Rain lashes Delhi, waterlogging in several areas

NEW DELHI: Light to moderate rain lashed parts of the capital on Sunday leading to rise in humidity level and waterlogging in several areas.

"Moderate rain was registered in the national capital with Safdarjung observatory recording 35.8 mm at 2.30pm", according to the MeT office.

"The reading at other observatories at the same time were -- Palam (46.2 mm), Lodhi Road (34.0 mm), Ayanagar (38.8 mm) and Ridge (19.6 mm)," the weatherman said.

Waterlogging was reported from several parts of the national capital including many traffic intersections.

"Waterlogging complaints were received from areas such as Wazirabad flyover, Barapullah, Adchini traffic intersection, Lala Lajpat Rai Marg, Lodhi Road, IGNOU Road, Bhagwan Dass Road, AIIMS, Rajokri flyover among others," according to an official at the Traffic Control Room.

A MeT official said that the temperature recorded at 2:30 pm was 26 degrees celsius, while the humidity reached 95 per cent.

The forecast for maximum temperature tomorrow is 34 degrees celsius.

"Cloudy skies with rains and thundershowers in Delhi and parts of the national capital region is also expected tomorrow," the weatherman said.

Two of family killed in hit & run on NH-24

NEW DELHI: In a freak hit-and-run accident, a man and his 5-year-old daughter were killed and the man's wife and son were critically injured after their motorbike was hit by an unknown vehicle on NH-24 near Ghazipur on Saturday evening.

Police said that though Kumar was wearing a helmet his wife and children were travelling without one and had sustained severe head injuries by the fall.

The incident was reported around 5pm near the Ghazipur flyover. Locals notified police of a family found lying on the road. They were rushed to Lal Bahadur Shastri hospital where the man, Sunil Kumar (30) and his daughter were declared dead.

The east Delhi police is on the look out for the errant vehicle and a case has been registered against it.

Bus speeds to overtake, bikers hurt

NEW DELHI: Two people travelling on a bike sustained grievous injuries after they were sandwiched between a DTC bus and another which was hit by the first bus in a bid to overtake it. The DTC bus was hit by yet another bus which was behind it. The incident took place in west Delhi's Nihal Vihar area on Saturday afternoon, police said. The injured have been identified as Ravi and Praveen.

Explaining the pile-up, witnesses said that a DTC bus had broken down and was parked on the roadside in Nihal Vihar. Meanwhile, two other DTC buses—which had passengers in them—were approaching the parked bus at a high speed, police said. The two buses had been driving in a rash manner and had overtaken each other several times since they left the depots, the passengers told police.

When the buses reached Nilothi Mod, one of the two buses first hit a biker and then rammed into the parked DTC bus. The next moment, the other bus, which had been racing, hit it from behind. The injured bikers were rushed to hospital where there condition is said to be stable. Furious locals damaged the buses after the incident. The drivers ran away form the spot leaving buses behind which were impounded by the police.

PM's Teachers' Day address: Some Delhi private schools unhappy over govt order

NEW DELHI: Prime Minister NarendraModi's initiative to reach out to every student through TV, radio and the internet on Teachers' Day has failed to enthuse private schools of Delhi which feel that "forcing" them to make arrangements for it will dampen the celebration of the occasion.

The directorate of education (DoE) of Delhi government has issued a notification directing all private as well as government schools to organize a broadcast of the Prime Minister's address and a question and answer session with schoolchildren through television or through internet from 3pm to 4.45pm on September 5.

The directive clearly states that, "Any laxity in the arrangements shall be viewed seriously."

The DoE notification came following an order by ministry of human resources development that all the schools throughout the country will have to make arrangements so that students can watch the Prime Minister's live address on TV.

The government directive asked all head of schools to make available the requisite number of televisions, set-top box connections, projectors, screens, amplifiers and generator sets or inverters on hiring basis, if these are not available in the schools.

Though a number of private schools termed the initiative as "good and positive", they feel making the necessary arrangements for showing the address to the students will put lot of burden on the teachers and they will not be able to celebrate the day.

"It's a good initiative on the part of Prime Minister to bond with students and also take efforts to enhance the image of teachers in the eyes of students.

"But Teachers day is a special day for the teacher's to enjoy. So though it is a good initiative, teachers will end up spending the entire day to ensure implementation of the government directive," said Ameeta Mulla Wattal, Principal of Spring Dales, Pusa road.

Madhulika Sen, Principal of Tagore International school, Vasant Vihar said many private schools will find it difficult to make the arrangements for showing PM's address to the students.

AAP says Amit Shah taking decisions for Delhi LG

NEW DELHI: Amid reports that he was planning to write to the President over government formation, AAP on Sunday stepped up its attack on Lt Governor Najeeb Jung, alleging that he was acting at the behest of BJP.

"It's not the LG, but it's (BJP president) Amit Shah who is taking decisions. It is the Centre which is ruling Delhi," senior party leader and AAP MLA Manish Sisodia told PTI.

He also slammed Jung for his view that if elections were conducted, work and other developmental activities would come to a halt for two months.

"I don't subscribe to LG's logic because on one hand you are saying that people will suffer. It is better that work halts for two months during elections than for eight months when people are without any government.

"Today's government is an executive government. Executives work in a closed room. They don't have an interaction with public," he said.

Sisodia said that the current administration under LG was not people oriented as it has its own limitations.

"When we were in power, thousands of people would visit us, but LG and his staff are not in a position to interact with these people. Elected government is solution oriented while executive government is just in an execution mode.

"So it is better to hold elections than what people are going through since last six months. An elected government would be for a good case. If AAP government comes to power, we will have a corruption-free government," said Sisodia who was virtually second in command in the 49-day AAP government headed by Arvind Kejriwal.

He also attacked the BJP for not taking any decision on dissolution of the Legislative Assembly.

Dissolution of the house would necessitate elections in the national capital.

"BJP is looking at it (the elections) politically.They are scared. They feel they are going to lose the battle badly, so they are not doing it," he said.

Kejriwal resigned as the chief minister on February 14 and ever since Delhi has been placed under President's rule.

The Aam Aadmi Party has demanding fresh polls in the national capital.

When asked about the "resentment" within the party cadres in Haryana and Maharashtra over the AAP's decision not to contest elections in these states, Sisodia said, "The decision was taken after country's scenario was taken into consideration."

Morning rain greets Dellhiites, more expected

NEW DELHI:Early morning rains greeted Delhiites on Saturday with the skies expected to remain overcast throughout the day.

According to the met department officials, the humidity recorded at 8.30am was 90%.

The Safdarjung observatory which is the official reading for the city recorded rainfall of about 10.2mm in the last 24 hours while Palam received 25.2 mm rainfall during the same period.

7.0mm rainfall was registered at Ayanagar while areas under Ridge observatory received a mere 0.6mm rainfall.

The minimum temperature settled three notches above the season's average at 23.7.

As per the met forecast, city is likely to experience light rainfall with thundershowers in some parts with the maximum temperature settling at 34 degrees Celsius.

"It will generally be partly cloudy sky. Light rains and thundershowers may occur in some areas. The maximum temperature is expected to be 34 degrees Celsius," said the weatherman.

Will try to form govt if asked by LG: BJP

NEW DELHI: BJP's city unit has made it clear that it will explore every possibility if the lieutenant governor invites it to form the government in Delhi. The party's reaction came amid intense speculation that LG Najeeb Jung will soon submit a report on Delhi's political situation to the Union home ministry and may eventually call BJP to stake claim for government formation. BJP has the maximum MLAs in Delhi.

On the possibility of fresh elections, city BJP chief Satish Upadhyay said his party is ready for that scenario also. Reacting strongly to Aam Aadmi Party's allegations of horse-trading, he said, "I have always maintained and say so today that we don't have the numbers to form the government. But at the same time, I will say with certainty that if the LG calls us to stake claim, we will think of every possibility. After all, no MLA from any of the parties wants an election".

Upadhyay said, "As (leader of) the single largest political party, it is my job to exhaust all possibilities if I am asked to prove my majority.

Even I cannot tell as of now how that will happen, but in politics anything is possible". He did not rule out the possibility of a minority government taking charge in Delhi. His response again raises the possibility of some combination of AAP or Congress MLAs becoming kingmakers for BJP. This also gives credence to rumours of talks between MLAs of rival parties about government formation.

