Jung sets up panel to check juvenile homes

NEW DELHI: Disturbed by repeated escapes from state-run juvenile homes for children in conflict with law, Lieutenant Governor Najeeb Jung on Thursday set up a committee charged with the task of submitting a comprehensive report regarding functioning of observation homes within the next two weeks. It is learnt that the LG made his annoyance evident to the bureaucratic top brass from departments such as social welfare and the Delhi Police.

The LG's review comes in wake of the shocking incident in which 38 juveniles escaped from Sewa Kutir Observation Home Complex at Kingsway Camp in north Delhi on Monday. This was the fifth escape in a juvenile home since August last year.

The lieutenant governor has now constituted a committee comprising principal secretary (social welfare), secretary (PWD), special secretary to LG and the concerned DCP of Delhi Police and directed them to submit a comprehensive report regarding the functioning of observation homes within the next two weeks. Jung has directed the officials to submit a comprehensive plan to improve the management of homes.

CBI will probe Nido death case

NEW DELHI: After initially refusing to take over the case, the CBI has finally decided to probe the death of 19-year-old Nido Tania.

The Arunachal Pradesh student succumbed to injuries he suffered after being brutally beaten up by a group of traders in Lajpat Nagar last month.

CBI sources said the agency was initially reluctant to take over the probe as the case was almost solved by Delhi Police but after going through the material it was decided that there was scope of investigation. "We have decided to take over the probe in the killing of Nido Tania and a case would be registered soon," a senior CBI official said.

The sources said the decision to take over probe has been communicated to department of personnel and training which would issue the notification. CBI will then register its own FIR.

Nido, son of a Congress MLA from Arunachal Pradesh, had an altercation with some shopkeepers at Lajpat Nagar on January 29 after they made fun of his hairstyle. The shopkeepers allegedly thrashed him. Nido died the next day at his residence.

Delhi Police has already slapped murder charges against four people in connection with the case.

Kapish's family was looking for a match for him

NEW DELHI: Lt Commander Kapish Muwal, one of the naval officers who died in the INS Sindhuratna mishap, had turned 27 last month and his family was looking for a bride for him.

"Kapish celebrated his birthday at home and left for work on January 26. It is a routine training and workup (inspection) at sea, he told us," said Ashish Muwal, Kapish's younger brother. He said Kapish would often talk about the technical snags in the submarines — a fact known to senior officers too.

"We don't want anything monetary compensation from government. Our only grievance is that they should buy better equipment and address safety concerns of the armed forces. The lives of soldiers — officers like Kapish willing to die for the country — shouldn't be lost in mishaps caused by negligence," he said.

Kapish, the brother added, was a brilliant student. He scored over 95% in senior secondary and studied at St Stephen's for six months, before he joined the Navy in 2004. "He wanted to follow in the footsteps of our father, retired naval officer Ishwar Muwal, and serve the country. He was happy with his work and we were looking forward to getting him married," Ashish said.

Snag delays Delhi Metro services

NEW DELHI: A technical snag in a Metro train on the Jahangirpuri-HUDA City Centre line delayed services during the morning rush hour on Friday, an official said.

"A technical issue was detected in the automatic train protection system of one of the trains which caused a pile up and other trains on the Yellow Line were forced to slow down," a Metro official said.

"The faulty train was later removed from the tracks and the services resumed," he added.

Road rage: Two shot dead in scuffle over parking space in Delhi

NEW DELHI: Two brothers were shot dead in an apparent road rage case in outer Delhi's Bawana area on Friday.

The incident took place at around 10:30am when the two brothers, identified as Shadab Singh and Kaptan Singh, had an argument with Rahul alias Kalu over parking of his car.

"Rahul then shot the two brothers and fled from the spot in his car. The two were rushed to a nearby hospital where they were declared brought dead," said a senior police official.

Rahul is said to be a known criminal of the area and a manhunt has been launched to nab him. The car's number which was used by him has been flashed and barricades have been erected on all major escape routes, police said.

