DDA, which announced its plan of opening a cycling network in Dwarka last August, has allotted Rs 120 crore for it in its latest budget. The fund will allow a dedicated cycling track to be created and hundreds of docking stations to be set up. Thousands of cycles would be purchased for public use.
The idea is based on cycling networks in several other major cities of the world. After registration for a fixed sum, a cycle would be provided to a resident who may ride it anywhere and deposit it at any other docking station in the city.
The whole project, to be completed in 4-5 years, will cover all of Dwarka-over 65 square km. Around 400 docking stations are expected to be installed in the sub-city, each having 10-15 cycles. DDA officials said Metro stations and other nodal transport points will be picked first for setting up docking stations.
"We want to ensure last-mile connectivity in Dwarka. The only way to check traffic congestion is to motivate people to adopt non-motorized transport. Dwarka is especially suitable thanks to its wide roads and abundant lanes," said Balvinder Kumar, vice-chairperson, DDA.
DDA has appointed an NGO based in Ahmedabad to help implement the scheme. Centre for Green Mobility, supported by Shakti Foundation, Delhi, is preparing a blueprint, expected to be ready in three months. According to CGM, a smart system of bicycles is being designed to help people take short trips without having to worry about parking. The system will use smartcard booking.
"Our survey revealed that over 50% trips in Dwarka are less than 5km-a 12-minute bicycle ride. Most are to educational institutes, shopping centres and Metro stations. They are made on two-wheelers or rickshaws. There is enormous potential for these trips to happen on a bicycle," said Anuj Malhotra of CGM.
Malhotra added dedicated bicycle tracks shall be created. Each cycle will be equipped with a GPS device. The users may not have to pay for the first 30 minutes, but charges will increase significantly if the cycle is kept for long hours. Attendants will be placed at each station. Sources said computerized docking would be implemented later.
