No transparency in transport department

NEW DELHI: An RTI reply received by a Delhi high court lawyer suggests that the city's transport department still has a long way to go to usher in transparency to reduce corruption in its working.

This, despite the Nirbhaya incident that exposed an alleged collusion between lower rung officials which allowed the carriage bus involved in the gang rape to run on city roads even after it was challaned and impounded many times.

It has emerged that the department doesn't maintain any records of how many RC's it issues in a day, a week or even a month. Also, the department does not have any record of applications pending before it. According to the guidelines issued by the transport department, the time limit to issue registration certificates is up to 30 days.

An HC lawyer who found large-scale corruption in one of the zonal offices of the department decided to file an RTI to know more about the system. In his RTI, filed before deputy commissioner (operations), transport department, advocate Nikhil had sought to know from the office of motor license officer,West Zone, Janakpuri, the time limit once the fee is deposited and the issuing of registration certificates under different categories. The categories include TODC (transfer of duplicate certificate), HPT (hypothecation termination) HPA ( hypothecation addition) and CNG ( compressed natural gas).

The RTI also questioned about the total number of RC's issued under these categories between June 24 and July 22. Seeking further clarity, a break up of this information was demanded in the form of RC's issued within one to two working days, within 10-15 working days and within 15-30 working days.

In the response, received by the lawyer on September 10 after the August deadline expired, motor licensing officer Sant Ram said the information could not be furnished as no such data was available. On the query regarding number of pending applications, he said that the reasons for delay differ from case to case.

Speaking to TOI, the lawyer claimed the RTI reply showed total lack of transparency which is why it is very difficult to fix accountability for delay or favouritism in issuing licenses. "Touts flourish in such a system due to low transparency," the advocate said, indicating he will be filing a PIL in HC on the issue to draw the court's attention to the state of affairs.
