NEW DELHI: The Delhi Police paper leak case has been finally cracked as the sleuths of the crime branch finally managed to reach to the "source" of the leak.

While TOI was the first to report every development in the case, the Tuesday's breakthrough is also being exclusively reported by TOI.

While officials remained tightlipped about details of arrests in the wake of a press conference scheduled on Monday noon, sources told TOI that making the 27th and 28th — the final arrests in the case, the crime team has finally arrested one Amar from Jaunpur and Gorakhnath from Bihar who had originally leaked the paper from the printing press the owners of which have already been arrested.

The police have termed the rackets as a "large network of inter-state crooks" with contacts in several departments under the home ministry, central and state governments and have been leaking papers of different exams. They are also operating in close association with the masterminds of the Vyampam scam.

"We have managed to break every link in the chain and a team led by additional commissioner Ashok Chand and comprising DCP Bhisham Singh and ACP KPS Malhotra has busted the entire module after extensive investigations of over four months," joint commissioner of police Ravindra Yadav told TOI without elaborating on the details.

In total, 28 people including the chief controller of North Central Railway, Agra zone, a suspended railway engineer and a human rights activist apart from several others have been arrested so far. TOI had exclusively reported these breakthroughs.

The chief controller, Dinesh Kapil, had allegedly leaked the 2011 LIC paper also. Rajiv, the suspended engineer, used to impersonate candidates in the exam hall. He was suspended after his sister's fiance told police that he (Rajiv) had written his exam. The rights activist, Sube Singh Bhukkal, ran an NGO named International Human Rights Security Association and allegedly gathered candidates for the syndicate.

Top IAS officer trumps rival to be re-elected Gymkhana boss

NEW DELHI : Road transport secretary Vijay Chhibber was re-elected as the president of elite Gymkhana Club on Sunday for the second consecutive year defeating his rival Mohan Das Menon, a former IPS officer, by 527 votes.

The results were declared late Sunday night. Though the club has a convention of the president once elected is re-elected "unopposed" for the second year, this time polling happened as Menon joined the fray.

Both Chhibber and Menon are alumni of St Stephen's College.

"The members have responded in a mature manner to uphold the tradition and convention of our club. Our's is a conservative club and each member values and cherishes the articles that are the guiding principles which govern the club management. Conventions were sought to be broken and majority of members have given a befitting a reply with their overwhelming support," Chhibber said.

Just like last year, the "gentlemen's club" saw smear campaigns and a "lot of misinformation" was spread. This is perhaps for the first time a social media (youtube) was used for campaign.

Some of the members TOI spoke to said that they hope future elections in the club won't be fought "ugly".

Soumya Vishwanathan case accused gets 3-year jail for escape bid

NEW DELHI: The main accused in the murder of journalist Soumya Vishwanathan has been sentenced to three years imprisonment by a trial court in a separate case of trying to escape from custody by throwing chilli powder on cops. Metropolitan magistrate Ashok Kumar awarded the jail term to Ravi Kapoor in a 2009 case for trying to run away from Safdarjung Hospital where he was taken for an X-ray.

Delhi Police official shifted for misbehaving with sportsman

NEW DELHI: An official of Delhi Police has been shifted to police lines for allegedly misbehaving with a disabled sportsman who was on his way to South Korea to attend an international meet.

The incident took place last week when Pradeep Raj, an international athlete with disability, approached an immigration counter of Delhi's IGI airport meant for disabled people.

Upon checking his medical certificate, the immigration official, a sub-inspector with Delhi Police, was not satisfied with it and wanted to know what his specific disability was and allegedly humiliated him.

Raj, a recipient of a national youth award from President Pranab Mukherjee and general secretary of the Association for Disabled People, is handicapped.

The para-Olympic table tennis player has alleged that the police official humiliated him and did not honour his medical certificate.

Upon his return from South Korea, Raj complained to Union Home Ministry who initiated an enquiry.

Pending the completion of the enquiry, the sub-inspector of Delhi Police, who was on deputation to the Immigration department, has been sent to police lines and disciplinary action was being contemplated against him, a senior official said.

CISF stops Metro train to recover Rs 1.6 lakh

NEW DELHI: A bag containing Rs 1.60 lakh cash was returned to a commuter after CISF personnel halted a running Metro train to nab the man who had stolen it and scampered off.

The incident occurred on Saturday afternoon at the Noida City Metro station after Madhya Pradesh resident R K Tiwari informed CISF personnel that someone has picked up his bag containing the said cash from the X-ray baggage screening machine while he was being frisked.

The Central Industrial Security Force (CISF) immediately checked the CCTV control room of Delhi Metro and found a person taking the bag with him and quickly boarding the train.

The train was identified, a senior CISF officer said, and its driver was %contacted over the wireless system to stop the locomotive, after which the suspect was apprehended.

Later, the bag containing Rs 1.6 lakh was returned to Tiwari and the suspect identified as Jaspal was handed over to Noida police, the officer said. The accused is a resident of Tagore Garden in west Delhi.

Similarly, a theft of a mobile phone was also solved by CISF personnel with the help of CCTV footage, at the same station few days back.

DUSU promises access to grounds within 3 months

NEW DELHI: The Delhi University Students' Union (DUSU) has assured that the students will be able use the sports facilities within three months. DUSU president Mohit Nagar said that the union would initiate a series of discussions with the university administration on the issue, urging it not to let the stadium and other facilities go waste.

The Akhil Bharatiya Vidyarthi Parishad (AVBP), which bagged all the four central posts of the DUSU in the recently held elections, had promised its manifesto that it would take up the matter with the DU authorities in case it won the polls.

"After we fought for scrapping of the four-year-undergraduate programme (FYUP) , we are now ready for another battle. The sports facilities belong to the students and they must be allowed to use the same. The university collects sports fee from each student, so it cannot deny them access to these facilities," said Nagar.

Nagar said that the DUSU would submit a memorandum to the authorities, including vice-chancellor Dinesh Singh and the chairman of Delhi University sports council.

"If the university does not accepts our demand, we will stage demonstrations and go on an strike."

ASI to begin revamp of Diwan-i-Khas

NEW DELHI: The Archaeological Survey of India will from Monday start conservation work on the 17th century Diwan-i-Khas monument inside the Red Fort after a portion of the roof of the Mughal-period hall "sagged". Allaying apprehensions, the ASI Delhi Circle, however, said there was nothing "alarming" and it was a "routine" conservation exercise.

"The Diwan-i-Khas has been standing for over three centuries and the roof was built in a multi-layered fashion with wood layering at the bottom. And, over time, the wood has aged and must have given way or rotten, because of which the portion of the roof had sagged," Superintending Archaeologist of ASI Delhi Circle, Vasant Swarankar said.

"We are starting the conservation work from Monday. I have already issued orders for it," he said. Rejecting a media report about the "dangerous condition" of the hall, Swarankar said, "There is nothing to worry about unlike what the report claims."

The Diwan-i-Khas with openings of engrailed arches on its sides consists of a rectangular central chamber surrounded by aisles of arches rising from piers and is one of the central points of attraction in the complex of the World Heritage site. pti

According to ASI Delhi, the entry to the hall was restricted to the public in the beginning of the current year only, after "we had found visitors vandalising the artwork".

"The sagging was reported a couple of years ago only but the due process of conservation takes time as a lot of preparation has to precede the actual conservation work," Swarankar said.

"So, the moment we identified the reason for the sagging, we realised we had to replace the wood. So, we sent the wood sample from the Hall to Forest Research Institute (FRI) in Dehradun to find its make. Meanwhile, we worked on its old drawings and collected documentations to lay out a road map for the conservation. It takes time," he said.

The famed hall, a testimony to the iconic Mughal architecture, once had the legendary Peacock Throne and silver work on its ceiling.

"Over the marble pedestal in its centre stood the famous Peacock Throne which was taken away by dictator Nadir Shah in 1739. The ceiling had silver work which were also destroyed by him. The British later replaced it with wooden ceiling with a copper layering and redid the floral designs," he added.

Builder told to pay Rs 20 lakh

NEW DELHI: A consumer forum has directed a Delhi-based construction firm to pay around Rs 20 lakh to a man for not delivering him a plot, saying the company engaged in "unfair trade practice".

The New Delhi District Consumer Disputes Redressal Forum, presided by C K Chaturvedi, asked Taneja Developers and Infrastructure Ltd to pay Rs 19.5 lakh to Nirmal Singh and held that the evidence filed by the firm was false and fabricated.