"Delhi is under President's rule till February, and the LG will, in this period, explore every possibility of government formation in keeping with his powers to not burden the city with an unnecessary election," Upadhyay said. Jung, in an interview to TOI earlier this week, had said, "Political parties have not exhausted all options of government formation". He has made it clear that he will not recommend dissolution of the Delhi assembly till he is certain all options of government formation have been exhausted.

On Friday, Aam Aadmi Party and Congress cautioned the LG against any "unconstitutional" move by inviting BJP to take a shot at power as the party does not have the required numbers. Both parties demanded immediate dissolution of the assembly, saying keeping it in suspended animation will encourage horse-trading.

Times Raasrang World Flute Festival at Bahai House of Worship auditorium in Delhi

The Times of India in partnership with Krishna Prerna Charitable Trust organized the fifth Times Raasrang World Flute Festival at the auditorium of the Bahai House of Worship, Lotus Temple, in the capital recently.

The festival featured renowned flautists from seven countries and symbolized the "language of pea ce", a reference to the soulful tunes by the musicians. Vetsop Namgyel, the ambassador of Bhutan to India, Satish Mehta, director general, ICCR and Lee Joon-gyu, Korean ambassador to India, were present on the first day of the festival.

A VARIETY OF FLUTES

The festival started off with a per formance by Indian flutist Samir Chandra Seth, who played the Indian bamboo flute. This was fol lowed by perform ances by flautists from South Korea and Bhutan, who were dressed in their traditional attire.

Sungpil Yang played the South Korean Daegeum, a large bamboo transverse flute, with Seounghwi Park on the Piri - a Korean double reed instrument made of bamboo - and Jae seung Sin on percussions. The performance by the Bhutanese artistes saw even more variations of the wind instrument with Jigme Drukpa on the Bhutanese Dong Lim-bamboo whistle, Zur Lim on the transverse flute, Thang Lim on the sle eping flute and Yeshi on the two-stringed fiddle.

The second day saw renowned Indian, Korean and Bhutanese flautists perform as music from different lands merged and reached its destination - the hearts of the listeners. The festi val also saw performances by Rasika Shekar, guitarist Neil Mukherjee, percussionist Tarit Pal, as well as Zalai on the flute from Afganishthan and Mohd Nazir Nabizada on the tabla. Artistes from Bangladesh also performed at the do with vocalist Sohrab Uddin, flautist Mohd Moniruz zaman and Mrityunjoy Kumar Das, and Mohd Nasir Uddin on the Dotara and Iftekhar Alam Prodhan on the tabla.

BANSURI WORKSHOPS ARE POPULAR IN BELGIUM

Belgian jazz artiste Manuel Hermia, who plays jazz, rock and even indulges in the flute's Indian form - the bansuri - told us, "I came here as a tourist and I was a student when I started learning how to play the bansuri. Even though I was a professional jazz player then, I was quite attracted to the sound of the bansuri, and wanted to learn to be patient and disciplined." He added, "The bansuri is becoming popular worldwide and the credit for that goes to Hariprasad Chaurasia. He has done a great job. Back in Belgium, around 15 years ago when I started playing the flute, there were just the two or three others who played the flute. Now, there are bansuri workshops held there, which are always packed with people. Yes, always packed with people. people do want to learn the electric guitar and synthesizer, but these wind in struments, which are part of India's cultural heritage, are also finding favour among the youth because eventually , we have to go back to our roots. Even Indian music, which has a history of thousands of years, has never stopped changing. Musicians of all generations are changing the music of their forefathers."

MAKE FLUTE MAINSTREAM

And how do we make flute mainstream? Suhail Yusuf Khan, a sarangi player, and member of Delhi band Advaita, who played at the festival, said, "In Bollywood songs, they use a lot of flute, but as an accompaniment. I think the flautists need to come out more, and not work as accompanists, because that's an easy way to earn money . Instead, they should take risks and do some experimental work and make set-ups where the flute is leading rather than just staying as fillers."

Delhi court slaps Rs 3 lakh fine on Sheila Dikshit

NEW DELHI: Former Delhi chief minister Sheila Dikshit was on Saturday slapped with a fine of Rs 3 lakh by a court here for failing to appear before it in a defamation case filed by her against BJP leader Vijender Gupta.

It the second time she has been fined in the case. The court had earlier also imposed a fine of Rs 5,000 on Dikshit for her non-appearance. The fine amount was deposited by her in January this year.

While imposing the fine on Dikshit today, Metropolitan Magistrate Neha directed that out of Rs three lakh, Rs two lakh be deposited with Delhi State Legal Services Authority (DLSA) and Rs one lakh be given to Gupta.

The court has now directed Dikshit to appear before it on December 20, the next date of hearing.

Dikshit, who resigned as Kerala governor on Tuesday, moved an application in the court seeking a day's exemption from personal appearance on the ground that she was pre-occupied with some political work.

The plea, however, was opposed by Gupta's counsel saying the court had earlier directed Dikshit to appear before it today without any fail or excuse and she was trying to delay the matter.

Advocates Anil Soni and Harish Katiyal, appearing for Gupta, said Dikshit was deliberately trying to delay the matter because she has no case against the BJP leader.

On the last date of hearing, the court had fixed the hearing for today on the request of Dikshit's counsel who had said that she would appear on any Saturday in August.

Dikshit had not appeared in the court on the last date of hearing also citing official tour.

The court, on August 6 last year, had framed criminal defamation charges against Gupta in the complaint filed by Dikshit.

Dikshit had filed a complaint against Gupta alleging that the BJP leader had used "uncivilised" language against her in the run up to the MCD polls in 2012 while accusing her of helping and conniving with power companies.

Dikshit, who is the complainant in the case, was earlier directed to appear without fail before the court for her examination and cross examination.

ABVP makes new promises for DUSU win

NEW DELHI: Upbeat after the recent poll results in the universities of Rajasthan and Chhattisgarh, Akhil Bharatiya Vidyarthi Parishad (ABVP) is trying to cash in on its fight for the FYUP rollback in the Delhi University Students' Union (DUSU) elections.

In a pre-election conference on Thursday, ABVP said its next mission would be to get more hostels, canteens at subsidized rates within the next 12 months.

According to Rohit Chahal, national secretary, ABVP, "We have tried to fulfil the promises we made after winning three of the four central panel posts last year. Many issues could not be addressed as we focused on the struggle against anti-student reforms like FYUP. With a new government at the Centre, we are hopeful of influencing it to grant more hostels for DU."

The manifesto also includes introducing evening shift classes in morning colleges to increase student intake. "Our main demands include new hostels, especially for girls; special DU buses; enforcement of Rent Control Act; concessional Metro passes; women security; CCTV cameras; and filling up vacant teaching and non-teaching posts. Moreover, for the past 17 years no new college has been added," said Saket Bahuguna, Delhi secretary, ABVP.

Helmets must for all but Sikh women riding two-wheeler in Delhi

NEW DELHI: It's official. Women in the city will now be required to wear a helmet while driving or going pillion on a two-wheeler. The amendment to the existing motor rules were implemented on Thursday, with the transport department coming out with a gazette notification that makes helmets mandatory for women, barring Sikh women.

Said a senior official in the transport department, "Rule 115 of Delhi Motor Vehicles Rules, 1993, has been amended, which made wearing helmets optional for women in the city. Now only Sikh women will be out of the ambit of the rule. This exemption was made on religious grounds."

The existing rules were amended after the transport department moved an application for the same, citing increasing number of accidents involving two-wheelers. The application pointed out that in India, in 2012, a total number of 35,767 people on two-wheelers, of whom many were women, were killed in road accidents.

"This is the highest amongst all road user categories at 25.9% of total road accident fatalities," said the application. In Delhi alone, 576 two-wheeler riders lost their lives during 2012. "The main risk factor for motorized two-wheeler users is the non-use of helmets and head injuries are the major cause of death, injury and disability among them. Many of these head injuries could have been prevented or their severity reduced through the use of helmets," added the official from the transport department.

The L-G, Najeeb Jung, had given the go ahead to the proposal making helmets mandatory for all women pillion riders, except Sikh women, more than a month ago. The transport department had thereafter put the draft notification into the public domain, inviting suggestions and objections from the general public on the issue. "79 representations and objections were received by the department after the public notice came out. Following this, the L-G considered the religious sentiments of Sikhs as stated in their objections and made wearing of helmets for Sikh women optional," added the official. Incidentally, during the suggestions and objections process, some Muslim groups had also demanded the same relief for burqa-clad women riding pillion.

