The ministry of human resources development (MHRD) had announced in April 2013 that the honorarium would be increased from Rs 1000 to Rs 2,000 per month. But the union cabinet deferred the decision in July last year. "The promised hike has not been implemented even as the allocation for the remuneration of the midday meal workers in the budget has shrunk from 31% in 2009-10 to just 18% in 2014-15 even though the allocation itself went up from Rs 8,000 crore to Rs 13,215," said A R Sindhu, convenor of the All India Coordination Committee of Midday Meal Workers.
"To make things worse, there is delay in release of funds allocated for remuneration, and often, the whole amount is not released. For instance, in 2013 in the first quarter only 13% of the actual remuneration was paid up. Just 36% in the second quarter and only 61% in the third quarter," said Sindhu. In many states wages are not paid for six to nine months.
While some states like Tamil Nadu and Kerala top up the Rs 1000 allocated by the Centre, paying as much as Rs 5,500 and Rs 4,500 respectively, other states like Haryana and Bengal barely add Rs 500 to the central allocation.
Hundreds of midday meal workers demonstrated at Janatar Mantar on Tuesday demanding that the government implement the 45th Indian Labour Conference recommendations that the Mid Day Meal Workers be recognized as workers, paid minimum wages and social security including pension. The committee of midday meal workers gave a written representation to the HRD Ministry Smriti Irani reminding her that she had failed to implement the assurances she had given the workers when she met their delegation in July 2014.
In August 2014 midday meal workers from across the country had protested in the Capital seeking justice. In their letter to Irani they pointed out that their living and working condition had only worsened since then in the era of price rise. The workers demanded medical facilities and proper infrastructure including kitchen sheds, storage place and safe drinking water along with cooking gas for preparing the food. They also opposed privatisation of the scheme and inclusion of packaged food from corporates like Pepsi and Britannia in school meals instead of hot cooked meals.