"... It appears that the opposite party (firm) acted as collection agent to collect the money from various consumers without any approval or construction activities or development at site which act clearly falls under... unfair trade practice, which deliberately pretended to sell plot through provisional allotment printed performas and misled the consumer as well as forum too," the forum's bench, also comprising its members S R Chaudhary and Ritu Garodia, said.

The forum also said it was very much transparent from the activities of the firm and its officials that they adopted the delaying tactics for not delivering the plot to Singh, despite several requests and correspondence exchanged between them, but all efforts were in vain.

"OP is directed to refund Rs 17 lakh... and we also award Rs two lakh as compensation for harassment and Rs 50,000 as litigation charges," it said.

Singh had told the forum that he had booked a commercial space at Mohali in Punjab in provisional allotment with the firm in 2008 and had paid Rs 17 lakh for 204 sq. yd. and was supposed to get the possession within 12 months.

The company did not develop the proposed site and on April 6, 2010, Singh received a letter regarding allotment of a plot, whose size was reduced from the size promised in the application.

Further, the firm also raised a financial demand for allotment of the plot. Aggrieved by this, Singh filed the complaint before the forum.

The firm, however, had denied the allegation made against it.

30% rise in dengue cases in Delhi in a week

NEW DELHI: The total number of dengue cases in the national capital this year has reached near 100, with an increase of 30 per cent in the last week alone.

A total of 98 cases had been reported in Delhi till September 27, while the figure stood at 75 till September 20, according to a report released by South Delhi Municipal Corporation.

While figures for various corporations in Delhi are — 18 (north corporation), 39 (south corporation) and 13 (east corporation), 15 cases were reported from regions in Delhi outside the jurisdiction of the three municipal corporations and 13 from neighbouring states, the report said.

Over 5,500 dengue cases and six deaths were registered in the national capital last year, according to SDMC, which compiles report for vector-borne diseases in the city.

According to a recent report released by North Delhi Municipal Corporation, dengue mosquitoes have been found breeding at various institutions this year, including six cases reported at Lok Nayak Jaiprakash Hospital and three at the headquarters of North Delhi Municipal Corporation itself.

DDA, Delhi Technical University and DTC depot are among several institutions in the national capital to be penalized for failing to check breeding of dengue mosquitoes on their premises.

Delhi had witnessed a large number of dengue cases in 2010, with over 6,200 cases. In 2009, 1,153 cases were registered, over 1,300 cases in 2008, 1,131 cases in 2011 and 2,093 cases in 2012.

The decline in the number of cases this year has been attributed to delayed rain and preventive drive undertaken by the civic bodies much before the onset of monsoon.

Civic bodies are continuing with preventive measures like fumigation, checking of breeding areas and awareness campaigns to control dengue menace.

According to the report, 1,33,728 households were found positive for mosquito breeding, while legal notices were served to over 97,340 for mosquitogenic conditions.

Over 10,152 prosecutions were also launched during the same period.

Meanwhile, 53 cases of malaria have also been recorded in the city till September 27, with 22 of them being reported in September alone, according to the report.

Main road in Khirki Extension is a dump

Press Enclave Road is full of incongruities. Hospitals are surrounded by garbage dumps, debris chokes the green belt, and across the road from the glitzy malls lies the unauthorized colony of Khirki Extension behind a massive mound of debris and waste.

Where expensive cars and hip youngsters crowd the south side of the road, the north is heavily encroached, and the entry to the unauthorized colony lies through a space constricted by a bus stop and illegal parking. To get to it from the main road, one needs to clamber over a broken wall, wade through debris and arrive at a kuchcha road that leads into the colony.

The public works depart ment, in-charge of maintaining the road, claims it regularly removes the debris and has told traffic police to watch out for people dumping waste there. A member of the international artists' association, Khoj, that is located in Khirki Extension says beautification will make no difference to the colony until residents treat the whole area responsibly.

"The main road was repaired after years in February but has again become a mess. There is encroachment in the park outside Khirki Extension but no alternatives have been provided. People do not care about public space and children have no space to play here.Most open spaces have been encroached upon," she said.

MLA Somnath Bharti says Khirki mushroomed in a haphazard way. "Jamunwala Park — which is buried under debris--is set to be cleaned. DDA has been asked to take up the project to revive the park which is designated a `green area' in the master plan. The debris has to be removed by PWD while the municipal corporation is in charge of sanitation and should stop unauthorized construction," he said.

Khirki Extension and Khirki Village are with different municipal councillors. Congress councillor Neetu Kochar says the roads are in a bad state because sewer work is on. "Residents throw debris and waste on the road," she said.

BJP councillor Meenu said, "Since this is an unauthorized colony, it is very difficult to get sanitation staff for cleaning the area. Some work is taking place but it is not satisfactory. I have written to the corporation for more workers".

A biopic on me would be boring: Abhinav Bindra

After clinching two bronze medals for India at the Asian Games 2014, shooting ace Abhinav Bindra arrived in Delhi in the wee hours on Friday. His father, Dr AS Bindra, some close shooter friends and one official representative from the National Rifle Association of India came to receive him at the airport, and there wasn't much of a hustle of either mediapersons or people from the shooting fraternity to welcome the sportsman.While leaving the airport, an exhausted Abhinav said, "It's 2 in the morning and I'm too tired. I need some rest."

Abhinav, who bid adieu to the Asian Games after winning the two bronze medals in men's 10m Air Rifle event, said, "Twenty years in shooting has been a phenomenal experience. It has been a memorable journey and it is good see so many young Indian shooters performing so well. Indian shooting has been delivering so many successes and I'm sure it will continue in the future too."

Asked about his recent tweet, where he said he would pursue shooting as a hobby , Abhinav replied, "Now I will be a hobby shooter, I will train twice a week. I will compete at the trials and will go for competitions."

Abhinav , who turned 32 today, had no plans for a celebration. He told us, "There is nothing special happening on my birthday .I would just like to be with my family at home." There has been buzz about his autobiography being made into a biopic, but Abhinav seems to think that his life wouldn't make for good cinema. " A biopic on me will be so boring... and I'm sure no one can play me."

Delhi Metro ranked 2nd among 18 international metro systems

NEW DELHI: Delhi Metro has been ranked second among 18 international Metro systems in terms of overall customer satisfaction in an online customer survey.

According to a DMRC official, in the survey conducted among the commuters of those Metro systems by Global Metro Benchmarking Groups 'NOVA' and 'CoMET', Delhi Metro along with London DLR and Bangkok were the best three performers in the 'Net Promoters Score' (NPS) category.

Under this category the survey analysed the likelihood of customers recommending the service to others on the basis of their satisfaction.

More than 41,000 respondents gave their feedback worldwide in this survey conducted online through the websites and social media links of 18 major Metros of the world from April 28th to May 25th earlier this year. The Metro systems that participated in this survey apart from Delhi Metro were Hong Kong MTR, London Underground, Metro De Madrid, Paris RATP, Metro De Sandiago, Singapore SMRT, Barcelona TMB, Brussels STIB, Bangkok BMCL, London DLR, Istanbul Ulasim, Kualalumpur Rapid PL, Metropolitano De Lisboa, Montreal STM, Newcastle Nexus, Metro Rio and Toronto TTC.

The NPS is calculated by the percentage of promoters minus the percentage of detractors (P-D = NPS).

When asked to list out the three top priority areas, the respondents from Delhi along with 17 other Metros listed as 'availability' as the most important requirement. Only New Castle and Hong Kong selected 'Reliability' as their most important area.

"Delhi Metro commuters rated reliability and crowding as the other two important priority areas," the official said.

The survey was conducted as per the 'European Norm 13816' and the areas covered were availability, accessibility, ease of use, information prior to travel, information during travel, reliability, customer care, comfort, crowding, and security.

DMRC is a member of the NOVA group of Metros which is a benchmarking community comprising of 17 metro systems (small and medium size metros) from around the world.

It provides a platform to share experiences, ideas and good practices followed by member Metro systems across the world. It also helps in evaluating the performance of Metro systems by studying their key performance indicators. The forum is co-ordinated by the Rail Transport Strategic Centre (RTSC) of Imperial College, London.

This year, DMRC hosted the NOVA Phase-17 Management Meeting in New Delhi from September 24-26. The meeting was attended by 11 NOVA member Metros including DMRC and two Indian observers' Metros (Bangalore Metro and Chennai Metro).

DMRC will be elevated to CoMET (Community of Metros) Group of Metros. The CoMET is a group of 16 of the world's largest Metros. To qualify for becoming a member of CoMET, the average ridership should be above 20 lakh and the city should be the primary city of country.

Delhi Metro halted, stolen Rs 1.60 lakh recovered

NEW DELHI: Prompt action by CISF personnel in halting a Delhi Metro train helped a businessman get back his stolen Rs 160,000 and in nabbing the culprit, an official said on Sunday.