In 1998, the Delhi government had made wearing helmets mandatory for all pillion riders, but following objections from members of the Sikh community, it had to amend the Delhi Motor Vehicle Rules, 1993 in June 1999 and made it optional for women.

Earlier this year, after getting recommendations from the traffic police, Delhi Commission of Women and NGOs working for road safety, the transport department decided to make helmets mandatory for women pillion riders.

The police have so far found ten students who used different kind of forged certificates like marksheet, physical disability certificate and forged transfer certificates to gain admission this year.

A team led by additional commissioner of police (crime) Ashok Chand, DCP Bhisham Singh and ACP KPS Malhotra carried out the operation and arrested three people in this connection.

One of the arrested person is a former DU student, who had got admitted on fake certificates and then became part of the gang. The accused charged anything between Rs 5-10 lakh from each candidate.

The college, where these fake admissions have taken place has been asked to handover certificates of students. A case of fraud and cheating has been registered.

NEW DELHI: In 1957, more than 35% of Delhiites commuted on bicycles. Fifty years later, the 'modal share' of cycling in the city's transport had reduced to about 4% and—given the rapid increase in private vehicle ownership—is likely to have dipped further by now.

Cyclists have gradually disappeared with motorized transport eating into the little space they had, and the city has not created new infrastructure or space to help them adapt to these changes, says a report by The Energy and Resources Institute (TERI), entitled Pedalling Towards a Greener India that was released on Wednesday. The report analyses trends in cycling and cycle ownership using government data.

While cycling's share in public transport has diminished across the developing world, the fall has been precipitous in India. In Chinese cities, cycling's share in transport still ranges from 11% to 47%. In Beijing, for instance, cycling's share fell from 38.5% in 2000 to 16.4% in 2010.

Two decades ago, a third of commuting in 80 Indian cities was done on bicycles, but by 2007 this average had fallen to 12%, and the report says it is likely to drop further "given that Indian cities are not taking any significant initiatives to create a safe cycling environment".

Although bicycle ownership has increased in cities, it has not kept pace with the increase in households. Where 46% of Indian households owned bicycles in 2001, in 2011 the number reduced to 42%. Even in rural areas, where cycling is the only cheap mobility option, cycle ownership is limited to 46% compared to almost 100% in rural China. In contrast, the yearly increase in car ownership between 2001 and 2011 was 15% in urban areas compared with 3% for cycles.

Surprisingly, one of the reasons for the low ownership is that bicycles are not affordable anymore, according to the TERI study. Focus group discussions in five villages in Uttar Pradesh and Bihar and a survey of 1,200 cyclists in six cities—Meerut, Jhansi, Jaipur, Surat, Bangalore and Delhi—by TERI revealed that low-income households find it extremely difficult to buy a cycle. TERI has recommended that the government waive off taxes on cycles that cost less than Rs 5,000. It has also suggested priority loans for buying cycles and distribution of free cycles to students.

Cycle sharing, which has caught on in many European cities, is now available in Delhi and Bangalore. The TERI report points out that Chinese cities have popularized cycling by implementing large sharing schemes. Those in Wuhan and Hangzhou are among the largest in the world. R K Pachauri, director general, TERI said the Netherlands has managed to slash its health budget by promoting cycling.

Harsh Vardhan, Union minister for health and family welfare, said, "If cycling is adopted, it will ensure that every bit of extra fat is burnt". He added this will reduce the country's disease burden of cardiovascular diseases, hypertension, diabetes etc. "I promise I'll personally write to the surface transport ministry and the urban development ministry so that whatever is required is done," he said.

Sultanate-era relics on road to recovery

Delhi govt comes to the rescue of Paharganj's two mediaeval monuments ruined by apathy and encroachments for decades

Paharganj's identity, for years, has been that of an area replete with budget hotels teeming with foreign tourists. But lost amid the din and bustle of this part of the capital are two monuments that spoke volumes for the strong architectural legacy left behind by two of Delhi's illustrious sultanates.Encroached upon and vandalized by locals for years, the Tughlaq-era baradari and Lodhi-era mosque on Qutub Road today are only a faint remembrance of a lost era. But there is hope for their revival.

The two buildings were recently taken over by Delhi government's department of archaeology. Officials believe that once these monuments are revived, these could become important tourist spots. tourist spots.

While the Baradari had been used as a godown for years, the mosque was overrun by commercial establishments--a garage and tea stalls.Officials said several rooms had been built inside the Baradari which were being used for multiple purposes including accommodation and storage.

Archaeologically graded A and B, the two monuments, however, were structurally sound though the facade had been damaged at several points. The rooms constructed inside the Baradari have now been razed. Only one still stands which will also be demolished in days to come. The work is being executed by Intach Delhi Chapter in keeping with an MoU with the government's archaeology department.

"The building is undergoing extensive conservation work. Repairs will be made to the facade which is damaged at several points and is falling apart. There is evidence of ornamentation on the arches which we will try to salvage as well," said an official.

The structure has five domes on the roof and one of the bigger challenges will be to remove tree branches and foliage which have come up there over the years. As some of the overgrowth originates from inside cracks in the monument's facade, this will have to be done carefully, without causing further damage, an official said. Opposite the Baradari, is a mosque where the unauthorized constructions are yet to be pulled down. A signboard declaring the name of a garage stands in the front of the mosque. The new constructions on the upper floor of the mosque can also be seen from the road.Officials said that work on the mosque will be taken up after the Baradari is restored.

The Paharganj Baradari and the mosque were part of a list of 50 monuments adopted by Shahjahanabad Redevelopment Corporation during Commonwealth Games when the government had shifted its focus from grander, centrally-protected monuments to smaller-but-architecturally-striking historic structures.

At that time, SRDC had decided to conserve and maintain 50 unprotected sites including Jharna in Mehrauli, the garden of Mehram Khan near the domestic airport terminal, Bholi Bhatiyari ka Mahal near Karol Bagh and the mosque in Paharganj. However, in December 2011, SRDC handed these back to the state archaeology department with the management planning to concentrate only on Shahjahanabad area.

Bags destroyed by rats during journey; Railways to pay Rs 15K

NEW DELHI: Indian Railways has been held deficient by a consumer forum here which directed it to pay Rs 15,000 compensation to a retired serviceman, whose bags were damaged by rats in a train.

New Delhi consumer disputes redressal forum, presided by C K Chaturvedi, asked the Railways to pay the amount to Delhi resident R K Bansal.

"It has happened due to lack of proper maintenance of compartment due to loco shed staff where bogies are kept for cleaning and maintenance for further departure but they never bothered to care.

"Consequently such incident occurred which amounts to be deficiency on the part of Opposite Party (Railways) and lack of supervision of Railway authority," the forum's bench, also comprising its members S R Chaudhary and Ritu Garodia, said.

The forum said that Bansal "unnecessarily suffered loss during journey due to lack of proper maintenance and cleaning of compartment".

"Thus, Divisional Railway Manager (DRM), Northern Railway, is held responsible due to lack of proper maintenance at local shed staff or supervision lacking at big junction where hundreds of trains leave every day for journey in which lakhs of people travel for various destinations," the forum said.

Bansal had told the forum that he was travelling on October 8, 2013 by Kerala Express from New Delhi to Ernakulum.

During transit, his bag was damaged by rats in a running train and his clothes were torn into pieces.

Alleging negligence on the part of the competent Railway authority, he lodged a complaint with the forum seeking compensation of Rs 18,400 for damaged goods.

Metro to scale new high with Ghaziabad link

NEW DELHI: Travelling within the NCR will become fast and smooth with Delhi Metro Rail Corporation constructing a 9.6km elevated track to Ghaziabad in December. What makes the alignment unique--apart from passing through congested roads and linking Old Ghaziabad with Kashmere Gate--is the way station buildings will be connected with the viaduct.To speed things up, a steel bridge will connect the station buildings on either side of the alignment. The bridge will be supported only by pillars placed off the road, and adjacent to the sta tion, but not in the middle.

A senior DMRC official said, "The station buildings will be on either side of the road--the alignment will Bh run along the central verge of GT Road.The building blocks Dilshad will be joined to a Garden steel bridge, which will bring people Jhilmil to the platform."

While four stations will have two steel Anand bridges on one side, Vihar four will have a single bridge, the DMRC official added. The two sides of the station will be linked through a concourse-level passage."This will be part of the unpaid area."