A police team led by senior officials is on the spot and further investigations are underway.

Tihar jail overcrowded: Report

NEW DELHI: Over 13,000 prisoners, more than the sanctioned capacity of 6,250, are lodged in the Tihar Central Jail here, an official said Thursday.

Jail officials said a total of 13,552 prisoners were lodged in the Tihar Jail.

While the number of male prisoners was 12,937, female prisoners were only 615, according to the annual review data.

"A total of 10,154 prisoners were undertrials while only 3,388 were convicted prisoners," said Director General of Prisons Vimlaa Mehra.

A total of 366 prisoners were foreigners.

No Lok Sabha ticket for Delhi MLAs: Kejriwal

NEW DELHI: AAP leader Arvind Kejriwal's announcement that party legislators will not be considered for the parliamentary elections set off speculation on his own candidature for the Lok Sabha polls. While Kejriwal has consistently said that no decision was taken on whether he will fight LS elections, there has been considerable pressure from the party and outside to contest.

"We will not give ticket to any legislator for the Lok Sabha elections," Kejriwal said. He was speaking in response to a question on MLA Rakhi Birla's possible candidature for north-west Delhi. Though Birla's name has not been formally announced, several party members have been sitting on an indefinite hunger strike against her nomination.

Party sources said the issue was discussed in the political affairs committee on Wednesday. "There is no doubt that she is a strong candidate but we need people for Delhi also,'' a source said. The party will contest all 70 Delhi assembly seats whenever state elections are announced and would like to retain strong candidates for that.

Kejriwal has expressed interest in staying committed to Delhi rather than contest LS polls though there are chances that he may fight against BJP's prime ministerial candidate Narendra Modi if the CM contests from outside Gujarat. However, there is no clarity on where Modi will contest from and AAP is keeping its cards close to its chest for now.

AAP made its debut with 28 seats in the Delhi assembly elections. It ran the city government for 49 days with outside support of the Congress, but the government resigned on the issue of Jan Lokpal bill. The party has subsequently challenged the imposition of President's rule in Delhi and keeping the assembly in suspended animation. If its contention that keeping the assembly in suspended animation will encourage horse-trading is upheld, the party will have to gear up both for Delhi and LS polls.

Parents feel battle won, but nursery war on

NEW DELHI: For parents with 70 neighbourhood points, the battle is only half won. The group of parents, which had challenged the lieutenant governor's decision to include interstate transfer cases in the nursery admission parameters and assign it five points, had also demanded that the seats meant for alumni and the sibling category applicants—accorded five and 20 points respectively—be limited to a fixed number.

"That's one demand met," says Anubhuti Bhattacharya, a 70-pointer, "But, we don't want to be in a situation where the space vacated by transfer cases is taken over by the alumni and sibling ones. We could still be left out of a draw." The group plans to make fresh representations to both the LG and the Directorate of Education. "The withdrawal of transfer points may have improved our chances but there are schools where all the seats may be filled by alumni and siblings," says Sudhanshu Jain, another parent. "We will be submitting our representation in a day or two."

This group has been protesting constantly over the past few weeks. Though it was initially pleased with the large number of points assigned to distance—that is, all kids within 8km—once admissions began, the parents discovered that their 70 points didn't count at all. The number of applicants claiming to be transfer cases was so overwhelming that this group found itself left out of draws—most schools held draws for applicants with a minimum of 75 points. They questioned the logic of privileging those from outside Delhi over those living in the city for years; they also alleged that several transfer cases were fake.

"I wish the court or the department had done something about the fake cases instead of withdrawing the category," says Anuj Gupta, who had applied in the transfer category. He had changed jobs and moved his family from Singapore to Delhi so his son could attend a school here. "I took the decision because the international schools in Singapore are too expensive and the local ones have Mandarin as the medium of instruction. I came here as till last year, many schools were offering points for transfer." Gupta applied to 44 schools, got confirmation from three, and is now back to square one.