An alert was sounded at 3.11pm Saturday at the Noida City Centre Metro station on Delhi Metro's Noida-Dwarka line as soon as RK Tiwari, 40, of Satna in Madhya Pradesh informed a Central Industrial Security Force (CISF) sub-inspector that his bag was missing from the baggage screening machine.

Tiwari told the official that his bag, containing Rs 160,000 in cash, passed through a baggage X-ray machine but did not appear on the output roller.

"The sub-inspector informed the CISF control room where the CCTV footage was verified and a man picking up the bag identified," CISF spokesman Hemendra Singh said.

"As the man had boarded a Metro train, we asked the driver to stop. Accused Jaspal was apprehended and handed over to Noida Police. The bag with the money was recovered from his possession," Singh said.

Man arrested for killing live-in partner in Delhi

NEW DELHI: A 32-year-old man has been arrested for allegedly killing his live-in partner after he was fed up with her increasing financial demands.

According to the police, the accused Pankaj Kumar Vishwakarma allegedly killed 30-year-old Seema, with whom he had been staying in a rented accommodation in Devli area, on September 15 following a quarrel.

Seema was found murdered inside her room on September 17 when some locals noticed a foul smell emanating from there, they said.

"After the incident, Pankaj, a native of Allahabad, was on the run. Police launched an intensive hunt to locate him. Several raids were also conducted at his possible hideouts in Allahabad and nearby areas to trace him out," a senior police official said.

Acting on a tip-off, police arrested Pankaj from Munirka area yesterday.

"During interrogation, Pankaj told police that he met her in Mumbai 4-5 years back and was living with her. She was very demanding in terms of her financial needs. He was a casual worker at a welding shop and his monthly salary was very low. With his limited source of income, it was becoming very difficult to maintain the relationship as her demands were increasing," the official said.

"Her short temper and quarrelsome nature further complicated this relationship. So, he decided to eliminate her," he added.

DERC may not alter tariff rules till next fiscal

NEW DELHI: Instead of framing new multi-year tariff regulations for the next fiscal 2015-16, Delhi Electricity Regulatory Commission (DERC) has proposed extending the existing regulations, which were enforced in 2012-13, by another year. The multi-year tariff (MYT) regulations provide the basic framework and principles for tariff determination. A public hearing for this has been fixed for September 30, which will be attended by experts of the power sector, generation and distribution companies.

The last MYT regulations were for the period 2007-2011, but this was also extended till March 31, 2012. "In 2012, new regulations for multi-year tariff fixation w ere framed which was intended for the period 2012-2015. These regulations were supposed to be till March 31, 2015, but we have proposed to extend it till 2016. In this manner, the present regulations can cover tariffs for 2015-16 as well," said a senior DERC official.

Claiming that framing MYT regulations was a time-consuming process, officials said that the focus was to get started on the process for next year's tariff at the earliest. The process usually starts by end of the year when discoms submit their average revenue requirement petitions .

The MYT regulations lay down guidelines for tariff petitions, including clauses like O&M expenses, true up costs, etc. "The regulations are guidelines which discoms have to follow when they submit their tariff petitions asking for a revision. The Act specifies that MYT regulations can be for a period up to five years, after which state commissions are expected to frame new regulations," said an official.

PWD Swachh drive to prune trees for more visible signage

NEW DELHI: Starting from October 2 and spanning over three weeks, the public works department will take up several projects to clean up the city. Under prime minister Narendra Modi's initiative Swachh Bharat Abhiyan, the agency will focus largely on pruning the green cover on its network of 1,200km of roads.

Arun Baroka, secretary, PWD said that pruning of trees on the central verges and islands will be undertaken to improve visibility of streetlights and signage. "PWD will also remove posters, banners and illegal hoardings from PWD roads. The horticulture department has been directed to improve the green cover below 70 flyovers. The agency will also be removing debris from roads, footpaths and kerbs," he said.

The agency will also be cleaning streetlight poles and fittings and ensure that lights are operational. The other major project that PWD will work upon is the repair work of drains and replacement of manhole covers.

Meanwhile, the labour department has asked all district officers to draw up a plan for carrying out cleanliness drives in their respective areas. "All trade unions will be also be involved in the cleanliness drive. The labour commissioner will be meeting trade unions and RWAs of labour colonies in Shahdara, Okhla, Karampura and Ashok Vihar," said a source.

HC seeks response from zoo on safety

NEW DELHI: Expressing concern over the incident of a tiger mauling to death a visitor in Delhi zoo, the high court on Friday asked for a response from the city zoo and Central Zoo Authority. HC was hearing a PIL seeking directions to these agencies to ensure safety of zoo visitors. A bench of Chief Justice G Rohini and Justice Rajiv Sahai Endlaw issued notice to the director of Delhi zoo, CZA and Delhi Police commissioner and sought their reply by October 29. Petitioner Avadh Kaushik was advised to involve tiger conservationist Valmik Thapar for his suggestions in the matter. Kaushik alleged criminal negligence on the part of the zoo.

"Maqsood was sitting in front of the tiger for about 15 minutes but nobody from the Zoo Authority came to rescue him and ultimately, the Tiger being a Tiger, attacked him and mauled him to death. It is a classic case of criminal negligence and it could be very well assessed as to who is responsible for the incident but the police have registered a case of death by negligence against some unknown persons and it is feared that like many other cases, this too would be closed without ensuring any action and steps for avoiding such incidents in future," the PIL says.

Kaushik says such incidents reveal "how unsafe the visitors are", adding that the guidelines prescribed by Central Zoo Authority are not being followed by the National Zoological Park.

IIPM barred from offering MBA, BBA

NEW DELHI: In a major blow to Arindam Chaudhuri and the Indian Institute of Planning and Management, Delhi high court on Friday restrained them from offering MBA, BBA courses or advertising as a management and business school. Chief Justice G Rohini and Justice Rajiv Sahai Endlaw also slapped a cost of Rs 25,000 on IIPM for misleading students by claiming to be a B-school even though it is not recognized by any statutory body including AICTE.

"IIPM admittedly does not have AICTE approval. It is thus not entitled to run a BBA or MBA course or to advertise itself as conducting any course or programme in management or to advertise itself as a management school or a business school or a B-school. We order accordingly," the court noted in its verdict, given on a PIL.

Indicting the institute for "misleading" students and the general public HC issued a series of directions for IIPM. "IIPM and its management or officials including its dean Arindam Chaudhuri are restrained with immediate effect from using the word "MBA, BBA, management course, management school, business school or B-school" in relation to the courses or programmes being conducted by them or in relation to the representations if any made to the public," the court said.

It also ordered Chaudhuri to prominently display on IIPM website that they are not recognized by any statutory body or authority. Further the court said IIPM must come clean on exact status of the foreign university, institution and/or its degree or certificate in the country of its origin, for whose degree or certificate the students are enrolling.

In his PIL petitioner B Mahesh Sharma highlighted how the central government, UGC and AICTE failed to check IIPM from fraudulently using "MBA/BBA" in relation to courses offered by it. Sharma complained Chadhuri and IIPM are "misleading, cheating and exploiting students attracted to the said Institute under the belief that they will acquire the qualification of MBA/BBA" even though it had no recognition. The petitioner said IIPM is neither a university within UGC norms nor is it a deemed university.

Gymkhana president faces poll in second year

NEW DELHI: In a break from convention, the capital's elite Gymkhana Club will see a contest for incumbent president Vijay Chhibber who will not be unanimously re-elected in his second year as is the norm.Chibber, the road transport secretary, has been challenged by retired IPS officer Mohan Das Menon. The polling is scheduled for Sunday.

Many of the club members TOI spoke to seemed unhappy with the election this year since the club is breaking its convention. "Though election for president is held every year, the convention is that the president once elected is re-elected unopposed for the second year. But this time there is a contest," lamented a member.

Others said this year too there is mudslinging between the rival camps, which is "unfortunate". "I strongly feel that we should have respected the convention. But even if there is a contest, we all must behave like gentlemen and should not accuse each other," said B L Vohra, a former IPS officer, who had contested last year for president's post.

In the video that was launched only three days back, Menon is seen seeking votes on his "campaign for change".

Last year, the club witnessed a bitter four-cornered contest, including a woman candidate for the first time in its history.

Delhi zoo: CCTVs stuck in litigation

NEW DELHI: Delhi zoo, which has received a lot of flak from people for not having adequate safety measures, is also facing a bizarre problem with CCTVs.