The unusual design will T help complete the work t within two years. Typically, the viaduct is built Ra before the stations. But in this alignment, the viaduct and stations will come up together. The steel bridge will connect them at a suitable time.

This extension of the Rithala Dilshad Garden corridor will go through colonies like Shahid Nagar and Raj Bagh to reach the New Bus Adda in Old Ghaziabad. The align ment will have eight stations--Sha hid Nagar, Raj Bagh, Rajendra Nagar, Shyam Park, Mohan Nagar, Arthala, Hindon and New Bus Adda. The UP government and the Centre will provide funds. The only similar station is the one in Kailash Colony on the Central Secretari at-Badarpur line.ndon An elevated road project of Base Ghaziabad Development Au thority will also go over the Metro alignment near the Metro alignment near the Hindon crossing. This road will have a clear ance for 7.5m from the Metro viaduct to the underside of road.

The 10km stretch will connect NH-24 with s Raj Nagar Extension.a According to reports, work is expected to begin on September 20 and finish by March 2017.

The elevated road will follow the path of Hindon Canal, starting 200m from NH-24 on the road turning towards Vaishali from UP gate and ending near Karhera in Raj Nagar Extension area.Midway , it will have an entry point at Kanavni and an exit towards the CISF camp.

Rain brings joy to Delhi, disrupts traffic

NEW DELHI: Heavy rain lashed the national capital and its adjoining areas on Thursday, bringing an end to the long spell of sultry and hot weather. However, traffic jams spoilt the fun for many.

The day began on a sunny note but by the afternoon, the sky became cloudy and there was heavy rain and strong winds in the capital and its suburbs, including Noida in Uttar Pradesh.

The city received 6.4 mm of rain till 5.30pm, the India Meteorological Department said.

The maximum temperature settled three notches above the season's average at 37 degrees Celsius. Following the showers, the mercury dropped to 31.2 degrees at 5.30pm.

The heavy rain caused water-logging in many parts of the city which led to traffic snarls. Jams were reported from around the central Delhi commercial hub of Connaught Place and the ITO crossing, which has numerous government offices.

Areas like Lajpat Nagar, South Extension, Govindpuri in south Delhi were affected too, the traffic police said.

"I have barely moved a few feet in the last 20 minutes. Rain in Delhi always brings along jams," whined 28-year-old Deepak Manchanda, who was stuck near Connaught Place.

According to the city's municipal corporations, seven trees fell in north Delhi and six in south Delhi. In addition, a house collapsed in Batla Nagar area and a wall came down in Jamia Nagar in south Delhi.

Unperturbed by the jams, many Delhiites especially families thronged the city's popular hotspots like India Gate and Dilli Haat in the evening to enjoy the weather.

Some took a stroll in the lawns around India Gate while other gorged on street food and indulged in window-shopping.

"I left office early to join my family at Dilli Haat. The weather is pleasant and we plan to make the most of it," said 36-year-old chartered accountant Ritika Sharma.

Meanwhile, the Met Office has forecast more rain over the weekend."The sky tomorrow (Friday) will be partly cloudy and parts of the city will get rain," said an IMD official.

The maximum and minimum temperatures are likely to hover around 36 and 27 degrees Celsius, the official added.

Thursday's maximum humidity was recorded at 77 percent. Wednesday's maximum temperature settled five notches above the season's average at 38.2 degrees Celsius, while the minimum was recorded at 27.5 degrees, a notch above the season's average.

AAP to start cleanup drive

NEW DELHI: Aam Aadmi Party's volunteers in Malviya Nagar, along with residents, will start a signature campaign in the area from Monday to demand dustbins and toilets in the colony.

The campaign, called "I need wastebin and a clean toilet" will first involve collecting signatures from residents. The party hopes to collect at least 25,000 through September which will then be submitted to the lieutenant governor. "The entire constituency will be mapped and volunteers will identify high priority places which urgently need bins and toilets. If this model is successful, it will be replicated in other parts of the city as well," said party sources.

The project will be led by MLA Somnath Bharti.

Cops identify woman on pyre, family still missing

NEW DELHI: Police have identified the woman whose body had been abandoned on the pyre at Nigambodh Ghat on August 19.

The body is claimed to be that of 23-year-old Khushboo who lived at Prem Nagar in Aman Vihar, outer Delhi. She was married and is survived by a daughter, police said while adding that her relatives couldn't be traced.

On August 19, a group of four to five men had brought the body for cremation. The men completed all the formalities at the crematorium and even placed the body on the pyre. They would break down intermittently and console each other. After half an hour they decamped, one by one. They were last seen leaving the venue as some cops arrived for routine patrolling.

The body was preserved in the mortuary and clues were gathered to identify the woman's identity. All missing complaints of women in their twenties and thirties were scanned on Zipnet. The only lead was the CCTV footage at the crematorium but the probe hit a dead end after the wires were found to have been snapped apparently by monkeys.

The team came by a new piece of information when an employee told them that he had overheard the men talking about Prem Nagar. This, however, led to further obfuscation as the cops found there were six areas in Delhi by this name. Tracking a woman in all these areas was a task. DCP (north) Madhur Verma said he his teams put up posters with the woman's photo and other details in the areas.

The idea worked and the cops soon got a call from an "acquaintance". It was from a locality in Aman Vihar. A raid was conducted on Tuesday but the woman's kin were found to be missing.

The local police are in the know. Inquest proceedings under Section 174 of CrPC are under way and a case will only be registered after the postmortem. The wanted to establish her identity first. Now the cops are on the lookout for a relative to get to the bottom of the case.

14-yr-old girl alleges rape by 2 youths

NEW DELHI: A 14-year-old girl has alleged that she was gang-raped by her neighbour and his cousin. The girl told police that the duo had taken her to their aunt's house in Meerut and raped her. Later they brought her back to her house before fleeing from the locality.

The girl also told police that she was heading back home from a beauty parlour when the two came up and lured her to accompany them. When she agreed, they took her in a car and drove to Meerut. She said that they had taken turns to rape her. The two have been identified and a search is on to nab them, police said.

A case has been registered at the Harsh Vihar police station in northeast Delhi.

DTC buses to have electronic ticketing machines

NEW DELHI: DTC buses may finally go hi-tech within next six months as the corporation has decided to take up the project of installing electronic ticketing machines in all its buses.
Interestingly, passengers will also be able to pay their fare on DTC buses with Delhi Metro smart cards till July next year.

"Some companies have shown their interest in this project and in next seven days, a company will be selected for this pilot project. We hope that ETMs will be installed in DTC buses within six months," DTC chief Debashree Mukherjee said.

The project, which was first mooted in 2010, is expected to plug the holes in DTC's existing revenue collection system. It will also be the first step towards an automated fare collection system that would include Delhi Metro and other forms of public transport.

"After installing ETMs in buses in next six months, we will then move towards common cards for travelling in both DTC and Metro, which will be done in another six months," Mukherjee said.

A common mobility card was proposed in 2010, during the Commonwealth Games, but failed to take off due to differences over revenue sharing.

According to DTC, all matters have now been sorted out and corporation wants this project to be implemented as soon as possible for giving better facilities to its passengers.

Depression risk double for diabetics: Study

NEW DELHI: If you have a family member suffering from diabetes, make sure he or she is screened for depression among other offshoots of the lifestyle disease. A recent study conducted by a hospital in the city has revealed that depression is twice as common in diabetics as compared to healthy persons.

It was also found that middle-aged people, particularly women who stay at home, were more susceptible to the mood disorder. The study, conducted at Max hospital, Saket, included 260 people of which 130 were diabetic. The study also showed that nearly 35% diabetics suffer from depression, compared to 20% non-diabetics and the disease is more common among women (32.65%).

Dr Sujeet Jha, who heads the Institute of Endocrinology, Diabetes and Metabolism at Max hospital said the occurrence of depression in diabetics is related to impaired blood glucose levels, obesity and other complications. "There is no scientific evidence to explain higher prevalence of depression among diabetics. It may have something to do with the chronic nature of the disease. Diabetics have to get their sugar levels checked regularly and higher levels could increase the chance of developing depression," he added.

Dr Jha said one-to-one or group counselling with trained educators can help reduce the risk of depression. "Encouragement and support from family members is equally important," Jha said.