The ranks of 70 pointers will now swell drastically, calling for redraws. "I have got a seat in one school even with my 70 points," says a parent, "I don't know if I'll be allowed to keep that seat and participate in other draws or if that admission will be nullified as well."

Nursery rules changed, lots to be drawn afresh

NEW DELHI: In a move that would affect a majority of admission seekers and lead to a redraw of lots in schools, the lieutenant governor on Wednesday told the Delhi high court that the government was scrapping the five points awarded to interstate transfer cases for nursery admissions in the capital.

The move comes after protests that the transfer clause was being misused. The government will release a new admission schedule and rework the point allocation system on Thursday. As the points allotted to a child will now change, a fresh draw of lots will be held in each school.

The LG's submission came before the court which was hearing a plea against the transfer clause.

Under the existing system, out of a total 100 points, 70 are given to children living in the neighbourhood of the school, 20 if the applicant's sibling studies in the same school and five points each if either parent is an alumnus and if it is an inter-state transfer case. Only those having 75 out of 100 points are considered for the draw of lots while those having 90 points are automatically admitted.

The government's submission was made during the hearing on a plea by Sudhanshu Jain challenging the system of giving five points to children whose parents had been transferred to the national capital from another state. The petition, filed through advocates Prashant Mehta and Himanshu Kapoor, was disposed of by the court which said it be treated as a representation before Delhi government which has to expeditiously deal with it.

A similar plea was also being heard by a bench headed by acting Chief Justice B D Ahmed, which had sought a report from Delhi government on the rationale behind awarding five points to transfer cases.

During the hearing, the counsel appearing for Delhi government, being run by the LG after imposition of President's rule, said that by Wednesday evening they will take the decision to do away with the five points and come out with a new admission schedule the next day.

Jain in his petition alleged that "most schools in the city have more applications at 75+ points than the total number of general seats. This effectively means that children, who do not have a sibling or whose parents are not alumni or who did not get transferred to Delhi recently, have no chance of getting into schools this year..."

"Children of parents not having studied in a particular school in the neighbourhood, for having lived in some other place when they were born and sent to school by their parents are left remedy-less and the possibility of gaining an admission into a school of their choice in their neighbourhood is reduced to negligible," the petition said.

It also contended that there was a sudden increase in applicants claiming to be transfer cases following the decision to award five points for such cases.

RTI query from 'activist' CM Kejriwal's office goes unanswered

LUCKNOW: An RTI application seeking information from the Delhi chief minister's office generated no reply except that the said application has been transferred to the department concerned.

If RTI reply to activist Sanjay Sharma is to be believed, Arvind Kejriwal's claims on inquiries initiated by his short lived government in matters related to previous governments, cabinet approval of Delhi government's decision to grant 50% waiver on pending electricity bills and tabling of Jan Lokpal Bill in Delhi assembly could not generate even a single piece of document in chief minister's office.

Sharma had sought department wise information of inquiries initiated by present government in matters related to irregularities of previous governments.

He had also asked for certified copies of all documents including note sheets contained in files related to cabinet approval of Delhi government's decision to grant 50% waiver on pending electricity bills of consumers, besides other information on February 13.

On UK request, CBI probes Metro pay-off

NEW DELHI: The Serious Fraud Office (SFO) of Britain has approached the Central Bureau of Investigation (CBI) to verify allegations that two Indians were bribed 3 million pounds (more than Rs 30 crore) by a private company to bag a Delhi Metro contract.

Alstom, the multinational corporation named by SFO, provided train control and signaling systems for Delhi Metro. "Yes we have received a letter from SFO, UK. We are looking into the allegations," CBI director Ranjit Sinha told TOI.

Officials did not disclose whether the two individuals who were allegedly bribed, are DMRC officials. CBI has been asked to investigate whether the two received bribe money.

As of now, the agency isn't probing other aspects of the case. It will send its report to SFO.

