DUTA has been making these allegations for over a year now, but for once they have some documentation (acquired via RTI) to support their claims on use of OBC funds for bankrolling reforms, costs of running Gyanodaya and spending of funds raised for Uttarakhand floods.
Singh has been under constant criticism over the last two months, the attacks sharpening after the rollback of the four-year-undergraduate programme on June 27 following a UGC order.
The white paper highlighted irregularities under various heads, the gravest being financial. "The atmosphere of terror and meek submission to his excesses also allowed him to bypass statutory bodies in making inconsistent financial decisions such as diverting Rs 172.56 crore out of an OBC grant meant for expansion in teaching faculty and general upgrade of infrastructure towards purchase of laptops for the batch of FYUP students, culling out funds for running Gyanodaya Express and organizing the ostentatious 'cultural festival' Antardhwani, and massive diversion of funds from School of Open learning," a statement issued by DUTA said.
Singh was also accused of giving tacit approval to illegal rock mining in ARSD College campus and illegal felling of trees in South Campus. Other allegations include his decision to freeze fresh appointments despite an acute shortage of staff.