Dr Sameer Malhotra, director, Institute of Mental Health and Behavioural Sciences at Max Hospital, said he often gets patients suffering from diabetes who complain of depression. "There is a biological link between diabetes and depression. It has been proved scientifically that the former causes changes in neuro-chemicals that affect brain functioning," he said. Dr Malhotra said a healthy diet and proper medication can help ward off the disease.

'A' mania in DUSU polls challenged for first time

NEW DELHI: All Indian Students' Association has challenged the custom of Delhi University Students' Union election contestants changing their name to include 'A' once or several times as its initial letters. Candidates do this in a bid to top the ballot list to garner maximum attention from their electors. They typically change their name via a court affidavit just before the election.

The student body has filed a writ petition in Delhi high court along with two persons Charul Negi, who'd contested in 2013, and lost to Karishma Thakur' and Aman Nawaz, who intends to run in the upcoming election. It seeks an "order or direction to respondents to ensure that the distribution of the ballot numbers? is based not on an alphabetical order of names, but on a draw of lots/lottery conducted in a free and fair manner".

The group's petition also makes clear that it wouldn't want the election, which is slated for September 12, to be stayed. The case will be heard on Tuesday.

The mania for the first letter of the English alphabet, as far as candidate names are concerned, has become a regular feature of every DU student election though some said it's not clear if it influences voting pattern. DUSU election officials have, meanwhile, said that the practice cannot be banned as it's not illegal. This tactic has so far been adopted mainly by National Students' Union of India and Akhil Bharatiya Vidyarthi Parishad candidates.

Arguing that it's no more than a "poll gimmick", AISA has said that "elections should be fought on real issues" and that this "unfair practice" should be disallowed. However, other student groups have said that, while they, too, do not endorse this custom, their candidates are free to "exercise personal choice".

"If candidates adopt such means, they should also come out openly with the rationale behind it," said Sunny Kumar of AISA. "This has been the trend. As an organization, we don't have control over names," Saket Bahuguna, Delhi state secretary, ABVP, said. "It's all up to the candidate," said NSUI's Amrish Ranjan Pandey.

There is no clear indication, though, that such tactics change the voting pattern. In fact when Ragini Nayak of NSUI won the post of president, her name was in 15th position. In last year's elections, none of the ABVP candidates (three of four won) were on top of the list. Pandey said, "I'm not sure if there are benefits. But this has been an old tradition." "Students vote for only those who've been working on the ground," Bahuguna said.

According to D S Rawat, chief election officer, "There is nothing legally wrong with the practice, as they change their names via a court affidavit. Hence we can't put a stop to it though our advice is not to indulge in these things."

End of road for carjacker

NEW DELHI: One of the most active carjackers in Delhi and UP, Piyush Tyagi, was arrested by the anti auto theft squad of east district on Saturday.

"On August 23, we had received information that that Tyagi would be coming to Ashok Nagar metro station in a stolen car. A trap was laid and the accused was apprehended. His Zen car was seized," said Ajay Kumar, DCP (east).

Tyagi had been earlier arrested in cases of carjacking, murder and robbery.

During sustained interrogation he disclosed that he, along with his associates, used to rob vehicles form Delhi and NCR. A Toyota Fortuner was recovered on this instance.

Motihari killer in police net

NEW DELHI: A notorious contract killer, who had carried out the Motihari killings in Bihar on August 8, has been nabbed by the Delhi Police crime branch.

The accused, Sunil Singh, was active in Delhi, Uttar Pradesh and Bihar, venturing out as a hired killer for various gangsters. Singh has identified other members of the shootout as Tunna Singh, Vikas Singh, Ravi Singh, Ram Parvesh, Deva Gupta, Rahul Singh, Sujay Singh and Sujit Singh. The gang wanted to establish their supremacy over the real estate business in the area.

"Police in several states had been alerted to lookout for the accused post the shootout. A team led by ACP KPS Malhotra, Inspector Kulbir Singh and SI Ritesh arrested him," said DCP (crime) Bhisham Singh.

Pak commission to decide on custody of girl

NEW DELHI: The Delhi high court on Monday disposed of a petition over the custody of a Pakistani girl whose paternal aunt had moved a plea here. The child is staying with her maternal uncle.

A bench of justices Reva Khetrapal and S P Garg said the girl's deceased parents and her maternal uncle are Pakistanis, and High Commission and courts of Pakistan are competent authorities.

HC added that the Pakistan High Commission was asked to come but it did not. "We have even sought its assistance for resolving the issue but it did not respond. It is for the High Commission to look into the matter. However, no one appeared," the court said, adding that the paternal aunt can approach the commission and if they don't hear her, she can appeal to the home ministry.

HC noted that the status report filed by Delhi Police and J&K shows all parties are Pakistanis and their visa expires on September 30.

The child had lost her mother and stepfather in June in an accident on their way to Srinagar from Delhi. The aunt, an advocate in Lahore, was informed about the mishap. Shazia Naz then filed a habeas corpus plea saying she was in touch with her niece till July 17 after which her whereabouts were unknown, and sought that the girl be handed over to her.

SHO gets 3-yr jail for bribe demand

NEW DELHI: A trial court has sentenced two cops - Surya Prakash Rawat, then SHO of Bhajanpura, and then sub-inspector Ram Kumar Tyagi - to three years' rigorous imprisonment for taking "protection money" from unauthorized restaurants and cafes.

Special judge Narottam Kaushal held the two guilty under various provisions of IPC and Prevention of Corruption Act relating to demand and acceptance of illegal gratification.

They were booked after a restaurant owner secretly recorded conversations in which they are heard demanding protection money from a man posing as another restaurant owner. Sentencing two cops of Delhi Police to three years in prison, a trial court held them guilty of misusing their powers and position.

"On account of misuse of position as public servants by the SHO and his staff, mushrooming of unauthorized restaurants/cafes was encouraged (in the area). Instead of assisting the MCD in closing such restaurants, the law-enforcing agency was permitting their proliferation in lieu of personal favours," special judge Narottam Kaushal said. The court also imposed a fine of Rs 35,000 each on the duo. It, however, allowed their pleas for suspending their sentence till September 20 to enable them to file appeals against their conviction and sentence.

According to the anti-corruption branch (ACB), Rawat and Tyagi had demanded illegal gratification in the form of monthly payment from Deepak Kumar Aggarwal, proprietor of a restaurant in Bhajanpura area. Tyagi, claiming to be working for Rawat, had received payments from the restaurant owner, it said.

Aggarwal approached the officials of ACB and recorded the conversation of Tyagi and Rawat with him and one of his friends, who posed as another restaurant owner. Both accused were then arrested and pleaded not guilty in the trial.

"From the evidence, this court is of the definite opinion that the CDs, which contain recordings of conversation between Tyagi and Deepak Aggarwal dated January 8, 2009 and the recording dated February 12, 2009 between Rawat and Anurag Gupta (friend of complainant) are a credible piece of evidence," the court said.

"I, therefore, hold that the prosecution has been able to prove beyond reasonable doubt that a demand of Rs 5,000 was made by accused R K Tyagi as protection money for permitting the complainant to run his restaurant," the judge said.

The court also noted that the prosecution was able to establish the conspiracy between Tyagi and Rawat to extract money from Aggarwal. "I, thus, hold that prosecution has proved the charge of conspiracy between the two accused, as regards demand and acceptance of illegal gratification from Deepak Aggarwal," the judge said.

The court also convicted Rawat for demanding Rs 12,000 as illegal gratification from the person who posed as owner of another restaurant.

The fire at Chandni Chowk, reports suggest, seems to have originated from a transformer.

Pipers from far and wide play for peace & unity

NEW DELHI: Flute enthusiasts in the capital all gathered at the Lotus Temple on Friday evening as the fifth edition of the Raasrang World Flute Festival kicked off. The involved and informed audience, many among them expats, turned up to watch stellar performances by Indian, Korean and Bhutanese flautists.

"The flute is one of the first musical instruments that children are introduced to and it remains with them for the rest of their lives. It is such a simple instrument, yet so beautiful," says Jigme Drukpa, flautist, songwriter and music ethnologist from Thimpu in Bhutan. The 45-year-old taught himself how to play the flute when he was 9 years old.

"I used to help my parents with cowherding as a child. That's when I picked up how to play the flute as I would use it to control the cows," says Drukpa, who studied music in Norway. Drukpa brought with him a variety of flutes—from the tiny reed flute that is no no bigger than a ballpoint pen, to a large Norwegian flute that came without finger holes. He was accompanied on the two-stringed fiddle by Yeshi.