A senior CBI official said, "The eligibility and tendering criteria of the contract is not part of our probe. If private persons were paid bribes by a company to get a contract in Delhi Metro, then there is a possibility that somebody from the government or the Metro might be involved." "If Indian government asks us to probe the contract, we will do so," the officer added.

The alleged bribery appears similar to the VVIP chopper scam involving AgustaWestland where private persons were allegedly given bribes on behalf of some government functionaries to get a contract with the defence ministry. CBI is probing this Rs 3,600 crore scam.

Sources say that the Serious Fraud Office, while investigating corruption charges against Alstom in Britain, stumbled upon details indicating that the company allegedly paid bribes worth 3 million pounds to ensure that the Metro contract was swung in its favour. In its letter, SFO has identified the two Indians nationals who were the alleged beneficiaries, an official said.

"According to SFO, Alstom employed a Hong Kong-based private company to act as consultants for the Delhi Metro. The signature on the agreement with the company was forged and no services were actually provided. Through this company, Alstom allegedly paid 3 million pounds so that Indian officials could be bribed and the deal swung in its favour," the official said.

Reacting to the CBI enquiry, DMRC spokesperson Anuj Dayal said, "We don't have enough information about the letter. We cannot comment unless we have full details". Calls made to the Alstom corporate office were not answered

HC tells Arvind Kejriwal, Somnath Bharti to reply on poll expense plea in 2 weeks

NEW DELHI: The Delhi high court on Tuesday gave two weeks' time to former chief minister Arvind Kejriwal and his colleague Somnath Bharti to respond to a plea seeking cancellation of their election for allegedly exceeding the expenditure limit in the assembly polls.

HC sought their response by April 17 on petitions by BJP leaders Vijender Gupta and Arti Mehra alleging that Kejriwal and Bharti each spent beyond the statutory limit of Rs 14 lakh. Both BJP leaders lost to the AAP leaders in their respective constituencies.

Justice Vipin Sanghi extended the time granted to Kejriwal by two more weeks on a prayer by his counsel while another bench of Justice G S Sistani asked Bharti to respond to Mehra's plea within two weeks.

Justice Sistani also questioned the BJP leaders about the effect of the chief minister's resignation on the petition. "What is the effect of resignation of CM on this petition? What will be the effect if you succeeded in the case," HC asked the petitioner.

Clarifying the stand, Arti Mehra through her counsel said that hers is an election petition where resignation of the CM will have no effect in the case and the case can carry on even after his resignation. "They (Kejriwal and Bharti) can't contest election for six years if we succeed."

The BJP leaders have alleged that the AAP leaders spent more than Rs 17 lakh each in the assembly polls and urged the high court to declare their election null and void. As per the Election Commission, every candidate can spend Rs 14 lakh on an assembly election, said Gupta, former Delhi BJP chief. Mehra is a former mayor.

Lieutenant governor asks panel to probe DTU job scam, vice-chancellor on leave

NEW DELHI: The vice-chancellor of Delhi Technological University (DTU), P B Sharma, has been sent on leave pending inquiry into charges of corruption against him. Lieutenant governor Najeeb Jung has also ordered constitution of a three-member committee to conduct the inquiry and submit their findings within three months.

The case relates to a 2012 recruitment round. Vacancies were advertised in December 2011 and the selection took place in 2012. "There were many irregularities and people who didn't fulfil even the minimum eligibility criteria were screened, allowed to appear for interview and even selected," says a senior faculty member. Two teachers' associations - Delhi College of Engineering Teachers' Association and the University Forum for Democracy and Innovation - had opposed these appointments.

The faculty member adds that as "punishment", some of these teachers were removed from their positions and replaced by the new recruits. An inquiry was repeatedly demanded by teachers and even recommended by the education department in March 2013. It was put on hold and is being re-instituted now.

