Govt proposes to cut duration of training programme for IAS officers from 8 weeks to 7 weeks

NEW DELHI: The government proposes to cut the duration of mid-career training programme (MCTP) for IAS officers, which they must undergo in two phases between completing 7 years and 16 years of service, to 7 weeks from the existing 8 weeks. Also, it has mooted a relaxation in eligibility criteria for last phase of their training, from completion of 26-28 years of service to 23-24 years.

Mid-career training programme is mandatory for IAS officers and is conducted over three phases, called Phase III (at 7-9 years of service), Phase IV (at 14-16 years of service) and Phase V (at 26-28 years of service). The completion of these phases is linked to further increments and promotion. While the duration of Phase III and Phase IV programmes is 8 weeks, the Phase V training stretches over 5 weeks.

""It is now proposed that the duration of Phase III and Phase IV is reduced by one week, i.e. from 8 to 7 weeks; (and) eligibility condition of 26-28 years of service for Phase V is reduced to 23-24 years,"" DoPT said in a note issued on Thursday. Accordingly, it has sought comments from various stakeholders on the proposed changes before November 4, 2014.

MCTP for IAS was made mandatory on the basis of recommendations of various committees on civil services reforms. IAS Pay Rules were amended in 2007 to make completion of various phases a pre-requisite for further increments/promotion. Accordingly, DoPT implemented the three-phased mid-career training architecture.

The programmes aim to impart structured training to officers at key inflection points in their service career. In the first cycle from 2007-09, the programme was directly implemented by DoPT on an outsourcing basis through selected national and international partner institutions. From 2010, the responsibility for design and delivery of all the phases was entrusted to Lal Bahadur Shastri National Academy of Administration, Mussoorie. By the end of 2014, 8 rounds of Phase III and V and 9 rounds of Phase IV would be completed.

On an average, around 90-100 participants have been attending each of the phases of the programme. (ENDS)