The National Zoological Park had, in 2009, floated tenders for installing CCTVs, especially in popular enclosures like those of lions, elephants, tigers, etc. However, the company given the contract filed a case against the zoo for non-payment of dues.

Zoo officials said the company was providing sub-standard equipment which led to a disagreement. The Saket court reportedly ordered a stay on the case in 2010 and new tenders have not been floated since.

Had CCTVs been installed, the investigation of Maqsood's death in the white tiger's enclosure would have been far simpler. "We could determined whether he fell or jumped. The zoo staff's reaction to the situation would also have been recorded on camera," said a zoo official. "We don't know what to do. The zoo can call for new tenders only once the matter is closed. Till then, we have to make do," said Riaz Khan (curator) Delhi zoo.

It's a dirty picture outside 2 hospitals

NEW DELHI: The dhalao outside Saket City Hospital, which is located at the crossing on Press Enclave Road, has become a major cause of concern for both the hospital and the area's residents. Overflowing waste bins kept outside the hospital not only create insanitary conditions but also result in a traffic bottleneck. But the South Delhi Municipal Corporation, which has started a special drive to keep Delhi clean, isn't bothered.

There are three dhalaos on Press Enclave Road, and two are located near hospitals--Max Healthcare and Saket City Hospital. Visitors to Saket City Hospital often miss its main entry as it is located right after the crossing, and due to the waste on the main road, vehicles have to drive on the right side of the carriageway .

But the chief worry for the hospital authorities is the insanitary conditions."It is not only an eyesore but also reflects poorly on India as we get a lot of inter national patients. They assume that if this is the condition outside the hospital, our services will be shabby too. With waste lying on the main road, patients find it difficult to walk," said Dr Garima Singh, CEO, Saket City Hospital.

Dhalaos near Max Healthcare and Press Enclave Colony are also in a pathetic condition. Similarly, the main entrance to Khirki Extension, opposite Select Citywalk Mall, has turned into a dumping site.

Max Hospital in a statement said, "The garbage bin near Max Super Speciality Hospital, Saket is indeed an obstruction and inconveniences pedestrians. Also, the overflowing garbage is a potential source of infection".

South Corporation says the dhalaos are cleaned reg ularly but residents differ."How can so much waste collect if they are cleaned regularly?'' said PK Sharma, who lives in Khirki Extension.

Area councillor Anita Choudhary claims she has written to officials about relocating the dhalaos on this stretch, but there has been no response. Choudhary claims the dhalao outside Saket City Hospital is illegal."I have asked corporation officials to relocate the dhalao outside Press Enclave Colony . Waste bins installed outside Saket City Hospital have to be removed,'' said the Congress councillor.

BJP-led South Corporation claims there is no proposal to shift the dhalaos."We have not received any proposal from the councillor. If we get a proposal, we will quickly relocate them as there should be no dhalao near hospitals. I'll direct officials to clean the dhalaos immediately ,'' said Shailender Singh Monty , BJP councillor and chairman of South zone's ward committee.

Owner's son rapes 3-year-old in Delhi playschool

NEW DELHI: In yet another incident of child abuse reported from a playschool, a three-year-old girl was sexually assaulted inside her school premises in Hari Nagar area of west Delhi.

This is the second case of child abuse to be reported from the national capital in as many days. On Thursday, it was reported that a two-and-a-half-year-old child was being repeatedly sexually abused at a playschool in Rohini.

"The accused in this case is the playschool owner's son and has been arrested," police said on Friday.

The incident came to fore after the girl refused to go to school today and complained of pain in her private parts.

Her parents took her to the hospital, where doctors after medical examination confirmed sexual assault.

The girl was counselled by her parents and some NGO officials during which she told about the misbehaviour of the owner's son.

The child was taken to the school where she identified the accused after which he was apprehended and placed under arrest.

The accused allegedly lured the victim on pretext of giving chocolates and then abused her in vacant rooms.

The police have booked the accused — name not disclosed yet — under sections of rape and protection of children from sexual offences Act.

An FIR has been registered at the local police station.

The accused was produced before the magistrate and has been sent to judicial custody for 14 days at Tihar jail.

The cops are further investigating to ascertain if the accused had abused other children of the school as well.

The police are quizzing other school staff to ascertain if their conduct was negligent as well.

The victim is being provided with medical and other help.

Pragati Maidan gets armed CISF security cover

NEW DELHI: An armed squad of about 100 CISF commandos has taken over the security of Pragati Maidan, the sprawling exhibition facility in the heart of the national capital, in order to thwart possible threats to the facility and lakhs of people visiting it.

The Central Industrial Security Force has deployed its troops to not only secure the entry and exit routes of the facility but has also put in a vehicle-borne quick reaction team to respond to any terror-like threat swiftly.

This is the first time that the venue, guarded till now by private guards of the India Trade Promotion Organisation (ITPO), has got a specialised armed security cover.

"The CISF has taken over the security duties at Pragati Maidan and has deployed close to 100 personnel. More personnel will soon be inducted once some required logistics are in place," a senior officer said.

Pragati Maidan hosts a number of national and international fairs and exhibitions like trade fair, book fair, auto expo, security expo, defence expo and numerous such events in various sectors.

A proposal to bring the complex under a special security cover of a trained paramilitary force like CISF was mooted in by the ITPO last year after which the Union home ministry gave its final nod.

ITPO is country's premier trade promotion agency under the ministry of commerce and industry. It is tasked with showcasing excellence achieved by the country in diverse fields, especially trade and commerce through exhibitions and fairs.

The CISF has been tasked with securing the activities of the 124-acre campus on a 24X7 basis, which offers about 61,290 sq metres of covered exhibition space in 16 halls, besides 10,000 sq metres of open display area.

ITPO chief and CMD Rita Menon had earlier said security was needed in view of vulnerability of the venue to any probable trouble situation.

"The security of exhibitors, buyers and visitors is of paramount importance for us and we require a disciplined mechanism to secure the premises from threat of any kind," Menon had said.

The Pragati Maidan complex witnesses huge rush of visitors during popular exhibitions and display stalls on a variety of businesses are a regular feature at the campus virtually round the year.

Sources said a terror vulnerability profile of the facility had been carried out by experts and paramilitary officials earlier after which the CISF was tasked for the job.

The ITPO has also earmarked designated spots for placing security gadgets of the CISF like X-ray baggage scanners, metal detectors and barracks for paramilitary personnel.

Lack of funds mar entertainment quotient of Delhi's Durga Pujas

Durga Puja is round the corner, and this year, Puja organizers of Delhi-NCR are trying their best to arrange for entertainment for the attendees with a new variety of cultural shows and upcoming talents from Kolkata. At every Durga Puja, the main attraction has always been the cultural shows, which seem to have lost their charm in the past few years, with not too many well-known artistes, be it from Bollywood or Tollywood, having performed at the pandals in the city.

Promoting upcoming talents this year

Chirodeep Chakraborty, cultural secretary, K Block, CR Park Durga Puja Committee, admits, "Yes there has been a drastic change in the cultural shows at pandals in the city. Earlier, there was a dearth of fresh talent, and so we would only invite Bollywood artistes to perform at the Pujas. Now, with so many reality shows, newcomers are getting the opportunity to showcase their talents before the audience through private shows and cultural performances. So, the demand is more for upcoming artistes who will be seen performing this year at various pandals in the city."

So does that mean Delhi's Puja organizers lack the funds and sponsorship for popular artistes?

Chirodeep stresses, "Of course, funds have always been a major issue. The Puja goes on for five days and incurs a huge cost, we need to manage the funds and spend in a sensible manner. For instance, if we intend to invite a Bollywood artiste to perform, it would roughly cost us Rs 12 to Rs 15 lakhs. We'll also need to provide him with a business class flight ticket and five-star hotel accommodation, and if he is travelling with his own band, then we also need to provide them with the same facility. At the end of the day, it turns out to be too expensive a package. Instead, we felt that it was high time that we need to promote our new upcoming talents and give them the platform to perform during the puja. But doing this it gives us two benefits, one that the price of a new artist who is not that well known cost you between Rs 25000 to Rs 50,000 whereas a Bollywood artist rates start from Rs8 lakhs to Rs 15 lakhs. Secondly, it is easy to control the crowd at the venue while a new artist is performing as compared to a Bollywood artist where we need to hire bouncers and also take extra security and safety measure. In the past we have experienced several incidents like stone pelting, crowd breaking the barricade and so on whenever a renowned Bollywood artist would perform at the pandal. Hence keeping all this in mind we would prefer to have a safe puja."

