NEW DELHI: With a fund crunch staring the Arvind Kejriwal government in the face, finding the resources for all the projects may be difficult. However, if the Delhi government's finance department is to be believed, the NCT of Delhi is sitting on a huge stockpile of donation money-in the form of the CM's relief fund. Last year, it received Rs 25.1 crore as contributions. However, the assistance released was a mere Rs 6.5 lakh

The funds under the CM's relief fund were substantial for the year before that as well. According to the finance department, the contributions for the financial year 2012-2013 was Rs 3.2 crore. The next financial year, 2013-2014, the contribution is Rs 25.1 crore. The assistance released in both financial years, however, is only Rs 6.5 lakh each, revealed an RTI reply.

The reply by the finance department however, refuses to disclose to whom the assistance has been given, citing sections under RTI Act where "personal" information "which has no relationship to any public activity" need not be revealed. It also cites section 11 (1) where the permission of the third party needs to be sought before it can be revealed by the PIO.

According to Takyar, an RTI activist, the reason why he submitted the RTI was to find out if the monies from the CM's relief fund were being utilized properly. Said Takyar, "I have also filed the first appeal with the CM Office to know particulars of the recipients. I feel transparency is required as there are many cases in which actual needy citizens are being deprived." Added the RTI activist, "A new government has been formed. Hopefully CM Arvind Kejriwal will do the needful as he is himself the pioneer of the RTI Act."

Contributions from the CM's or PM's relief fund is usually disbursed to provide "timely assistance to victims of natural calamities, disasters, and traumatic experiences, or to provide medical or financial aid to persons in distress and needy, among other purposes", according to the supreme court. The Delhi government's compensation history has been spotty. For instance, a case study of rape survivors in the city found that compensation has been irregular by the government. Earlier in April last year, a division bench of the Delhi HC had asked the state to ensure that compensation is disbursed to 221 survivors to the tune of Rs 1.07 crore. The court was upset that despite its orders, the state government had delayed in compensating the survivors.