The matter was reopened by the new government. In a January 2014 report, chief secretary S K Srivastava recommended an inquiry. It was backed by former education minister Manish Sisodia and also Jung. On February 19, Jung wrote: "This is an old complaint and we are getting it form many quarters. Obviously we need to inquire into it. VC may be asked to proceed on leave immediately." He's also jotted instructions for the committee which should include former chief secretary R Narayanaswamy and principal secretary of education and anyone else the chief secretary nominates as third member. The order was signed and stamped by February 20.

There's no letter informing Sharma of the order but on February 24, he wrote to the DTU chancellor, Jung, seeking "permission to avail leave for medical reasons". "I have been, for quite some time, feeling the heaviness and perturbations in my heart," says the letter, "I would like to undergo medical treatment and as such would like to avail leave w.e.f. February 24, 2014. I would, however, be available for any consultation and shall extend all cooperation to the university and the government in any matter which may require my cooperation." In his absence, the pro-VC will discharge his duties.

P B Sharma said on Tuesday that "the university has not received any such order".

HC reserves order on AAP plea against Dikshit

NEW DELHI: The Delhi high court on Wednesday reserved its order on a plea filed by the former AAP government to withdraw a petition against a trial court order for lodging a complaint against Sheila Dikshit for allegedly misusing government funds.

Justice Sunil Gaur also reserved order on the former chief minister's application against the decision of the AAP government to withdraw the plea.

The court said it will pass its order at 4pm on Wednesday.

Dikshit, seeking impleadment in the case, objected to Kejriwal government's move to withdraw the plea which was filed by her then government.

The Dikshit government had moved the high court last year seeking quashing of a trial court order for ordering a First Information Report against her. The high court had stayed the registration of the FIR.

Arvind Kejriwal, hours before his resignation as Delhi chief minister Feb 14, moved the high court saying the cabinet had decided it did not have the locus standi to defend Dikshit.

The special court had Aug 31 directed Delhi Police to register an FIR against Dikshit on the complaint of Bharatiya Janata Party (BJP) leader Vijender Gupta and a similar plea of Right to Information activist Vivek Garg, alleging that Dikshit had misused Rs 22.56 crore in government funds in an advertisement campaign prior to the 2008 polls.

Delhi govt plans to install CCTV cameras to curb corruption

NEW DELHI: To curb entry of touts at government offices and bring transparency in administrative functioning, Delhi government plans to keep an eye on all such workplaces through CCTV cameras.

Sources said a proposal in this regard has been prepared by the government and sent to Lt Governor Najeeb Jung for his approval.

The aim of the project is to reduce corruption at government offices and strengthen public grievance system.

The offices which will be covered in the first phase include regional transport offices, hospitals, sub-registrars offices and social welfare offices.

"The offices will be monitored through a control room. After receiving any complaints related to money sought by touts or bribe, CCTV footage will come handy in taking action," said sources.

The costs for installing CCTV cameras at all these public dealing places are estimated to be around five-six crore rupees, said sources adding that video-conferencing system which would link public officials to the control would be taken up in the next phase.

Former chief minister Arvind Kejriwal had announced the project of installing the video-conferencing system and directed chief secretary to supervise the project. However, Kejriwal soon resigned after facing stiff opposition from BJP and Congress over Jan Lokpal bill.

Soon after taking the administration of Delhi in his hands after imposition of President's rule, Jung had directed Chief Secretary S K Srivastava to look into the matter of installation of CCTV in field offices and their regular monitoring through control room of Public Grievance Monitoring system.

Delhi's street dwellers

NEW DELHI: Flooding roadsides, flyovers, and religious places, they have made their presence a commonplace in Delhi. Usually in ragged clothes and sometimes completely bare, they excite foreigners into taking their pictures. With the Western media often putting them up as symbolic of India's chronic poverty, the government scrambled to whisk them away from the city in run up to Common Wealth Games 2010 lest the capital earns a bad reputation. Meet the street dwellers of Delhi.

Mostly beggars and homeless, they are used to spending lives routinely on the open streets of Delhi.