It's difficult to decide whom to invite and whom to not

Subir Dutta, general secretary, CR Park K Block adds, "In older days, the functions that would be organized at the puja pandal would include mostly the local artist. It has only become a trend since past few years that we have been roping in Bollywood singers and celebrities from Tollywood to perform at Durga puja Pandals. Nowadays even a well known Tollywood singer and artist from Kolkata have become costly. Well known Kolkata artist like Usha Uthup, Nachiketa, Lopamudra are charging very high and most of them will be busy performing either in Kolkata, Mumbai or abroad. It has become really difficult to choose whom to invite and whom to not. This year, we have decided to invite Sanjay Mandal, reality TV show singers Doel Goswami, Madhumita and a local Delhi band and Dance group to perform at the pandal."

Time restriction has left us with no choice but to go for low budget artist

Debashish Saha, chairman, organizing committee, Safdarjung Enclave Durga Puja Samiti, shares, " No Bollywood artists or well known Kolkata singers will be performing during the puja this year. The pandals are more focusing on local artist performance due to time restriction. Getting a Bollywood artists to perform during puja has become very costly. Now even a Kolkata artist charges nothing less than 2 lakhs for just one and half hours performance. It is sheer waste of money to get highly priced artist to perform only for one an half hour. At the end of the day there is no value for money."

Celebrity artist booked for shows abroad

Malay Dutta, promoter and owner of a well known artist management company from Kolkata tells us, " Sadly, it has been over two to three years that Delhi puja has gone down in terms of organizing cultural shows. Reason, the Delhi pandal organizer are lacking funds and sponsorship due to which they are not able to invite renowned artist to perform during puja. On the other hand, there has been a sudden demand of Bollywood singers and Tollywood singers to perform during Puja time abroad for which many artists have already been booked in advance to do shows in places like US and UK. People staying in abroad who are organizing Durga puja have no hesitation to pay even 10 to 15 lakhs to a well known artist so why wouldn't the artist go abroad and perform there. In Delhi this year the artist who will perform are not that well known except two well known singers from Kolkata like Rupankar Bagchi and Srikanto Acharya who will be performing at Dwarka, Aram Bagh, Noida and Gurgaon till Navami and later would leave for US on Navami night after their shows. Earlier, the Sushant Lokh pandal in Gurgaon were known to bring in well known Bollywood artist to perform however this year they haven't shown much interest."

Why would someone waste huge money inviting well known artist

"It is a fact that many of the Durga puja committees who organize cultural shows have very limited budget and they have to be managed accordingly. So why would someone waste inviting a well known Bollywood artist and pay him Rs 12lakhs to perform only for one an half hour whereas you can get a at least three to four Kolkata artist to perform in a limited budget," adds Retd Lt Gen M K Ghosh, organizer of Durga Puja Samiti at Palam Vihar in Gurgaon.

Focus on performance by local residents at cultural shows

Sumit Chakraborty, pandal and murti secretary, Durga samiti at sector 25 Noida reveals, " We have been tired of watching the performances of professional artists from Bollywood and Kolkata during the puja who have visited our pandal in the past few years. It was high time to bring in a new change and add some fun element to the cultural segment that will hosted during the five days of Puja this year. Finally, we decided that we shall not invite any artists from bollywood and Tollywood and would rather focus on showcasing the performances by our local residents who stay in the area. We want that the local residents who have been part of the Durga puja for last 22 years should be given the chance and opportunity to also perform at the cultural event. The new idea has been well accepted by all. The participants will include the baudis(Bhabhis) and children of the society who will perform skits, dance and singing during the puja. It will be really interesting watch a new bunch of talented artist perform during the puja."

Tradition with western fusion

Ace dance choreographer Shohini Dutta, founder and director of friends of art says, " This is the first time that our dance troupe have been invited to perform at the Durga puja pandal in C R Park. It is very rare that you get to see local artists perform at cultural shows that are being organized during puja in the city. Most of the puja committee organizers have realized that people have got bored listening to the same artists who perform every year, therefore this year many have decided not to rope in unknown names and give an opportunity to young upcoming local artist to perform during the puja. This will not only make the organizer save on money but also it will be a different experience for all attendees at the puja to watch the new artists perform on the stage for the first time."

Shifting of Puja pandal venues due to upcoming assembly elections in Gurgaon and funds from corporate have been holding back

Somnath Mitra, Joint Secretary of DLF City Durga puja and Bengali Cultural society tells us, "Due to upcoming assembly election we have shifted the venue from DLF phase 1 community city to DLF phase 3 community centre. We had the apprehension that we would face some problem due to the election time hence we decided in advance that we would shift the venue for the Durga Puja this year so that we have no problems at the last moment. The DLF phase 1 community centre has to get blocked 15 days ahead of the upcoming assembly election from October 1. Also this year we shall be facing a major footfall regarding crowd attendance due to lot of public holidays that are coming in during the Durga puja dates. Many corporate have already planned to travel out of station and will not be there during the puja which has led to low response in regards to fund and sponsorships. We have decided to keep our cultural events every basic and focus on local Kolkata artist, local rock bands and performances by the members of the society. Funds from the corporate have also been holding back due to which we have not got enough budgets to invite any celebrity artists. Also our expensive have shot up whether be decoration or catering. Keeping all this in mind we in collaboration with the RWAs have decided to keep a simple puja this year."

Cultural shows more focused on traditional and authentic Bengali culture

Kaushik Chaki, President, Durga Puja Committee Kendriya Vihar Durgotsav Samity at Sector -56 Gurgaon tells us, "This is our 11 year of celebration and we have been greeting a variety of artists to perform at the pandal every year. However this year, we have restricted to only inviting few local artists from Kolkata as we have been getting a mixed reaction from the attendees who have been coming to our puja. We wanted this year's cultural events to be focused more on traditional and culture of Bengal. Interestingly, this year we shall be having the family members of Sector 56 who will perform the Agomani dance on the opening day of the puja. It will be refreshing to see our local residents perform on the stage for the first time. With no celebrity artist performing we are surely expecting a footfall but that hardly makes a difference."

Local artist won't attract the local audience hence will see a major footfall

N K Chakraborty, Sound and light secretary, Durga Puja Samiti at South City II, Gurgaon says, "We are inviting a lot of local Kolkata artist to perform at the puja this year and our major attraction would be well known Bengali artist Rupankar who will be performing on the Navami day. We are sure that the majority of the non Bengali audience who has been coming to our puja pandal to watch the cultural events on a regular basis every year will however not show up this year as they would not take much interest in watching a bengali artist perform on the stage. But that hardly makes a difference to us. Also this year we have a huge crunch of funds and sponsorships due to which we couldn't manage to get a celebrity artist."

Luxury tax hit due to vacant hotel rooms

NEW DELHI: The continuing trend of low luxury tax collection as a result of hotel rooms going vacant in the absence of tourists and business travelers to the city is becoming a cause of concern for the excise department. This department is in-charge of luxury tax collection in Delhi government. With a target of Rs 400 crore from various sources of luxury tax for the current financial year, the state has so far managed to collect just about Rs 130 crore.

The department is now planning to track down hotels that may be evading tax by not registering with the state. Sources said that the state plans to seek data on hotels that may be out of the tax net from the municipal corporation and Delhi Police to launch a crackdown. As of now, there are 1,143 hotels of all categories registered with department of excise covered under the luxury tax bracket.

The excise department is also planning to study the room occupancy status to understand causes of low booking. While the economic recession is cited as one common reason for fewer tourists and business travelers, it is also felt that with more hotels coming up in the National Capital Region the business traveler has a greater choice and prefers to stay closer to his place of conference or work.

Delhi government collected revenue of Rs 306.75 crore as luxury tax during 2013-2014, a growth of 4.5% over collections in 2012-2013. Though this was an increase, senior officials feel that the impact of the slump in the market remains as occupancy in hotels remains low. A robust collection reflecting booming industry is reflected in increase of the range of 12-15% over collections of the previous year, say officials.

To ensure that tax collections keep with timelines and without any delay, registered entities have been using the Excise Supply Chain Information Management System (ESCIMS) for online payment of tax and filing of online returns of luxury tax.

Press Enclave road clogged artery - 5 caretakers, yet it is a mess

NEW DELHI: At least five agencies are responsible for maintaining the 4-km-long Press Enclave Road and ensuring smooth traffic on it, yet the road is in a state of utter neglect. While it may take time to remove encroachments, nothing stops PWD, the road maintaining agency, from keeping sidewalks and the central verge clean. Large parts of the verge are overgrown with weeds and bushes that block traffic lights and signage. Footpaths are strewn with debris, and Delhi Jal Board's contractor has left pipes on the pavement after digging up one side of the road.

PWD, which took over the road from the municipal corporation last year, says there is too much encroachment.

