take any remedial steps. "How can hawkers set up shops on pavements, especially when it is a no hawking and squatting zone? The entire area is cleared during Independ ence Day celebrations. Why can't enforcement agencies do the same throughout the year?" asks Sanjay Bhargava, general secretary of Chandni Chowk Sarv Vyapar Mandal.

North corporation, which was supposed to work out a plan for rehabilitation of hawkers, says it can't take action as the road is now with PWD. Corporation officials claim they are still working on a policy for hawkers.