Sohan Lal (66) is an able-bodied beggar hailing from Madhya Pradesh. He moved to Delhi in 1947 and pulled rickshaws to make a living. Now old and frail, he spends his entire time on a pavement at Nizamuddin West in South Delhi and survives off alms offered to him. "I am blinded with my left eye so I cannot work," says Lal, with sunken cheeks and pensive look. "People offer me food and I live off it."

Why doesn't he move back to his native place? Lal responds, almost helplessly,"I have no home."

Just few yards away, 76-year-old Noor Bi came to Delhi from Hyderabad 22 years ago following the death of her husband. Bi has two sons who work as rag-pickers across the city. "The wages they earn each day are enough only to feed themselves," she says, tears welling up her eyes. Mindful that under statutes begging in Delhi remains a criminal offence, Bi stopped short of admitting to it, but conceded that she survived off alms-giving "whoever offered voluntarily." "No, no...I don't beg." she retorts cautiously. "I stay here and people give me food."

There is no official data on the number of beggars in Delhi. However, a 2006 study by the department of social work, Delhi University concluded that 44.36% of them come from states like Uttar Pradesh and Bihar. Just 4.96% belong to Delhi.

In 2010, authorities came under severe criticism for their alleged drive against street beggars on the heels of Common Wealth Games. There have been countless subsequent drives as well. During one such drives, recalls Noor Bi, she was tossed at with lit matches by cops. "It was painful; they treated me badly," she says.

The Bombay Prevention of Begging Act, 1959 defines beggar as anyone "having no visible means of subsistence, and wandering about or remaining in any public place in such condition or manner, as makes it likely that the person doing so exists by soliciting or receiving alms."

Experts allege that the law gives unrestrained powers to enforcement agencies that often arrest persons on the charge of begging and if convicted, detains them in certified institutions for a period of "not less than one year and incarcerates for up to a period of ten years for second time offenders."

"This law is against the very right to life that our constitution guarantees," says Ashish Goel of National University of Juridical Sciences. "It has defined begging in ambiguous terms. It gives carte blanche powers to police forces that often arrest people for merely how they look."

Prakash (70), a street dweller near Lajpat Nagar was picked up by police and shifted to Home for Male Beggars at Sewa Kutir Complex earlier this year but he ran away later due to his disinterest in work. "They give you good food but involve you in some menial jobs that are tiresome and exhaustive," he says.

Some NGOs, however, view these centers with sheer skepticism. "These so called rehabilitation centers are jails," says Kirti Mishra of Indo-Global Social Service Society (IGSSS), a non-profit charitable organisation. "These beggars, with whatever background, come to city because their respective states fail to provide them with a dignified livelihood and yet they are rounded up here and taken to these centers that are no better than jails."

Most of these people are elderly citizens abandoned by their families. "On footpath they become vulnerable to vagaries of climate, police assaults etc," she says. "A state ought to be inclusive towards all its citizens. It is absolutely criminal on part of the government to exclude people in such a way." "There are many private old age homes in Delhi but they are too expensive for these people. If the state could build affordable old age homes, it will go a long way in rehabilitating homeless people and if it doesn't people will continue sleeping on roads," Mishra says.

Director of social welfare, Delhi declined to comment citing that she was unauthorized to speak to the media. "Talk to the minister" she said. Despite repeated attempts, minister of child, women and social welfare, Rakhi Birla could not be reached.

Khirki residents' anger forcing Africans out of area

NEW DELHI: For years, they had called this gritty working class neighbourhood their home, as it was close to universities and hospitals and rents were affordable compared to the rest of the Indian capital.

But now, in the wake of a controversial raid by a Delhi minister against "drug and prostitution dens" directed against "some Africans", scores of others from the continent, either students, those who had come here for treatment or those who were doing small businesses, are having to move out of Khirki Extension in south Delhi - the target of residents' hostility and ill-concealed racist feelings against "blacks."