"The corporation still owns the land and is responsible for removing encroachments. We can only tackle the minor offenders but they keep returning. Agencies like DJB have ignored our requests to remove their property from the road," said a senior official, adding that PWD is trying to bring the road under a corridor improvement plan so that encroachments can be removed in a joint exercise. PWD is also planning to re-pave the road and repair its footpaths — all long-term plans.

PWD officials claim the forest department is responsible for maintaining the central verge, but pruning has not been done for weeks. "I drive down this stretch frequently. The growth has happened over the monsoon and is spilling onto the road. Driving on this stretch has become difficult," said Ma hesh Garg, a resident of GK-II.

Outside Malviya Nagar Metro station and near the BRT corridor, the road has been dug up while large pipes meant to improve water supply in south Delhi occupy the pavement. The project stalled in January and the private company tasked with it did patchwork repairs on the road, leaving the pipes stacked on the pavement.

Unable to handle the growing volume of traffic on this stretch, PWD has appointed a consultant to study ways for easing congestion, especially in front of the malls. A senior official said that three options are being considered: a flyover in front of the malls, a doubledeck flyover, and making the whole stretch or at least part of it one-way."Land records are being verified to see which constructions are encroachments. They will be easier to remove but if the structures are legal, land acquisition will have to be done," he said.

Delhi Zoo considering tightening safety measures for visitors

NEW DELHI: Authorities in Delhi Zoo are considering tightening safety measures for visitors, two days after a 20-year-old youth was mauled to death by a white tiger in the facility.

A number of short-term and long-term measures are being planned to ensure safety of the visitors at the zoo where the average daily footfall is around 1,300 but post the incident on Tuesday, it saw a record rise of nearly 3000 on Wednesday.

"We are planning to step up precautionary measures by increasing the fencing around the white tiger enclosure by around six feet," Zoo veterinary officer Panneer Selvam told PTI.

Currently, the fencing around the white tiger enclosure is around four feet. The height of the fencing is as per guidelines of the Central Zoo Authority (CZA) which is the nodal agency to oversees functioning of zoos across the country, he said.

Additionally, the zoo authorities have also deployed security guards exclusively for the white tigers to avoid recurrence of any such incident. A number of other measures are also being finalised.

The zoo houses two male and female white tigers each. According to Selvam, the authorities had previously tried to increase the fencing around enclosures. However, it was not implemented following complaints by the public as it would affect viewing of the animal.

Since February, around 80 people have been fined by the zoo authorities for unruly behaviour towards animals. However, the authorities do not intend to increase either the fine money or the entry ticket price.

A number of eyewitness had said on Tuesday that the white tiger picked up 20-year-old Maqsood by his collar and pounced on him after stones were thrown at the animal.

The seven-year-old tiger Vijay, who is under observation in a cell, will be released to its enclosure by Monday. The feline, born in 2007 in the zoo has not shown any abnormality in behaviour and is calm and quiet, Selvam said.

He said the animal is eating 10 kilogrammes of calf meat and 500 grammes of liver everyday.

"The tiger has not been released as a number of people have flocked to its enclosure for the past two days. This may disturb the animal," he said.

According to official figures, the number of visitors to the zoo saw a "record" rise of 2,998 on Wednesday as compared to the average footfall of 1,300.

Many of the visitors who on Thursday thronged the zoo mistook Kalpana, the female white tiger for Vijay.

Deepak, one of the visitors said, "I brought my family after watching the video which has gone viral. But we were disappointed as we could not see the tiger which mauled the youth."

Verdict in Dhaula Kuan gang rape case on October 10

NEW DELHI: A Delhi court on Wednesday reserved for October 10 its verdict in the 2010 Dhaula Kuan abduction and gang rape case.

Additional sessions judge Virender Bhat reserved the verdict after the prosecution and the defence concluded their arguments.

The court September 22 deferred its order after counsel for one of the accused, Usman alias Kale, Amit Shrivastava alleged that police tampered with the evidence to implicate him.

The court has sought the prosecution's reply on it.

Public prosecutor Satwinder Kaur opposed the accused's submission and said there was no possibility of tampering with the evidence as the specimen was sent to the forensic science laboratory just a day after the incident and the accused was arrested a week later.

Shamshad alias Khutkan, Usman alias Kale, Shahid alias Chhota Billi, Iqbal alias Bada Billi and Kamruddin are being tried for the kidnapping and gang rape of a 30-year-old call centre executive in Dhaula Kuan area of south Delhi.

According to police, the five men abducted the woman, who hailed from the northeast, November 24, 2010, while she was walking home with a friend after her shift ended.

The abductors took her to Mangolpuri, gang raped her, and left her on an isolated road there.

The five were later arrested from Mewat in Haryana. They have claimed innocence, saying they were falsely implicated in the case.

They are being tried on charges of gang rape, criminal intimidation and abduction.

After the incident, Delhi Police issued an order to all BPOs in Delhi and the National Capital Region to drop women employees home safely while providing them security.

Delhi zoo: Better rescue drill could have saved a precious life

NEW DELHI: The zoo authorities could have taken steps to save Maqsood's life during the 10 minutes when he sat cowering inside the moat in the front of the tiger. A Central Zoo Authority (CZA) official said the animal could have been kept at bay by spraying water. Maqsood could also have been pulled out with a collapsible ladder, he suggested.

Zoo keepers could have distracted the animal, but senior officials who have the authority of direct them, came to the scene only after 15 minutes, eyewitnesses said. Had the moat, which acts as a barrier, been full of water it would have given Maqsood a few more minutes to plot an escape. The zoo could have also arranged for a tranquilizer gun immediately, though CZA rules don't allow guards to use one.

Japanese study for monorail between Bawana, Gurgaon

NEW DELHI: Japan on Tuesday offered assistance in conducting a feasibility study for monorail service on a 50km stretch between Gurgaon on the city's outskirts and Bawana in northwest Delhi.

This was conveyed during a meeting between Japan's minister of land, infrastructure and transport Akihiro Ohta and urban development minister Venkaiah Naidu.

Ohta led a 20-member delegation, including senior officials from the departments of city planning, policy division, overseas projects division, planning division, roads bureau and railways bureau.

The Japanese delegation offered location-specific multimodal transport solutions encompassing metro rail, monorail and light rail transport for urban areas in India, including "intelligent transport solutions" for smart cities proposed to be developed.

Japan has evinced keen interest in a "higher order of cooperation" with India in the urban development sector in line with "special strategic partnership" forged during the recent visit of Prime Minister Narendra Modi to Japan.

Ohta said his visit to India is a follow-up to Modi's recent visit to Japan, which he said has imparted a new dimension to the spirit of cooperation between the two sides.

Ohta said he would take personal interest in propelling cooperation with India in promoting infrastructure development in urban areas.

Tiger who mauled youth to death behaving normal

NEW DELHI: Vijay, the 7-year-old tiger who mauled a man to death in his enclosure on Tuesday is doing well, zoo doctors confirmed.

He has eaten the buffalo meat given to him on Tuesday at 4.30pm after the incident. "Vijay is normal. His vital parameters are ok. He doesn't need any medication. He is not stressed either," said Dr Paneer Selvam, zoo veterinarian.

Maqsood, a youth from Anand Parbat had allegedly jumped into Vijay's enclosure despite repeated warnings by the guard. Vijay had dragged him by the neck which led to his death.

Family of youth killed by tiger wants justice

NEW DELHI: The family of the 20-year-old youth who was mauled to death by a white tiger at the Delhi zoo on Wednesday demanded strict action against the security guards who "did not act" when the victim fell into the enclosure.

"My son was not at fault. It should be investigated whether he jumped or was pushed into the enclosure. But the security guards posted at that time should have acted," Mehfooj, father of Maksood who was killed by the tiger on Tuesday, told IANS.

"The tiger was standing in front of him (Maksood) for more than 10 minutes. It was a long period of time in which the zoo staff could have saved my son," he said.

Police should investigate the case and put such people behind bars, he added.

Mehfooj is a labourer and lives in Delhi's Anand Parbat area with his family.

The Delhi zoo authorities, however, refuted his claims and said the guard posted at the enclosure tried to stop the youth twice.

"But Maksood crossed the stand-off barriers when the guard was not looking. He then jumped into the enclosure," said R A Khan, curator of the National Zoological Park.

Khan also alleged that Maksood was drunk at the time.

Police told IANS they were waiting for the post-mortem report, expected in a day or two.

"We have registered a case under section 304 A (causing death by negligence) against unknown people. Our probe is on," said a police officer.

