Seeking to modify the high court's order passed last year, the Haryana government has said DJB must be asked to stop pilferage and overhaul its aging and inadequate distribution system before demanding more water from it.
In November last year, HC had directed Haryana to release 719 cusecs of water per day to the CLC-lined Munak canal and had also directed the DJB to set its house in order to ensure supply of water to its treatment plants. Senior advocate Rakesh Khanna, the amicus curiae in the case, had been asked to monitor implementation of courts orders by both the state governments.
In its latest plea, Haryana has blamed DJB of overdrawing water from Iradatnagar to its Dwarka pump house, over and above the water already being released for Delhi for its Haiderpur, Wazirabad and Nangloi WTPs.
"The total water that will reach Delhi out of 1,049 released at Munak will be 914 cusecs. This is just sufficient for three WTPs of Wazirabad, Haiderpur and Nangloi. If Delhi withdraws any water from this for Dwarka or Bawana WTPs , as it is doing now, the supplies to the other three WTPs are bound to suffer for which Haryana will not be responsible," the application stated, requesting for court orders to prohibit DJB from diverting waters.
It also wants the DJB to install a regulator on the CLC at Iradatnagar to prevent misuse of water sent for three WTPs.
On one hand, DJB is not repairing twin pipelines connecting the CLC to Wazirabad which has leakages, but still wants Haryana to release more water into CLC which is actually meant for Wazirabad WTP, it said.
Haryana has accused DJB of wasting almost 50% of its available raw waters due to a "highly inadequate, insufficient and aging distribution system and due to pilferage" and urged the court to direct DJB to repair its supply lines. The court is likely to take up the plea later this week.
