NEW DELHI: Show-cause notice has finally been served on Delhi University vice-chancellor Dinesh Singh, asking him why he should not be removed from his post.

Singh has been given 15 days to reply to the notice served on him on Tuesday.

Singh is the first DU VC who has been served a show-cause notice and would also be the first to be removed from the post.

Highly placed ministry source said, "In case Singh does not reply to the show-cause notice, we will recommend the President to remove him. If he replies to the notice, natural justice demands that it be analyzed."

But his removal, sources said, is certain as all allegations against him have already been investigated and found to be correct.

The show-cause notice asks the VC to explain why he jeopardized careers of thousands of students by introducing the Four Year Undergraduate Programme (FYUP) without any clearances. Singh will be asked how and why FYUP (scrapped last year) was introduced and why it was done without following due process. Also, why was the HRD ministry not informed in detail about the new system and though the clearance was for a few courses why was it extended.

The show-cause notice also asks Singh to explain why BTech courses were started by Delhi University without clearance from the All India Council for Technical Education (AICTE). Many DU colleges were asked to start BTech courses on the promise that the university administration would seek AICTE approval, sources said.

The VC will also be asked to explain diversion of Rs 172 crore meant for OBC students in university departments and colleges to buy laptops.

The notice also asks the VC as to why DU failed to implement OBC reservation in faculty jobs. He will also have to explain why DU, in an affidavit in the Delhi high court, called itself a 'state' under Article 12 of the Constitution. DU had asserted that since it is a 'state' it can have its own policy of reservation under Article 16(A) of the Constitution. It was withdrawn when it came to UGC's notice.