Delhi law minister Somnath Bharti, who belongs to the fledgling activists-turned-political party called Aam Admi Party, or the party of the common man, did a midnight raid on Khirki Extension, a stone's throw from glittering shopping malls, a couple of weeks ago alleging Africans staying there were involved in drug and prostitution and he wanted to catch them red-handed. Hundreds of Africans, largely from Nigeria and Uganda, stay in the area.

The incident, criticised by the Indian foreign ministry and by women's activists and student groups, made national and international news and there were demands for sacking the state law minister. But the residents seemed to solidly back the errant minister who had exceeded his brief.

Nazeer Ahmed, a local resident and one among those protesting against Africans in Khirki Extension, said Bharti did not do any wrong. "The entire African community living here is being looked upon with suspicion for the misdeeds of a few," Ahmed said.

Ahmed even went to the extent of saying that the problem can be resolved if all the African residents are evicted from the area. He himself asked an African living on rent in his apartment block to vacate.

An African woman, who runs a small restaurant in Khirki, said on condition of anonymity: "Locals are hostile towards us. My landlord has stopped pipeline water supply to my flat and I could not have a bath for three days. Even the people who sell water in the locality charge us a premium."

She said the Khirki problem sparked off because of the revealing dresses a set of African women wore.

Speaking to IANS, a group of African students said the primary reason for them to come to India is affordable education, scholarships and easy visa availability. "But these incidents are making life difficult for us," said one of the students, as the others nodded in unison.

There are roughly 15,000 African students living across India at any given point of time, spread across cities like Delhi, Chandigarh, Pune, Bangalore and other educational hubs.

The lanes in Khirki Extension are narrow, damp and squalid. The houses in the area were constructed in such a fashion that no sunlight falls on the lanes. It is estimated that around 3,000 Africans, mostly from Uganda and Nigeria, live in this area on rent. For a one-bedroom flat an Indian pays Rs 8,000-9,000 ($120-150) per month, while the Africans shell out almost double this.

Bharti's act of knocking at the doors of Africans in the middle of the night has created ripples across African communities.

Another African woman told IANS that many of her friends have shifted out and she is also planning to shift from Khirki. She pointed out that local Africans chose this place because of its advantageous location in the city.

However, a few residents blamed the police more than the foreigners, many of whom were living here even after their visas had expired and the police let them off after taking bribes. A property dealer operating in the area said the owners preferred the foreign tenants because they pay more rent than the locals.

Bibhuti Basu, a local, said the main cause of concern for the locals is the "sex racket" that proliferated after Africans came to this area in large numbers around two to three years ago. Initially, they supplied Indian prostitutes but this activity was getting easily noticed by the local people.

"After local people started objecting and police interference increased, they switched to African prostitutes so that they don't have to face problems from the local people. If anybody questions them now, they say that they (the prostitutes) are their friends or relatives," Basu alleged.

Neelam Kumar, who hails from the area, said she has lost "faith in media" as their reports were biased. "None of them are showing what the residents say."

Sapna Bhattacharjee, a housewife, said the major political parties were only interested in thier playing power games and not looking into the daily woes of the residents. She said no one from the main political parties ever visited the area despite several complaints by the residents.

There are others who supported Bharti's actions. Rohit Kochhar, who runs a grocery shop in the area, says there was a reduction in the nuisance created by the foreigners after Bharti's raid. "Earlier they used to shout, fight and create nuisance the whole night."

The women living in the area are quite unhappy about the way the foreigners dress up and also alleged that their children were getting "spoiled".

A daily-wage earner, who is from another state and is now a tenant in the area, said he once bought ganja (cannabis) from an African for Rs 200 - the normal variety sells for around Rs.30-Rs.50 per 10 grams.

He said the Africans are selling local ganja after mixing it with their own concoction, which makes it more potent. "This mix is more addicting than the local ganja available here. That is the reason more and more people are falling for this mixed variety."

There is also a sizable section that believes the Africans are good tenants and keep to themselves - but after they attend parties and get drunk they become violent and start shouting and fighting. They believe that drugs also might be the reason for the unruly behaviour.