Videos recorded by other visitors on their mobile phones also showed that Maksood was crouching against the wall for a few minutes while the tiger stood in front of him.

Ajit Singh's bungalow row: Traffic snarls in Delhi as cops barricade roads

NEW DELHI: Police on Tuesday barricaded several roads in the Lutyens' zone and shut down Race Course Road Metro station to prevent protesters from reaching 12 Tughlaq Road bungalow for a planned meeting demanding its conversion into a memorial of former prime minister Charan Singh.

Police said that the gathering was "illegal" and all those trying to participate in the 'Jat Mahapanchayat' will be detained.

The barricading of major roads around Tughlaq Road caused traffic snarls in various parts of central and south Delhi in the morning rush hour. The cascading effect was felt at INA, Teen Murti, Aurangzeb Road, Rajesh Pilot Road and several other roundabouts as traffic remained heavy.

The bungalow is currently occupied by Charan Singh's son RLD chief Ajit Singh who has refused to evict the government property and has demanded that the bungalow be converted into a memorial to his father.

The government, however, had rejected the demand, saying the Union Cabinet in 2000 had banned conversion of government bungalows into memorials.

According to a Delhi Traffic Police official, Prithviraj Road and Safdarjung Road were open for traffic but roads around Tughlaq Road including Arvindo Chowk have been shut down for normal traffic.

Singh, who lost the recently held election, was served the eviction notice and electricity supply to the sprawling bungalow was disconnected by the authorities last week.

Tiger kills student inside Delhi zoo

NEW DELHI: In a hair-raising incident which was captured live on cameras, a white tiger killed a youth after he fell into the animal's moat in the Delhi zoo, an official said on Tuesday.

The incident, which took place between 12.30pm and 1pm, created a sensation and word soon spread through the city.

Eyewitnesses and zoo officials said the young man, who was later identified as Maqsood, a resident of Anand Parbat in Delhi, was leaning against the moat which separated the tiger enclosure from the visitors' gallery, tumbled into the dry moat and immediately was face to face with the tiger 'Vijay' which itself appeared initially surprised on seeing the human intrusion.

"As soon as the youth slipped and fell into the moat, the tiger approached him and silently watched him for nearly 15 minutes," Bittoo, an eyewitness, who recorded the entire incident on his mobile, told media persons.

He said what possibly provoked the tiger to attack the man was when onlookers and a guard tried to divert its attention by pelting stones at it.

"Everyone was pelting stones and making noises to divert the tiger's attention," Bittoo added. "It was then that the tiger pounced on the youth with his paw and dragged him inside his enclosure by his neck," Bittoo added.

Another eyewitness Himanshu said: "The man was cowering in fear and appeared to be pleading with folded hands to the tiger to spare him. The barricading around the tiger was hardly two to three feet in height."

The zoo staff managed to drag the tiger in its closed enclosure by luring him with meat.

The zoo authorities claimed only one guard is assigned per enclosure and that visitors are warned not to get too close to animal enclosures. Most of the time, visitors ignore these warnings, a zoo official said.

400 private bus permits restored

NEW DELHI: The Delhi government has reinstated the permits of about 400 private bus operators out of 2,579, whose permits were cancelled due to their addresses being found to be incorrect by Delhi Police.

The state transport department earlier this month decided to give last chance to operators of contract and mini buses, whose permits had been cancelled. "Out of 2,579 private bus operators, we have reinstated the permits of about 400," said a senior official of transport department.

The official said hey had asked all such operators to get their new addresses endorsed in the registration certificate so that their permits could be reinstated.

Auto owners told to update address

NEW DELHI: The Delhi transport department has asked the owners of 3,057 autorickshaws and taxis, whose addresses could not be verified by Delhi Police, to furnish their correct residential proof. The department has also issued the list of registration certificates of these vehicles.

"We have asked the owners of 3,057 taxis and autos to furnish correct addresses before the department by October 15. If they fail to comply, actions would be initiated including cancellation of their registration," said a senior department official.

"Police have recently sent us the list of such owners whose addresses could not be verified following which we have come up with this direction," he added.

According to the department, in some cases, traffic police sent traffic challans to the owner's addresses, but these could not be delivered. Officials believe this could be because at the time of delivering challans, the owners were unavailable.

Efforts are being made to make necessary corrections for records, the official added.

787 killed by DTC buses in 10 years

NEW DELHI: As many as 787 people have been killed and 2,678 injured in accidents involving Delhi Transport Corporation (DTC) buses in the past 10 years.

According to data available with DTC, 63 persons were mowed down and 184 people injured by its buses between March 2013 to April 2014. During this period, DTC buses were involved in 225 accident cases, of which 33 took place due to rash and negligent driving.

"During 2012-2013, 251 accidental cases were caused by DTC buses, killing 68 people and injuring 229. Of these cases, 39 accidents occurred due to rash and negligent driving..."

"Apart from that, DTC buses killed 77 persons and injured 274, causing 264 accidents in 2011-2012, of which 80 cases took place due to rash and negligent driving," according to the data.

In January this year, 600 DTC drivers, who allegedly had got the job on fake medical fitness certificate, were alleged to be colour blind by the information commissioner M Sridhar Acharyulu.

In an open letter to then chief minister Arvind Kejriwal, Acharyulu had said, "It is alleged that at least 600 have colour blindness and many others suffer from other problems.

Acharyulu further went on to add: "I apprehend (and everyone will agree) that if this is even partly true, the right to life of commuters in Delhi city will be under serious and constant threat until it is ensured that every bus driver is fit enough to drive the vehicle."

Delhi Metro to start feeder bus service from Shivaji Stadium station tomorrow

NEW DELHI: Delhi Metro will be starting a dedicated feeder bus service from Shivaji Stadium Metro station of the Airport Express line from Tuesday onwards.

According to a DMRC official, the route of this feeder bus service will cover approximately 13 km and will be available from 8am to 8pm daily.

It will start from Shivaji Stadium, and cover Patel Chowk Metro station, Akashwani Bhawan, Krishi Bhawan, Patiala House, High Court, Pragati Maidan, Supreme Court, ITO, Delhi Gate, New Delhi Airport Metro station, Minto Road and Statesman House, before returning to the base station.

"Initially, this route will be operated on trial basis with 3 non-AC buses at a frequency of about 20 minutes with fare similar to non-AC DTC buses i.e, Rs 5 for travel upto 4 km, Rs 10 for travel from 4 to 10 km and Rs 15 for more than 10 km," the official said.

These feeder buses have been pressed into service to help commuters whose offices are located along this route and who may prefer to use Airport Express Line for commuting from Dwarka side.

The number of buses will be increased depending upon the response of public on this route, the official said.

Presently, the Delhi Aerocity Metro station of Airport Express Line is also running feeder bus services to facilitate the movement of passengers from the Aerocity station to Terminal-1 of the Domestic Airport and vice versa.

Govt aid for university students

NEW DELHI: The Delhi government has invited applications for scholarships/reimbursement of half of the tuition fee from socially and economically backward students of non-technical professional courses.

The Delhi Higher Education Aid Trust of Directorate of Higher Education has asked students to apply for the scholarship for 2013-14. Students from universities across the capital are eligible.

Applicants should have annual family income, from all sources, of up to Rs 2 lakh, with 60% marks, no back papers and at least 70% attendance. Last date for submitting the application is October 15.

Applications can be sent to the principal/director of the university/college/institute. The application form and format, to be filled by the head of institute, is available on the directorate's website

Delhi Tree committee hasn’t met for over a year

NEW DELHI: Delhi Tree Authority, a committee of forest and civic agencies formed to preserve trees in the city, hasn't met for over a year now. It is supposed to hold a meeting every three months to review the progress of various conservation initiatives and address concerns such as compensatory plantation against trees cut for infrastructure projects.

The last time it met was in July 2013. Most decisions taken in that meeting have not been implemented yet.

Delhi Tree Authority was formed in 2007 after an outcry from citizens' groups over rampant felling of trees and damage to trees due to civic works. It was created according to the Delhi Tree Preservation Act 1994, which specifies that it is responsible for carrying out a census of trees, maintenance of nurseries, planting of trees against trees damaged for construction projects, transplantation of trees and undertaking a study on how certain infrastructure projects are likely to affect tree cover. The committee is headed by the environment secretary, Sanjiv Kumar. He, however, was not sure why the committee had not met or progressed on the decisions taken in their previous meeting. "We will convene a meeting soon," he said.

Experts are concerned that compensatory plantations may not be done properly. "A lot of people are asking us where trees are being planted. For instance, work on Metro Phase III has begun for which trees have been cut. People want to know where they will be planted. Same is the case with the Andheria Mod-Mahipalpur road. We have heard that there is no land left within the city to do compensatory plantations," said Prabhakar Rao of Kalpavriksh, one of the two non-government members in the authority.

