Nod for mapping good news for illegal colonies

NEW DELHI: The Delhi government has started the process for fixing boundaries of unauthorized colonies to give shape to the promise of regularization. Resuming the work from where the first AAP government left off in February 2014, deputy chief minister Manish Sisodia has decided to begin the process of regularization with a ground mapping survey which could last a year. Sisodia apprised LG Najeeb Jung of his plan on Friday.

In the run-up to the Delhi elections, the Centre had eased norms to make all unauthorized colonies that came up till June 2014 eligible for regularization. As a result, the old list of 1,639 unauthorized colonies is now expected to become longer. A notification has already been issued to this effect by the Union urban development ministry.

On Thursday, the urban development department had made a presentation before chief minister Arvind Kejriwal and his cabinet on the status of colonies awaiting regularization. Sisodia on Friday said, "The Centre's decision to regularize colonies was just a direction on paper as it cannot become a reality till the ground realities are compatible with the guidelines. Hence, boundary fixation is critical for the municipal corporations to make layout plans and Delhi Development Authority to change land use. The mapping exercise will fix the exact boundaries to make way for layouts and land use changes".

"The revenue department has been asked to carry out the mapping. The district magistrates will be put in charge and in case of a staff crunch we have asked the department to hire the services of people who have the requisite knowledge, like retired tehsildars and kanungos," the deputy CM said. Among other things, Sisodia briefly put forth his plan on regularization of colonies in his first meeting with Lieutenant Governor Najeeb Jung on Firday.

It is learned that the setup for carrying out the survey is already in place as the urban development department had about two months ago empanelled survey agencies who have the expertise in carrying out such ground-level surveys. The exercise will be carried out with technical assistance from state-run GeoSpatial Delhi Limited. The survey will help establish the exact land status.