The festival, which was organized by the Krishna Prerna Charitable Trust, in association with The Times of India and the Indian Council of Cultural Relations (ICCR), opened with Indian flautist Samir Seth's rendition of raag Yaman Kalyan, accompanied by Ravi Shankar on the tabla.

Concluding on Sunday, the festival has artists from Belgium, China, Afghanistan and Bangladesh performing as well. "For people who want to know more about other kinds of musical traditions, these festivals are a boon," says Seth, who has trained under Dulal Kaiborty, J K Misr, Jayanta Pande and Chetan Joshi.

Members of the audience were handed out little decorated flutes at the entrance of the auditorium, which they were encouraged to play, instead of clapping, at the end of every performance. The audience participated enthusiastically.

Flautist from South Korea, Sungpil Yang, performed with the daegeum, a traditional Korean transverse flute, made from a single piece of bamboo, which is found in the mountains of South Korea.

Another car ramps pavement dwellers in Delhi

NEW DELHI: After drunk drivers killed two pavement dwellers and injured 15 in two accidents on Sunday and Wednesday, the week ended with yet another pavement accident outside north Delhi's Inderlok Metro station early on Saturday.

A speeding Hyundai Accent car smashed parked rickshaws on which their drivers were sleeping before it shot over the pavement and turned turtle after hitting an electricity pole. Altogether six people were injured, four of them seriously.

It is not known whether the car driver, Mohammad Mohsin, 23, was drunk but police said liquor bottles were found inside the car. Mohsin, a resident of Inderpuri, and the car's three other occupants fled the scene after the accident but police were able to trace him by the car's registration number. He was arrested on Saturday evening. People close to him told police that he had left home for a joyride with friends.

In a coincidence, all three accidents involving pavement dwellers occurred on Ring Road. Last Sunday, a drunk man had driven his Mahindra Quanto over 13 people sleeping on the pavement near Nigambodh Ghat, killing one on the spot. Three days later, a drunk driver ran his Tata Safari over four people sleeping on a pavement near Rajghat. One of them died later.

Saturday's accident occurred around 1am. The black Accent headed for Shastri Nagar came at a high speed from the Ashok Nagar-side, hit the rickshaws on the roadside and then climbed onto the pavement where it hit a pole and overturned. It dragged on under its own momentum for about 20 metres before stopping.

Police rushed to the spot immediately and took the six injured men to Bara Hindu Rao Hospital where two were discharged after first aid and four—Feroz, 72; Naseer Ahmed, 62; Aminullah, 49, and Tarun Sharma, 35—were admitted for treatment. They are rickshawpullers from Bihar and UP and have no relatives here.

Police said more people sleeping on the pavement would have been injured had the pole not broken the car's momentum. They hurriedly woke up and went away after the accident.

DCP (north) Madhur Verma said they have registered an FIR for attempt to commit culpable homicide under Section 308 of IPC in this case. Generally, police apply milder sections like "causing hurt" if the victims survive.

LG plans parking fee hike, BJP-run corporations not game

NEW DELHI: The lieutenant governor's action plan to reduce air pollution in the city will not be implementing an important fighting measure—hike of parking fee.

The LG's high-powered committee, headed by the chief secretary, had recommended hiking parking charges several-fold and declaring 'no tolerance zones'; but this plan has now fallen through, faced with resistance from corporations.

Corporations have not agreed to hike rates, claiming BJP promised in its manifesto not to raise costs of goods and services. Officials, who declined to be quoted, said corporations are waiting for elections in Delhi and won't take step before government is formed.

The environment department, which is coordinating the implementation of recommendations of the committee, hit this roadblock recently when corporations refused to make any changes in parking fee. The plan was to hike parking fee by about five times in areas where there is a multi-level parking facility and marginally in areas where there is no multi-level parking.

The parking fee for multi-level car parking is about Rs 10 per hour and that for surface parking managed by the corporations is about Rs 20 per hour. North Corporation has about 90 parking lots, South, too, has 90 while East Corporation has 30.

"The corporations had got the directions from the LG's task force headed by chief secretary to make surface parking charges at par with, say, those in malls. But corporations rejected it. The reasons could be political. The average cost of cars in Delhi is about Rs 7 lakh. Parking fee does not affect the poor, so I don't see why it can't be done. Areas such as Gaffar Market, Ajmal Khan Road and Arya Samaj are in a horrible state with all the space occupied by cars," said a senior official from North Corporation. The environment department is clueless about how this issue can be resolved. They plan to approach the urban development ministry.

Environmentalists say having an air pollution fighting plan without parking interventions is useless. "Globally, restraint measures like hiking parking charges are used to manage congestion and air pollution. Boston, for instance, implemented a parking 'freeze' to meet air quality standards in 1973. This was to freeze any more new parking areas to act as a restraint. People should pay the right cost for using public space. Parking policy is the probably the most important aspect of winning the air pollution fight," said Anumita Roychowdhury, head of CSE's clean air programme.

The LG had formed the high-powered committee after a WHO urban air quality database earlier this year found the highest PM2.5 (fine, respirable particles) in Delhi among 1,600 cities globally. The committee is chaired by the chief secretary and comprises the special CP (traffic), secretary (environment), commissioner (transport) and additional secretary (DPCC). Apart from parking fee hike, it recommended strict implementation of pollution under control (PUC) norms, which meant that those who don't comply will not be given fuel at stations, implementing Euro5 fuel norms and using battery operated vehicles for last mile connectivity.

Pay for groundwater: NGT to water units

NEW DELHI: The National Green Tribunal (NGT) has directed Delhi Jal Board (DJB) to collect Rs 50,000 as fee from all water packaging industries in Bawana and Narela for extracting groundwater. They will have to pay for usage starting from December 2012.

The direction came when NGT noticed that their consumption charges to DJB were pending. It directed the industries to apply for installing borewells within one week and listed the matter for hearing on September 8. The bench asked other industrial units in the area to pay Rs 20,000 per year per borewell.

"It needs to be noticed that all these industrial units are bound to pay water cess under as well as appropriate water consumption charges to DJB for extraction and utilization of underground water as they have failed to pay for all these years," the bench said. It also warned that units, which do not deposit the money along with their applications for installation of borewell within the stipulated time, shall be sealed without further notice.

The bench pulled up Delhi government for failing to submit a report on illegal borewells and directed it to file one within 10 days.

Feeder bus contractor shot at

NEW DELHI: A contractor working with the Delhi Metro feeder bus service was shot at and injured outside Chhatarpur Metro station late on Friday night. Police said that the assailant is a history-sheeter and was having a monetary dispute with the victim. The contractor was taken to a hospital but was released after a surgery on Saturday.

The incident was reported around 10pm on Friday night when the contractor named Sikander (30) was having dinner with his friends at a roadside stall near the Metro station. The accused named Rafiq, who was also a contractor running RTVs in the area, came to shop around 10.15 and got into an argument with Sikander over some money he owed to Rafiq. Locals said that during the argument Sikander hurled abuses at Rafiq after which he whipped out a pistol and fired three rounds at Sikander one of which hit him on his arm. As Sikander fell to the ground, Rafiq fled from the spot.

Police said that Rafiq and Sikander were even having a dispute over the Delhi Metro service contract for the past few years. Police said that both Sikander and Rafiq had criminal antecedents. A case of attempt to murder has been registered against Rafiq and a search is on to nab him.

DDA flats in Rohini may be delayed

NEW DELHI: DDA may not be able to deliver on its promise of providing all houses in Rohini by March next year. Allottees may have to wait for some time before getting their houses, because of a local agitation that has prevented DDA from carrying out construction in full swing.

Despite the apex court removing the stay on DDA's construction, locals at Barwala village have stalled DDA's repeated attempts to finish the work. More than 18,000 plots that were allotted by DDA in 2012 are behind their schedule.

Senior DDA officials say they have approached the police seking protection to finish off the project. "In the last two months, we have written to the police department twice. We are now looking forward to holding a meeting with the chairperson of the authority," said a senior DDA official.

DDA to launch mega housing scheme from September 1

NEW DELHI: The sale of forms for Delhi Development Authority's much-awaited mega housing scheme will begin from September 1. It's the DDA's biggest sale so far and involves 25,034 flats, out of which 22,627 are one-bedroom units and around 1,800 two and three-BHK apartments.

