Giving this information in the Rajya Sabha on Wednesday, minister of state for human resource development Shashi Tharoor said JNU had done the survey in August with a sample of 528 respondents. Tharoor said the findings do not imply that the harassment took place within the university campus.
The survey report states that the primary reason for sexual harassment is due to the prevalence of a social setup that devalues women and a culture which is gender insensitive. Tharoor said University Grants Commission (UGC) has issued circulars to universities/institutions since 1998 advising them to establish a permanent committee/cell to deal with the issues/complaints of sexual harassment and violence against women.
As per UGC, 258 institutions have already constituted such permanent cells/committees.