South African woman held with party drug worth Rs 13 crore at Delhi airport

NEW DELHI: A South African woman has been arrested at IGI airport in New Delhi for allegedly trying to smuggle out of the country a party drug worth about Rs 13 crore in the international market.

The accused had come to Indira Gandhi International Airport to board a flight to Johannesburg via Nairobi on Tuesday, a customs official said.

She was intercepted by customs officials and on examination of her baggage, 16 kgs Methaqualone was found in it, the official said.

Methaqualone, a controlled substance under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, is a sedative used for medical purposes. However, it is commonly abused as party drug.

The value of the seized goods in the international market is Rs 12.80 crore, the official said, adding that the passenger was arrested and is being interrogated.

In a separate incident, two Delhi nationals were arrested for allegedly trying to smuggle into the country gold worth about Rs 64 lakh, a customs official said.

The duo, who hail from Chandni Chowk area of the national capital, were intercepted by customs officials after their arrival from Dubai yesterday, the official said.

On detailed examination of their baggage, gold wires weighing 2.5 kgs were recovered from them, he said.

Arunachal Pradesh student Nido Taniam's death: Northeast students call off protest

NEW DELHI: Students from the northeast today called off a protest in south Delhi's Lajpat Nagar after meeting with Delhi Police, over the death of a 19-year-old student from Arunachal Pradesh on Thursday.

A group of students from the Northeast on Saturday staged a protest here against the death of an Arunachal Pradesh MLA's son after being allegedly beaten up by some shopkeepers in Lajpat Nagar.

The 19-year-old student Nido Tania, son of Congress MLA and parliamentary secretary in health and family welfare department Nido Pavitra, was allegedly beaten up by some shopkeepers following an altercation sparked by their taunts on his hairstyle.

"Police should take swift action in the case. We would not remain silent till the culprits are sent to jail," said Dhapo, a protestor.

Protestors in large numbers today gathered outside the Lajpat Nagar Police Station and raised slogans against the police.

Police have registered a case of murder under section 302 of IPC and are probing the matter. A magisterial inquiry has also been ordered.

"This is not the first time that a Northeast student has been targeted. We would continue our fight for our rights. We have come here to protest the brutal death of the Arunchal student. We want Delhi Police to take swift action in this case," said Sumokoji, a protestor.

The student's relatives alleged that he had an altercation with some shopkeepers in Lajpat Nagar in south Delhi on Wednesday after they made fun of his hairstyle. The shopkeepers then allegedly thrashed him to death.

Police had reached the spot and brokered compromise after which Tania returned to his Safdarjung home with his friends. However, he did not wake up the next day. When his friends took him to AIIMS, he was declared brought dead.

Police said they were waiting for the viscera report while two shopkeepers identified as Farhan and Akram have been arrested.

The initial post-mortem has not revealed "much injury or aberration". His viscera samples have been preserved to zero in on the cause of death, police said.

Rs 8 crore car heist case: 3 arrested from Mohali

MOHALI: In a midnight joint operation, a team of Delhi special cell and Chandigarh police apprehended three of robbers out of seven, involved in the heist of Rs 8 crore biggest in the national Capital, from the waiting room of a leading private hospital in phase-VIII on Friday night.

Three accused included Praveen Kumar, Tilak Kumar and Guljar Ali had been escaped to Dharamshala in Himachal after committing the alleged heist of Rs 8 crore in Delhi on January 25. Reliable sources told TOI, "Special cell of Delhi Police had tracked down the location of three robbers in Dharamshala and received credible input that the trio will came to the private hospital to meet someone, whose identity yet to establish. Special cell sought the assistance of Chandigarh police."

DSP (operations) Jagbir Singh of UT police said sleuths of joint team deployed in and around the hospital in plain clothes and three of them were apprehended following the identification of an informer, who was accompanied Delhi Police team.

Sources claimed Praveen, one of the robbers, had hired a private taxi to come from Dharamshala and taxi driver was let off after brief questioning. The robber cash belonged to one businessman.