Forms can be submitted till October 9 and allottees will be picked through a draw of lots to be announced by October end. TOI was the first to report the details of the scheme on May 29 this year. The flats are being offered in the range of Rs 7 lakh to Rs 1.2 crore across categories.

To apply, one will have to deposit Rs 1 lakh as registration amount which will be returned if the flat is not allotted. The registration amount for EWS flats is Rs 10,000.

One of the highlights of this year's housing scheme, DDA's 44th, will be the huge corpus fund, Rs 360 crore, to take care of maintenance of the flats for the next 30 years. This includes not only civil, but for the first time, electrical maintenance as well. DDA has promised to deliver all the flats by March next year.

The corpus for the maintenance fund will be transferred to RWAs and executive engineers, for use in the next 30 years, officials said.

Another first in this year's housing scheme will be a five-year lock-in period, within which allottees will not be allowed to sell their flats. The decision aims to curb speculative buying of properties. The move meet with some resistance by some authority members, but was cleared by DDA's chief legal advisor.

A proposal to reserve 80% of the properties for Delhiites was turned down during DDA's board of directors' meeting with chairperson Najeeb Jung. However, a few officials said on condition of anonymity that Delhiites may ultimately suffer in comparison to applicants from outside the capital.

One of the clauses forbids Delhiites, who own a plot or a flat measuring more than 67 square metres in the capital, from participating in the housing scheme.

"However, any Delhiite owning property outside the city can participate in the draw. While this clause benefits those without flats, it does so unfairly only at the cost of property owners of the capital," the official said.

DDA officials said 896 flats have been built with green technology. These flats will be available in Rohini, Dwarka, Narela, Jasola and Vasant Kunj.

The authority is also offering for sale 811 old flats which were leftovers from previous housing schemes. DDA vice-chairperson, while announcing the scheme, said that these flats will be provided in "livable condition". "We have renovated the flats. And have depreciated their costs by 1.5% per year since they were first introduced," said Kumar.

Speaking about the issues with the previous housing schemes, in which several promises made to the allottees were not kept, Kumar said, "We've learnt from our mistakes. That's why we've come up with such a huge corpus fund. We've brought our flats to a condition where we can without uncertainty promise to deliver all the units by March 2015."

The authority will make the registration process online to ensure transparency. For payment of the registration amount, the DDA has tied up with 13 banks. Unlike in previous schemes, there will be no file and challan system this time.

At the time of filing applications, no document other than PAN and Aadhar cards is required to be submitted. Only one application form will be accepted per person.

DDA has provided housing to 3.5 lakh people so far.

Bhatti Village: Govt hand doesn't show here

Most girls in Bhatti Village have never been to school. The most educated of them would have studied up to Class V or Class VI while barely a handful have made it past Class XII over the past several years. The village lacks schools and the closest one is 3-4km away, across a highly desolate stretch of road adjoining the Bhatti Wildlife Sanctuary. Frequent cases of harassment, and then the Nirbhaya gang rape in 2012 sealed the future of the village girls. Parents feel education cannot come at the cost of their safety and the village's izzat.

Bhatti Village, located on the Delhi-Haryana border in south Delhi, is only a few kilometres away from the super-affluence of Chhatarpur's farmhouses but lacks basic infrastructure. Other than power, which came to the 600-year-old village in 1970 and has afforded residents a window to the outside world through their old television sets, Bhatti lacks roads, schools, dispensaries, a waste disposal system and even sufficient drinking water.

"Most men in the village are into farming and cattle rearing while some work as labourers and drivers. This year, the crop has failed due to lack of rain and there is a severe shortage of fodder for the livestock. Once the Bhatti forests were taken over by the army's eco-task force, villagers lost access to grazing grounds. Now we are totally dependent on what we manage to grow in the village," said a village elder, Jai Prakash.

Bhatti Khurd, as the village is known locally, started off as a cluster of 5-6 kuchcha huts. Some 100-150 years ago, the first pucca houses came up, and around 7-8 of these still stand, albeit in a dilapidated state. "The first 10-15 families of the village lived in these houses but as the village slowly expanded, they moved out and built concrete houses. These could not be maintained so they were abandoned. Now, many villagers have sold off their lands in nearby areas and are using the money to build bigger and fancier houses," said Vikram Tanwar, a resident. Many villagers who worked in the Bhatti mines before they shut down made enough money to build multi-storey houses. Now, with regular work hard to find, maintaining the huge structures is impos sible, something that shows in the crumbling facades of the older "fancy" houses. The outlying area has become a convenient point for dumping tonnes of construction debris that cannot be disposed of on the Yamuna riverbed. Within the village, waste is picked up once in a couple of weeks while sewage collects in small pits across the village due to lack of sewerage. Mosquito breeding is a yearly problem for residents, especially as any work that is taken up here--like the ongoing laying of drainage-will take months to complete. Dugup paths without a single board marking the usually deep pits are a common sight and people have fallen into them at night.

Dhanne, who married in the village some 20 years ago, married off her two daughters early and has sent her sons away to her sister-in-law's place near Loni. "I could not educate my daugh ters. The girls have to walk unaccompanied to the school and it is extremely unsafe.

I got them married when they were 17 18. The village has no amenities. There are four government tube wells, three of which are running dry. At least once in a month, if not more, they stop working and are not fixed for four to five days. Then we go to a nearby farmhouse to draw water. To go anywhere, even to buy groceries and vegetables, we need to walk 2-3 km. Buses come every 1-2 hours," she said.

Her mother-in-law Rajkali, who has lived in the village for at least 50 years, said she has seen no improvement ever since she arrived. "We have managed to build better houses but the government has not given us anything".

Juvenile kills man from rival gang, held

NEW DELHI: A juvenile has been apprehended for shooting a member of the Neeraj Bawana-Naveen Bali gang seven times along with another man. The juvenile is said to be a member of a rival gang.

On April 28, a man named Ravinder was found dead with multiple bullet injuries, near a drain in Bawana. "A team led by DCP Bhisham Singh and ACP K P S Malhotra apprehended the accused. His identity and age is being verified," said Ashok Chand, additional CP (crime).

Police claimed that the boy confessed to the crime during interrogation and also admitted that he and another minor were told to shoot Ravinder.

Police said the recent trend shows that gangs send juveniles to commit heinous crimes because they get lesser sentences.

More stands, continuous tracks must for cycling

NEW DELHI: With Delhi Development Authority (DDA) planning to start a cycle-sharing scheme in Dwarka, experts say similar projects should be planned in other parts of the city. Though the government had in the past started several projects to promote cycling, not one has been a success.

The erstwhile Municipal Corporation of Delhi (MCD) had spent crores of rupees to decongest SP Mukherjee Marg, outside Old Delhi Railway Station. It had constructed dedicated lanes for non-motorized vehicles and deployed marshals to ensure a smooth flow of traffic in the area. But today, bikes, autos and even cars can be seen plying in the lanes meant for non-motorized vehicles.

The Delhi Integrated Multi-Modal Transit System (DIMTS) constructed dedicated lanes for non-motorised vehicles on the BRT corridor and also set up cycle stands from where people could rent a cycle. But the scheme was a resounding failure. "It failed because it did not provide cycle sub-stations in colonies to facilitate people in renting a cycle from a bus stop and leaving it at the nearest point,'' said Ashok Bhattacharjee, former director of UTTIPEC and urban transport planner.

Experts say there is a need to carefully identify stretches for cycling tracks and develop adequate infrastructure. "These corridors will be successful only when continuous and segregated standardised tracks for cycles are constructed. Also, there should be connectivity between the corridors and residential areas,'' said Bhattacharjee.

DMRC, along with two private firms, had started cycling projects near its stations in Rohini and Delhi University. While the Rohini project was closed due to financial constraints, the DU one is still operational. Jitender Khurana of Green 'O'lution, a firm which runs a cycling project in Delhi University area, says that people want to cycle, especially over short distances. "Some basic infrastructure is required to encourage people to cycle. But the most important thing is providing the facility. There is a need to construct more cycle stands so that people can hire a cycle from one point and leave it at a point which is nearest to his/her destination. In DU, students prefer to cycle,'' said Khurana, who has been running the facility in DU for the past six years.

There is a need to plan a comprehensive cycling scheme for the entire city which should be implemented by civic agencies, say experts.

U-turn under Mahamaya, free ride from Kalindi to Noida

NOIDA: Commuters in the city can look forward to a hassle-free ride from Kalindi Kunj to Sector 94, Noida, with the traffic police opening the U-turn under the Mahamaya flyover on Thursday. The U-turn has been opened on an experimental basis, officials said, and will be made permanent soon.

