Delhi babus 'adopt' schools, hospitals, night-shelters and government offices

NEW DELHI: Labour department official, Lalthanpuia Sailo, has "adopted" the Office of the chief electoral officer at Kashmere Gate. He's meant to keep an eye on its hygiene and sanitation condition, report if it's not up to scratch. Senior officials of the Delhi Government now have a number of other charges. As a part of the Swachh Bharat Mission, schools, hospitals, night-shelters and - because they have no illusions about their own workspaces - government offices, are being "adopted" by them. A list of officials has been drawn up along with the institutions they're in charge of. They will visit their charges frequently to check on their hygiene and sanitation status and report - with suggestions, if any - to the relevant department and the OSD-Swacch Bharat Mission.

The director, education, Padmini Singla, for instance, is responsible for the Government Sarvodaya Bal Vidyalaya at A-Block, Surajmal Vihar, Baba Saheb Ambedkar Hospital (Rohini) and Valkasini Home for Mentally Challenge persons (juvenile), Awantika, Asha Kiran Complex (also Rohini). Officials of the Directorate of Education have been inspecting schools for their toilet-and-water-supply situations from before October 2 2014 - when the Swacch Bharat Abhiyaan was launched. "There are 23-24 criteria on which schools were assessed. According to their scores, they were placed in three categories - red (poor), yellow (satisfactory) and green (good). Most schools in the red category are on the list," says Singla. 280 schools - including the top-grade Rajkiya Pratibha Vikas Vidyalayas - will now have a babu each.

S B Shashank, special secretary, projects, in the Department of Health and Family Welfare, has already visited Government Boys Secondary School, GT Road, Shahadra. "We're supposed to check for availability of water, proper upkeep of the toilets and general cleanliness of the area within and immediately outside the school," he says. He found the GBSS on GT Road satisfactory on most counts - "They had an RO plant for drinking water" - except on toilets. "It needs more toilets and urinals. The pressure is too much," he says. He sends the reports to the DoE and OSD-SBM. His department picked hospitals/ centres in every district "based on the footfalls" and importance. His is the Delhi Government Dispensary at Saboli near Nand Nagri. But, like DoE, the department officials have internally been assigned six-seven centres each which they inspect for more than just health and sanitation levels. Shashank is also in charge of the night shelter, Butterfly at Delhi Gate.

"The lieutenant governor had been taking quarterly meetings and directions were given to all officers to start inspections within their departments. I am looking after three," says Ashish Joshi, member (finance), Delhi Urban Shelter Improvement Board (DUSIB), "Now officials from other departments are also checking. A list has been drawn up according to seniority." Those not checking on night-shelters have government offices. The list includes Directorate of Agricultural Marketting, Departments of Archeology and Archives, Office of the Director General (Prisons), Directorate of Employment and Department of General Administration that is inside the Delhi Secretariat.