In the July meeting of the 17-member authority, it was decided that there will be third party verification of compensatory plantation projects and National Green Tribunal's order to deconcretize trees will be implemented. They also discussed species of avenue trees.

The committee had decided to proceed with a project on identifying heritage trees based on their age and species which is also stuck.

Lady lawyer cries for justice in SC,consumes naphthalene balls

NEW DELHI: A woman lawyer from Chhattisgarh, claiming to be a victim of gang rape allegedly by her husband's family members, on Monday broke down before a Supreme Court bench and sought justice.

As a bench headed by Chief Justice R M Lodha was about to rise for the day after completing the day's list of business, the woman started crying, complaining of alleged inaction of state police on an FIR lodged by her in connection with the alleged gang rape.

Since the lady was inaudible, the bench, also comprising Justices Kurian Joseph and R F Nariman, sought the assistance of another woman lawyer who, after speaking to her, said she has consumed naphthalene balls.

The bench asked the police present in the court to take her to the apex court dispensary from where she was rushed to the Ram Manohar Lohia Hospital.

The court said it will suo motu hear her plea on Tuesday. It has been listed for hearing under the category of 'harassment and physical abuse.'

The woman said she had lodged an FIR against members of her husband's family in November, 2013 but the police was not proceeding further.

Taiwanese students visit Amity University to showcase culture

While the Chinese president Xi Jinping was busy meeting Prime Minister Narendra Modi in Delhi, not so far away was a delegation of students from Taiwan visiting the Amity University campus as part of a cultural exchange programme on Thursday. The delegation called it a mere coincidence though, that Chinese president was in the country at the same time. Frances Lee, minister, Taipei Economic and Cultural Center, said, "It's a coincidence that the Chinese president is also visiting India. The purpose of our delegation's visit is to enhance mutual understanding and boost cultural exchanges between the young generation of India and Taiwan. The students have already visited JNU and are planning to visit Jamia Milia Islamia and OP Jindal Global University. The students of both the countries will benefit from the visit."

Students put up performances representing their respective countries. The Taiwanese students staged performances that combined dance, music and Mandarin to introduce Taiwan to Indian students. They also performed a Taiwanese opera and recited two poems. Words like 'mountain', 'family' and even 'feelings' were explained by Teresa, a junior year student at the National Taiwan Normal University, who was the anchor of the Taiwanese leg of the show. She asked the audience to repeat the words after her and conducted a small quiz at the end of the programme, which saw enthusiastic participation from the audience.

The Taiwanese students were equally spellbound by the performance of Amity students. Fan Ting-Ya aka Tanya, who is a student of the Department of Acrobatics at National Taiwan College of Performing Arts, said, "I liked the fusion dance where two girls performed Bharatanatyam and Kathak. I really enjoyed the afternoon in the college and hope to come to India again."

Talking about their visit, Lee Chuan-Tung, director of the delegation, said, "We enjoyed the programmes presented by the students here. The hand movements and the steps that the girls were doing were quite similar to what I have seen in Thailand. I must say that Indian culture has had a huge impact on Thai culture. I was very impressed with the command of JNU students over Chinese language, even though their instructor was an Indian. We also want to have good instructors in our country who can teach students English, but our instructors are all Taiwanese."

B Shukla, vice chancellor of Amity University, said, "We have been running the Taiwan education centre since last two years with four instructors. We arrange different activities organised by TEC, including Chinese food and dance festivals."

Labelling norms hit hotel menus

NEW DELHI: New instructions from the Food Safety and Standards Authority of India (FSSAI) on labelling of imported food and alcohol have sent city hoteliers and restaurateurs into a tizzy.

Consignments of black olives, a few brands of olive oil, a popular Swiss chocolate brand, a number of gluten-free products, nachos, Southeast Asian sauces and noodles, certain wines, beer and scotch whisky have either been rejected or stalled at various ports causing massive financial loss. If this continues, Delhi's dreams of becoming the gourmet capital may soon end, say chefs.

An FSSAI notification in July on alcoholic beverages, for instance, mandates that except for single ingredient products, all products are required to display the list of ingredients on their label, they also have to mention the manufacturing and expiry date for each product. This is often not the norm in the countries from where alcohol is imported. A similar notification was also released for canola or rapeseed oil. Restaurant owners claim that because of such guidelines, chefs have to opt for 'inferior-quality' ingredients available locally while their imports continue to rot at ports.

Between January 2014 and June 2014, as many as 165 imported consignments were rejected at the Delhi airport mainly due to "non rectifiable labelling defects" and "non submission of product approval certificate". In total 981 consignments were rejected in ports across the country with a majority due to labelling issues, according to FSSAI's data. FSSAI officials, however, refused to comment. "We are going by our notifications. All details are on the website," said B G Pandian, assistant director (imports) at FSSAI.

Meanwhile, gourmet outlets say import delays are bad news ahead of the festive season. "The worst is the restriction on Swiss chocolate as it is in huge demand during the festive season. Gluten-free products are also becoming popular in India because of health reasons but now most of them have been stopped. For olive oil and sauces, we usually suggest alternatives," said an employee of Nature's Basket, a grocery store that stocks exotic ingredients and foods. Citing the guidelines, he said that the manufacturing date, expiry date and maximum retail price of a product should be mentioned by the manufacturer on its label. A label pasted by the importer won't help, he added.

At the INA market, many of these products were unavailable. "When they are not being imported, what can we do? We can only offer alternatives," said Gulshan Luthra, a shopkeeper.

A chef at a leading eatery serving European cuisine revealed that his import agents for artisan cheese and chocolates had stopped supply. Another chef said that a popular brand of dips and sauces had also stopped operation because of the guidelines. "Companies are expected to reveal trade secrets in the name of safety. They would rather shut shop than invest in lawyers to fight their cases or print India-specific labels. Ironically, most of them are reputed suppliers, meeting some of most stringent guidelines across the world," he added.

These regulations will impact restaurants priding themselves on ingredient-centric recipes, said chef Shamsul Wahid of Smoke House Deli. "We will have to switch to domestic products or give up specialty dishes. If certain ingredients are made available, they would come at a premium price, thus impacting costs," he affirmed. Chef Saby Gorai, who runs a consultancy for boutique restaurants, said: "Shortage of products will give rise to black-marketing". He further said that by telling top-quality manufacturers their products were not 'fit for India', authorities were "reversing all progress made in the dining scene."

While standalone restaurants feel the immediate pinch, five-star hotels and resorts aren't immune either. A chef at a luxury resort said that they have a buffer stock now, but the coming season might make them cut a sorry figure. "Imported salmon, foie gras and lamb chops are almost on every menu. We would have no option but to deny these delicacies to diners. Gourmet dining outlets rely on top-quality imported ingredients," he said.

Popular for imported beer from various parts of the world, Beer Cafe, has not been able to serve German and Belgian beer because of the ban. They are now worried that the much awaited Oktober fest to be held at the cafe will be impacted. Zoravar Kalra of Farzi Cafe, which specializes in fusion cuisine, stressed such rigid policies shouldn't make India appear like a 'difficult' place to do business at.

Commercial units to pay for waste collection

NEW DELHI: The South Delhi Municipal Corporation has decided to charge commercial establishments for waste collection. Bulk generators like hospitals, hotels, restaurants, schools will have pay for garbage collection, depending on number of trips that have to be made by the private concessionaire, officials said.

Sources say, the civic agency will also soon make waste segregation mandatory for bulk generators. "We have to deploy additional manpower to collect waste from these establishments. These establishments will be charged as per the number of truck trips that have to be made,'' said Manish Gupta, commissioner, South corporation. This move is likely to be implemented by East and North corporations too.

AAP, however, has attacked the BJP-led corporation for introducing the scheme. This is following reports that the scheme will be extended to households in the future. "Nearly 60% of the budget allocated to the municipal corporations for carrying out development work remained unspent in the financial year 2013-14. In case of South Delhi, the corporation's budget was Rs 319 crore in 2012 and Rs 456 crore in 2013, for improving sanitation. Can it show how much of this amount was spent? If it could not spend even half of this amount, then what is the reason behind the proposal to impose charges on residents?" said an Aam Aadmi Party spokesperson.

But, the corporation was quick to clarify that the scheme was being limited to bulk generators. "In the proposal, there is no plan to charge residents for waste collection. The scheme is only for bulk generators,'' clarified Gupta. Leaders from BJP, the ruling party in the three corporations, said that there is no plan to charge residents for waste collection.