At SRCC, Jaitley urges students to be on fast track

NEW DELHI: "Our defence preparedness is the best guarantee for peace in the area. Unless we are prepared there will be no peace in India. We have a disturbed neighbourhood," said minister of defence, finance and corporate affairs, Arun Jaitley. He was speaking at a youth meet organized by Shri Ram College of Commerce on Thursday. The minister, who is also an alumnus of the college, was felicitated.

Jaitley rued the fact that things have stagnated for long and said that it's time to have less of state control for the economy to be back on track. "What we started in 1991, I only wish we started a decade or two early to unleash the energy. And the process of unleashing the energy of the country is to allow the people to grow, to conduct businesses and let them decide their own destiny. In the 90s why is that IT as an area grew? The reason was the state had no role. There was no Act from Parliament which regulated the sector, no permission which was required. And that had been the lesson for this country," he said.

"In the last few years we have slowed down as a country. This is a challenge now to pick up once again. A country which has the potential and had been growing at 8% and 9% annually is suddenly down to 5% mode. As a consequence there is less job opportunities, the manufacturing sector has shrunk...our revenue collections go down and thereby our capacity as a state to look after expansion of infrastructure, services of poverty alleviation scheme goes down," added Jaitley.

Stating the telecom revolution as a living success story to change the conventional idea of governance the minister said prior to opening up, telecom was a state monopoly.

Jaitley also said, "If you are able to enter the fast track in the early stage in life then the kind of achievement which you can reach is something which is unthinkable."

Aviation secretary Ashok Lavasa asks AAI to build toilets in girl schools

NEW DELHI: Taking a cue from Prime Minister NarendraModi's I-Day call to make toilets for girls in schools, the aviation ministry has asked Airports Authority of India to take up this cause. Aviation secretary AshokLavasa has asked AAI to build toilets in schools near airports. A senior official said AAI is likely to earmark Rs 30-40 crore for this task.

"Lavasa called a meeting in this regard recently. He has asked AAI to identify schools which do not have toilets for girls and then build the same there. We will be identifying schools nears airports across India," said a senior official.

Delhi to have 'driver verification' facility soon

NEW DELHI: In the next six months or so, you can get the credentials of the driver verified who you want to employ. Delhi traffic police will start a mechanism that will allow "drivers' verification" like that of tenants.

"We have already started recording the offences by each traffic violators electronically and the data base is getting updated. In the next six months we will have good data with details of offences committed by huge number of drivers. We will urge people to get the drivers' credentials checked," special commissioner (traffic) Muktesh Chander said at a national workshop on road safety by World Health Organization (WHO) on Thursday.

He added that the traffic police would look into the option of creating an IT-enabled interface so that people can get the details of their drivers quickly. Chander said this will be very useful for schools and other organisations that hire drivers for carrying more passengers.

This is being seen as a move to shift the focus from "vehicles" to "drivers". Chander said, "All these years we took several initiatives to reduce offences except anything that can hit the livelihood of offending drivers. So, we have recommended to the transport department to suspend the licence or permit of over 16,000 drivers and vehicles," Chander said.

Chander added that he was in favour of having a system where the traffic offenders get negative points for every traffic offence. "I personally feel that licences should be cancelled after the offender accumulates certain number of points rather than charging fines. Then he should be made to follow the rigorous process of applying for a fresh licence after six months' suspension," he said.

In the past eight months, the city traffic police has issued challans or prosecuted at least 25 lakh drivers. This figure is likely to cross 40 lakh by this year end. Chander said there is high probability that nine out of 10 offenders go undetected.

Identity lost, Pilanji a civic mess

NEW DELHI: Behind the bustling Dilli Haat at INA, and in the heart of the planned city centre of New Delhi assembly constituency, exists a very congested cluster of over 230 buildings that is home to some 25,000 people. It's called Pilanji Gaon.

Residents say the village is about 600 years old. It lost its rural identity to land acquisition by the British in 1911 when New Delhi was made the seat of governance. The disintegration of the larger village left this patch on the heart of New Delhi's map.

Today, it is nothing but a scene of urban chaos. The "urbanized" village tag granted to bring civic amenities has only turned Pilanji into a mess of unplanned growth and overcrowded alleys that make it look like a slum. Commercialization is the order here.

Pilanji is the only "village" in New Delhi assembly constituency. For 15 years (1998-2013), then chief minister Sheila Dikshit was the area MLA. Hidden by treelined and wide main roads, Pilanji is out of the government's sight and mind. Parliament is just a few kilometres away yet the authorities haven't given much thought to transforming it into a model urbanized village.

When TOI visited Pilanji before the assembly polls last December, residents complained about broken roads, over? owing drains, inadequate sewerage, water that's not ? t for drinking, and mosquito breeding.

Eight months later, they said none of the problems have been addressed and all those who came to seek votes before the elections in December and April never returned to make a difference.

BJP's Meenakshi Lekhi is the MP from New Delhi parliamentary constituency while Aam Aadmi Party convener and former CM Arvind Kejriwal is the MLA.

In Pilanji, TOI found the buildings rising to at least five floors and the space marked by uninterrupted chaos.

Shops of all shapes and sizes have mushroomed thanks to the ample demand from tenants drawn by low rents in the village.

Above the narrow lanes hangs a mesh of electric wires linking buildings and running dangerously through balconies. The result is lack of natural light and dark alleys.

In this urban maze, the original families of Pilanji are trying hard to keep their culture alive. In one such towering building TOI found a group of senior citizens and youths meeting over hookahs. Traditional charpais lined the space giving it the look of a chaupal.

Hari Chand, 70, pointed at old photographs hung on a wall and chronicling the history of the Gujjar community, the village's original inhabitants. "There were 80 families left here after the disintegration of the original Pilanji at the time of land acquisition in 1911. Today, there are 231 numbered houses," Hari Chand said. He defends the unauthorized development saying the original residents struggled with poverty for decades as there was no work after land acquisition, and later rules linked to cattle brought to an end all avenues for selling milk and milk products.

"Many families now depend on rental income for livelihood. Others have set up shops and some others do odd jobs. The young are studying and going into jobs," Hari Chand added.

The village is covered in filth.

Sri Chand and Khalu Pradhan, both old-timers, point out that the sewerage is old and giving way. The lines that carry water often deliver stinking water mixed with sewage from the leaking pipes due to unplanned growth. The haphazardly drawn electric connections lead to short circuits causing power cuts and blackouts. The complaints are many but a solution is nowhere in sight.

'Use rainwater in big properties’

NEW DELHI: Delhi Jal Board told the high court on Wednesday about the efforts to encourage rainwater harvesting. This includes making it mandatory for properties of 500 sq m or more and raising tariff of violators.

DJB, represented by advocate Sumeet Pushkarna, submitted the "incentives and disincentives" given by it to promote RWH before a bench , which is hearing a plea seeking that RWH be made mandatory for buildings here.

The note was submitted after HC asked if there was a policy for implementing RWH in Delhi. It cited provisions in the Delhi Water and Sewer Tariff and Metering Regulations of 2012 for giving rebate to those who implement RWH and waste-water recycling systems/measures.

Soon motorists will require 'pollution under control' certificate to buy petrol, diesel

NEW DELHI: Soon motorists will have to show 'pollution under control' certificates at petrol pumps to refuel their vehicles with the Delhi government on Wednesday taking an in-principle decision to this effect primarily to check vehicular pollution in the city.

The decision was taken at a high-level meeting chaired by chief secretary S K Srivastava where issues relating to air pollution were discussed in details.

Srivastava said a report by an expert committee to check vehicular pollution had recommended production of the pollution under check certificate (PUC) by motorists which was accepted.

"The recommendation of the expert committee to check pollution has already been accepted," Srivastava told .

Indicating that it may take couple of months to implement the decision, he said Delhi government would first launch a campaign to educate people and other stakeholders about the issue so that people voluntarily abide by the directives.

Facilities are already available at various petrol pumps to carry out pollution level of vehicles and the chief secretary said the government will make further arrangements to enhance required infrastructure.

According to the decision, motorists not having a PUC certificate will not be able to fill their tanks as it will be made mandatory for petrol pumps to check the PUC before selling diesel and petrol.

An expert committee last year had recommended a series of measures including significantly hiking parking fee and other road taxes to encourage people from using public transport.
