The records, compiled by NGO Centre for Holistic Development, show more bodies being found in peak summer months hinting at the possibility of destitute persons dying due to heat stroke and dehydration. The maximum number of unidentified bodies was found in 2010 when the count was 3,498. Over six years, it was seen that June was the worst month with a total of 2,332 unidentified dead persons. July followed at 1,864 bodies while 1,748 corpses were recovered in August and 1,685 in May. In 2014, the maximum number of bodies was found in June (485), July (364) and August (322).
The data on dead bodies found in winter months remained high but lower than the numbers recorded in summer. For instance, between 2009 and October 2013, bodies found in December numbered at 1,293. From 2009 to 2014, the corresponding number for January was 1,511 and it was 1,201 for February.
While NGOs claim that most of these unidentified persons are homeless, so far there has been no study by the Centre or the state to decipher the data and categorize these deaths as destitute, homeless or cases of murder or accidents. This lack of an assessment is a cause for concern, say activists. "The data reflects operations to safeguard those on the streets cannot be restricted to just winter months but must focus on months when the scorching heat can be dangerous. Year-round efforts are critical," said activist Indu Prakash Singh from Shahri Adhikar Manch- Begharon Ke Saath.
NGOs have repeatedly demanded post mortem exam of all homeless found dead on the streets in order to establish cause. In peak summer and winter months every year, homeless deaths are not uncommon and bodies are recovered and labelled as unidentified. In most cases it is seen that the homeless person's body was found hours or a day after the death indicating the lack of a system to rescue ailing and dying among destitutes on the streets. There are over 185 night shelters in the city but there is no long term plan to deal with the socio-economic factors that trigger homelessness, say activists.
